Rice Value Chain Analysis: Rice Seed Production as a Profitable Agribusiness ...IJAEMSJORNAL
This study explored the rice value chain (RVC) in Nueva Ecija, value additions, found restrictions, and offered to upgrade solutions to improve the competitiveness of the rice industry and specific segments in the RVC using the value chain analysis (VCA) methodology. Farmers, paddy dealers, millers, wholesalers, wholesaler-retailers, and retailers in Nueva Ecija provided primary data. Workshops with stakeholders were also held to validate preliminary findings and identify upgrading strategies. The RVC begins with the provision of inputs for paddy production and concludes with the consumption of milled rice. The RVC is dominated by a traditional multi-layered supply chain with interconnected chain actors consisting of competing farmers, paddy traders, millers, and rice traders in each segment and, frequently, with the involvement of brokers in both paddy aggregation and rice distribution, thereby increasing marketing cost. The major constraints identified in the RVC included high production and marketing costs of paddy and rice due to low yield, high labor and material inputs, and a lack of critical infrastructure and market facilities (e.g., modern mills, dryers, cheap transport, and energy), resulting in high domestic paddy and rice prices and low competitiveness of the entire rice VC. To improve competitiveness, the rice industry should focus on developing and promoting yield-increasing, postharvest loss-reducing, and cost-cutting technologies, as well as those that improve overall RVC efficiency, such as investments in enabling infrastructure and facilities for transport, handling, storage, drying, and milling.

8. Types of Seed Distribution System in India:-
A). Farmer to Farmer Distribution:- Informal system.
Farmers obtain their seed either on cash payment basis /Exchange basis with his
neighbor.
B). Distribution by Co-operatives:- formal system.
Promotes by Government through subsidies and guarantees.
C). Distribution by the Department of Agriculture:-
Seeds are purchased by the Govt. and distributed through DAO’s & BDO’s.
D). Distribution by the Non-govt. or Quasi govt. agencies:-
Seeds are distributed through a network of Seed Distributors & Seed Dealers.
As per the recommendations of the SRT (1968) and NCA (1976), State govt.
should be delinked from procurement and distribution of seed.

13. Seed industry means the entire chain linked stages that
start with breeding and crop improvement through seed
multiplication, processing, certification and ends with seed
distribution.
Seed industry means doing business in connection with
breeding, propagation, production, processing, leasing,
export, import of the seeds.

14. Indian seed Industry is one of the most mature and vibrant one in
the world currently occupying the 5th position with nearly US$ 5.5
Billion turn-over in 2021. During the past 5 years the Indian Seed
Industry has been growing at a CAGR of 12% compared to global
growth of 6-7% and market reach to US$ 11.3 Billion by 2027.
Indian Seed Industry is poised to grow at a CAGR of 12.75% for next
6 years(2021-2027).
For raising the agricultural productivity, Seed is most appropriate
and cheapest input. Only by the use of good quality seeds we can
increase the yield about 15-20 percent and it may be up to 45 % with
proper and efficient use of other inputs (Ali, 2016).

15. 1924, International Seed Testing Association (ISTA) was established in Norway.
In 1925, the Royal commission on agriculture made recommendations for the
introduction and spread of the improved varieties.
1951, First Five-Year Plan started with an aim to multiply and distribute seeds.
In 1952, Grow More Food enquiry committee was constituted they recommended
seed multiplication and distribution schemes.
AICRP on maize was started in 1957 and within 4 years of its establishment 4
maize hybrids were developed.
1961, The first Seed Testing laboratory was established in IARI, New Delhi.
1963, National Seed Corporation (NSC) was established to develop Indian Seed
Industry.
In 1966, high yielding variety programme was launched by Govt. Of INDIA.

16. 1966, Indian Seeds Act was passed by Government of India with a view to
regulate quality of seeds on 29th December.
1968, The Seed Rules were framed in India in consultation with ISTA. NSC
established its own Seed Testing Laboratory.
1969, Establishment of Tarai Development Corporation (TDC) with world bank
assistance with primary objective of production of quality seeds.
In 1971, Indian Society of Seed Technology (ISST) was formed.
1983, Enactment of Seed Control Order - Seeds was declared an essential
commodity.
New Policy on Seed development was passed on 16 Sept.1988 came into effect on
first Oct.1988.
2001, The Protection of Plant Varieties and Farmers’ Rights(PPV&FR) bill was
formulated to establish an effective system for protection of plant varieties.
2002, National Seed Policy – to provide appropriate climate for seed industry.
2004, The New Seed Bill was submitted to address all seed related issue which
will replace all other existing Acts regarding seeds.

18. CONCLUSION
The study of Seed Industry & Marketing gives us vast
knowledge about the expanding scope of the seed industry
as well as the current status of growth of seed industry.
Marketing awakes interest in the seed producers as well
as consumers respectively.
It is expected to provide the impetus for a new revolution
in Indian agriculture, based on the efficient system for
supply of seeds of the best quality to the cultivator.
