2. With a new Government in Westminster and the aftershocks of
a confusing and contradictory election campaign, it has never
been more important to try to understand public attitudes and
respond to their priorities.
This Conference champions public engagement, and promotes
better consultation as the key to avoiding serious blunders by public
bodies of all shapes and sizes. Ministers, Civil Servants,
Councillors and Managers of public services all make mistakes. But
by engaging in better dialogues with key stakeholders may prevent a
few, and reduce the impact of others.

This conference is designed for everyone working in public, stakeholder or customer
consultation, whether in the private, public or voluntary sectors. Setting best practice standards
for the consultation and engagement industry, the Consultation Institute (tCI) knows that most
organisations - large and small, public and private – are now committed to consulting their
customers or the general public.
tCI has prepared a stimulating programme of speakers including one of the top academics who
have analysed spectacular failures in public policy-making and whose book ‘The Blunders of

6. RT Hon Michael Portillo
Michael entered the House of Commons in 1984. He was a Minister for eleven
years and had three positions in the Cabinet, including Secretary of State for
Defence. Since leaving politics, he has devoted himself to writing and
broadcasting. He is a regular on both BBC 1’s sardonic political ‘This Week’
programme and Radio 4’s ‘The Moral Maze’. He has made radio and
television documentaries on a wide range of subjects, including five series of
‘Great British (and recently Continental) Railway Journeys’ for BBC2.

Dr Ben Goldacre
Ben is a best-selling author, broadcaster, campaigner, medical doctor and
academic who specialises in unpicking the misuse of science and statistics
by journalists, politicians, quacks, drug companies, and more. His first book
“Bad Science” (4th Estate) has sold over 500,000 copies, is published in 18
countries, and reached number one in the UK non-fiction bestseller charts.
Grant Cornwell MBE
Grant has worked within the Community Sport sector for over 25 years.
During that time he has helped pioneer and develop a wide range of initiatives
aimed at helping young people and adults who have become marginalised
from main stream society. He believes passionately in sport as a means of
engagement. In 2005 Grant was recognised for his outstanding work with
young people when he was awarded an MBE for Services to Young People
by Her Majesty Queen Elizabeth.
Sherry Fuller
Sherry is a consultant specialising in strength-based working and generating
change through dialogue. As a fully trained practitioner, Sherry applies the
principles of Appreciative Inquiry to all her work and is an active member of
the European Appreciative Inquiry Network. Sherry has 13 years experience
in local government, working in communication, engagement and strategic
planning with four years focusing on organisational development,
supporting transformation in health and social care. Also an Expert Adviser
with the Centre for Public Scrutiny.
Professor Anthony King
Co-author of ‘The Blunders of our Governments’ A former member of the
Committee on Standards in Public Life and the Royal Commission on the
Reform of the House of Lords (the Wakeham Commission). In 2010, Anthony
was elected as a Fellow of the British Academy. Also serves as an associate
at the Institute for Government, a non-partisan charity that aims to improve
the effectiveness of central Government in the UK. Regularly appears on
election results and their implications. On a monthly basis, he analyses
political opinion polls on voting intentions for The Daily Telegraph.
