 Definition:- Seed marketing
should aim to satisfy the
farmers demand for a reliable
supply of a range of improved
seed varieties of assured
quality at an acceptable price.
 Seed Marketing:- In simple
term it is acquisition and
selling of packed seeds,
intermediate storage, delivery
and sales promotional
activities.

It is the assurance of demand for seed in terms of quantity,
quality, price, place and time.
This avoids shortage and gluts and also ensures stable
prices and profits.

Factors to be considered for demand forecast:-
i. Area covered under different crop varieties, seed rate, SRR and
assessment of potential seed requirement in different crop varieties.
ii. Impact of extension efforts on the introduction of improved
production techniques and future plans for promotion.
iii. Current acreage under high yielding varieties and amount of seed
sold in the last year.
iv. Cultivators preferences for varieties, package size, kind of packing,
quality and price.
v. Number and size of competitors.
vi. Kind of publicity and sales promotion that are most effective.
vii. Climate of the area where seed is being marketed.

Types of Seed Distribution System in India:-
A). Farmer to Farmer Distribution:- Informal system.
 Farmers obtain their seed either on cash payment basis /Exchange basis with his
neighbor.
B). Distribution by Co-operatives:- formal system.
 Promotes by Government through subsidies and guarantees.
C). Distribution by the Department of Agriculture:-
 Seeds are purchased by the Govt. and distributed through DAO’s & BDO’s.
D). Distribution by the Non-govt. or Quasi govt. agencies:-
 Seeds are distributed through a network of Seed Distributors & Seed Dealers.
 As per the recommendations of the SRT (1968) and NCA (1976), State govt.
should be delinked from procurement and distribution of seed.

a) New paper:- Important means for promotion ,the advertisement
should be location and time specific.
b) Cinema slides:- This is an effective tool, it should be in the
vernacular to be more effective.
c) Hoardings:- Location of hoardings should be such that being seen
by maximum number of farmers. Good location would be market
places, bus stand, railway station etc.
d) Radio:- Broadcasting through AIR/radio important means to reach
the needy farmers.
e) Melas:- Kisan/Field days/Krishi mela—SAU’s ICAR, Govt.
organization etc.
f) Field Demonstrations:- Best method of convincing and inspire
confidence in farmers to adopt scientific agricultural practices and

Factors Affecting Seed Marketing:-
1. Availability of well identified and accepted varieties.
2. Adequate production, storage & testing facilities.
3. Official programme.
4. Demand forecast: reliable demand forecast is necessary for viable
seed marketing.
5. Market intelligence:- System should be so developed as to provide
reliable information to keep official and private institutions up to
date on production and supply patterns.
6. Transport and storage arrangements.
7. Nature of product (Seed is perishable commodity).
8. Quality control programme.
9. Publicity.

Seed industry means the entire chain linked stages that
start with breeding and crop improvement through seed
multiplication, processing, certification and ends with seed
distribution.
Seed industry means doing business in connection with
breeding, propagation, production, processing, leasing,
export, import of the seeds.

 Indian seed Industry is one of the most mature and vibrant one in
the world currently occupying the 5th position with nearly US$ 5.5
Billion turn-over in 2021. During the past 5 years the Indian Seed
Industry has been growing at a CAGR of 12% compared to global
growth of 6-7% and market reach to US$ 11.3 Billion by 2027.
 Indian Seed Industry is poised to grow at a CAGR of 12.75% for next
6 years(2021-2027).
 For raising the agricultural productivity, Seed is most appropriate
and cheapest input. Only by the use of good quality seeds we can
increase the yield about 15-20 percent and it may be up to 45 % with
proper and efficient use of other inputs (Ali, 2016).

 1924, International Seed Testing Association (ISTA) was established in Norway.
 In 1925, the Royal commission on agriculture made recommendations for the
introduction and spread of the improved varieties.
 1951, First Five-Year Plan started with an aim to multiply and distribute seeds.
 In 1952, Grow More Food enquiry committee was constituted they recommended
seed multiplication and distribution schemes.
 AICRP on maize was started in 1957 and within 4 years of its establishment 4
maize hybrids were developed.
 1961, The first Seed Testing laboratory was established in IARI, New Delhi.
 1963, National Seed Corporation (NSC) was established to develop Indian Seed
Industry.
 In 1966, high yielding variety programme was launched by Govt. Of INDIA.

 1966, Indian Seeds Act was passed by Government of India with a view to
regulate quality of seeds on 29th December.
 1968, The Seed Rules were framed in India in consultation with ISTA. NSC
established its own Seed Testing Laboratory.
 1969, Establishment of Tarai Development Corporation (TDC) with world bank
assistance with primary objective of production of quality seeds.
 In 1971, Indian Society of Seed Technology (ISST) was formed.
 1983, Enactment of Seed Control Order - Seeds was declared an essential
commodity.
 New Policy on Seed development was passed on 16 Sept.1988 came into effect on
first Oct.1988.
 2001, The Protection of Plant Varieties and Farmers’ Rights(PPV&FR) bill was
formulated to establish an effective system for protection of plant varieties.
 2002, National Seed Policy – to provide appropriate climate for seed industry.
 2004, The New Seed Bill was submitted to address all seed related issue which
will replace all other existing Acts regarding seeds.

 Distribution Problems:-
 Short Shelf Life of the Seeds.
 Unpredictability of the Demand.
 Lack of Effective Monitoring
Mechanism.
 Lack of Infrastructure.
 Poor Extension Services.

CONCLUSION
The study of Seed Industry & Marketing gives us vast
knowledge about the expanding scope of the seed industry
as well as the current status of growth of seed industry.
Marketing awakes interest in the seed producers as well
as consumers respectively.
It is expected to provide the impetus for a new revolution
in Indian agriculture, based on the efficient system for
supply of seeds of the best quality to the cultivator.

  • 3.  Definition:- Seed marketing should aim to satisfy the farmers demand for a reliable supply of a range of improved seed varieties of assured quality at an acceptable price.  Seed Marketing:- In simple term it is acquisition and selling of packed seeds, intermediate storage, delivery and sales promotional activities. 16 February 2023 3

  • 5. It is the assurance of demand for seed in terms of quantity, quality, price, place and time. This avoids shortage and gluts and also ensures stable prices and profits. 16 February 2023 5
  • 6. Factors to be considered for demand forecast:- i. Area covered under different crop varieties, seed rate, SRR and assessment of potential seed requirement in different crop varieties. ii. Impact of extension efforts on the introduction of improved production techniques and future plans for promotion. iii. Current acreage under high yielding varieties and amount of seed sold in the last year. iv. Cultivators preferences for varieties, package size, kind of packing, quality and price. v. Number and size of competitors. vi. Kind of publicity and sales promotion that are most effective. vii. Climate of the area where seed is being marketed. 16 February 2023 6
  • 7. The establishment of effective channel of distribution is the key to the success of seed marketing. The channel through which seed distribution carried out varies with the needs of the seed companies. 16 February 2023 7
  • 8. Types of Seed Distribution System in India:- A). Farmer to Farmer Distribution:- Informal system.  Farmers obtain their seed either on cash payment basis /Exchange basis with his neighbor. B). Distribution by Co-operatives:- formal system.  Promotes by Government through subsidies and guarantees. C). Distribution by the Department of Agriculture:-  Seeds are purchased by the Govt. and distributed through DAO’s & BDO’s. D). Distribution by the Non-govt. or Quasi govt. agencies:-  Seeds are distributed through a network of Seed Distributors & Seed Dealers.  As per the recommendations of the SRT (1968) and NCA (1976), State govt. should be delinked from procurement and distribution of seed. 16 February 2023 8

  • 10. a) New paper:- Important means for promotion ,the advertisement should be location and time specific. b) Cinema slides:- This is an effective tool, it should be in the vernacular to be more effective. c) Hoardings:- Location of hoardings should be such that being seen by maximum number of farmers. Good location would be market places, bus stand, railway station etc. d) Radio:- Broadcasting through AIR/radio important means to reach the needy farmers. e) Melas:- Kisan/Field days/Krishi mela—SAU’s ICAR, Govt. organization etc. f) Field Demonstrations:- Best method of convincing and inspire confidence in farmers to adopt scientific agricultural practices and the use of quality seeds. 16 February 2023 10
  • 11. Factors Affecting Seed Marketing:- 1. Availability of well identified and accepted varieties. 2. Adequate production, storage & testing facilities. 3. Official programme. 4. Demand forecast: reliable demand forecast is necessary for viable seed marketing. 5. Market intelligence:- System should be so developed as to provide reliable information to keep official and private institutions up to date on production and supply patterns. 6. Transport and storage arrangements. 7. Nature of product (Seed is perishable commodity). 8. Quality control programme. 9. Publicity. 10. Financial rewards. 16 February 2023 11
  • 13. Seed industry means the entire chain linked stages that start with breeding and crop improvement through seed multiplication, processing, certification and ends with seed distribution. Seed industry means doing business in connection with breeding, propagation, production, processing, leasing, export, import of the seeds. 16 February 2023 13
  • 14.  Indian seed Industry is one of the most mature and vibrant one in the world currently occupying the 5th position with nearly US$ 5.5 Billion turn-over in 2021. During the past 5 years the Indian Seed Industry has been growing at a CAGR of 12% compared to global growth of 6-7% and market reach to US$ 11.3 Billion by 2027.  Indian Seed Industry is poised to grow at a CAGR of 12.75% for next 6 years(2021-2027).  For raising the agricultural productivity, Seed is most appropriate and cheapest input. Only by the use of good quality seeds we can increase the yield about 15-20 percent and it may be up to 45 % with proper and efficient use of other inputs (Ali, 2016). 16 February 2023 14
  • 15.  1924, International Seed Testing Association (ISTA) was established in Norway.  In 1925, the Royal commission on agriculture made recommendations for the introduction and spread of the improved varieties.  1951, First Five-Year Plan started with an aim to multiply and distribute seeds.  In 1952, Grow More Food enquiry committee was constituted they recommended seed multiplication and distribution schemes.  AICRP on maize was started in 1957 and within 4 years of its establishment 4 maize hybrids were developed.  1961, The first Seed Testing laboratory was established in IARI, New Delhi.  1963, National Seed Corporation (NSC) was established to develop Indian Seed Industry.  In 1966, high yielding variety programme was launched by Govt.   • 16.  1966, Indian Seeds Act was passed by Government of India with a view to regulate quality of seeds on 29th December.  1968, The Seed Rules were framed in India in consultation with ISTA. NSC established its own Seed Testing Laboratory.  1969, Establishment of Tarai Development Corporation (TDC) with world bank assistance with primary objective of production of quality seeds.  In 1971, Indian Society of Seed Technology (ISST) was formed.  1983, Enactment of Seed Control Order - Seeds was declared an essential commodity.  New Policy on Seed development was passed on 16 Sept.1988 came into effect on first Oct.1988.  2001, The Protection of Plant Varieties and Farmers’ Rights(PPV&FR) bill was formulated to establish an effective system for protection of plant varieties.  2002, National Seed Policy – to provide appropriate climate for seed industry.  2004, The New Seed Bill was submitted to address all seed related issue which will replace all other existing Acts regarding seeds. 16 February 2023 16

CONCLUSION The study of Seed Industry & Marketing gives us vast knowledge about the expanding scope of the seed industry as well as the current status of growth of seed industry. Marketing awakes interest in the seed producers as well as consumers respectively. It is expected to provide the impetus for a new revolution in Indian agriculture, based on the efficient system for supply of seeds of the best quality to the cultivator. 16 February 2023 18
