SHS VOUCHER ORIENTATION 2023

VOUCHER – A subsidy given by the state to qualified Grade
10 completers to enable them to enroll at a VP participating
SHS of their choice.
QUALIFIED VOUCHER RECIPIENT (QVR) – A Grade 10
completer who is eligible to avail of the voucher
Qualified Voucher Applicant (QVA) – A voucher applicant
whose application s approved
I. Definition of Terms

1. Learners who completed JHS in public or
private schools excluding homeschooling and
Philippines Schools Overseas.
2. Learners who completed Grade 10 as passers
of the Alternative Learning System (ALS)
II. Eligible for SHS VP

III. QVRs Categories

Vouchers shall be redeemed in the first semester
of SY 2023 - 2024 and shall no longer be valid if
not redeemed in said period. The voucher covers
two years regardless of the number of years it
takes the recipient to complete SHS.
IV. Voucher Validity and Redemption

A. Continuing participants A VPB retains her subsidy if
she is promoted to Grade 12 and continues to study in
a non-DepEd SHS. No maintaining grades are required
from VPBs within a school year.
V. Conditions for Voucher Program Beneficiaries (VPBs)

A VPB loses her subsidy if she does any one of the following:
▪ Drops out in the middle of the school year
▪ Does not reenroll in the following school year
▪ Fails to be promoted to the next grade level or is retained at
the same grade level
V. Conditions for Voucher Program Beneficiaries (VPBs)

A VPB loses her subsidy if she does any one of the following:
▪ Transfers to another SHS within the school year
▪ Transfers to a DepEd SHS
VPBs that drop out due to death of a parent or guardian, force majeure,
prolonged illness, or accident may be reinstated into the SHS VP program
provided they submit documents to support their claim
V. Conditions for Voucher Program Beneficiaries (VPBs)

B. Transferees
▪ VPBs who wish to retain their voucher subsidy may transfer to
another non-DepEd SHS only after completing Grade 11.
▪ VPBs need to satisfy the requirements for admission set by
the accepting non-DepEd SHS.

B. Transferees
▪ Involuntary transfers, such as when a school closes or is
terminated from further participation in the SHS VP, are allowed
and considered special cases.

C. Shifters
VPBs who wish to retain their voucher subsidy may shift to
another track or strand:
▪ After the first semester of Grade 11 in the same school
▪ After completing Grade 11 in the same school or in another
VP-participating SHS

  • 3. mist.edu.ph VOUCHER – A subsidy given by the state to qualified Grade 10 completers to enable them to enroll at a VP participating SHS of their choice. QUALIFIED VOUCHER RECIPIENT (QVR) – A Grade 10 completer who is eligible to avail of the voucher Qualified Voucher Applicant (QVA) – A voucher applicant whose application s approved I.   • 4. mist.edu.ph 1. Learners who completed JHS in public or private schools excluding homeschooling and Philippines Schools Overseas. 2. Learners who completed Grade 10 as passers of the Alternative Learning System (ALS) II. Eligible for SHS VP OFFICE OF THE REGISTRAR
  • 6. mist.edu.ph Vouchers shall be redeemed in the first semester of SY 2023 - 2024 and shall no longer be valid if not redeemed in said period. The voucher covers two years regardless of the number of years it takes the recipient to complete SHS. IV. Voucher Validity and Redemption OFFICE OF THE REGISTRAR
  • 7. mist.edu.ph A. Continuing participants A VPB retains her subsidy if she is promoted to Grade 12 and continues to study in a non-DepEd SHS. No maintaining grades are required from VPBs within a school year. V. Conditions for Voucher Program Beneficiaries (VPBs) OFFICE OF THE REGISTRAR
  • 8. mist.edu.ph A VPB loses her subsidy if she does any one of the following: ▪ Drops out in the middle of the school year ▪ Does not reenroll in the following school year ▪ Fails to be promoted to the next grade level or is retained at the same grade level V.   • 9. mist.edu.ph A VPB loses her subsidy if she does any one of the following: ▪ Transfers to another SHS within the school year ▪ Transfers to a DepEd SHS VPBs that drop out due to death of a parent or guardian, force majeure, prolonged illness, or accident may be reinstated into the SHS VP program provided they submit documents to support their claim V. Transferees ▪ VPBs who wish to retain their voucher subsidy may transfer to another non-DepEd SHS only after completing Grade 11. ▪ VPBs need to satisfy the requirements for admission set by the accepting non-DepEd SHS. Shifters VPBs who wish to retain their voucher subsidy may shift to another track or strand: ▪ After the first semester of Grade 11 in the same school ▪ After completing Grade 11 in the same school or in another VP-participating SHS V.
