Post Harvest Solutions for Cambodia's Rice FarmersEric Stryson
The Cambodian economy is heavily dependent on rice farming, which accounts for nearly 1/3 of its total agricultural production and utilises 80 percent of cultivated land. In 2012, only 200,000 tons of paddy, out of 9.3 million tons produced, were officially exported.
Cambodian rice was awarded Best Rice of the Year in 2012 and 2013 at the Rice Trader World Rice Conference. There is high potential for surplus paddy to be processed into quality milled rice for export which would increase the value of harvests to farmers and to contribute to the government’s target: to increase rice exports to 1 million tons by 2015.
The current fragmented rice value chain encourages informal exports of unprocessed paddy to Vietnam and Thailand and a loss of value for the economy. Traditional methods of drying and storage prevent farmers from selling their produce at a higher price during the off season when most millers have 30-40 percent idle capacity. A more consistent supply of quality paddy is needed throughout the year.
To address these issues, 25 executives from BASF and from 17 nationalities travelled to Phnom Penh and Battambang to explore the opportunities to strengthen the post-harvest value chain in the rice sector in Cambodia. After meeting key stakeholders, a compelling new social business was proposed to provide farming communities with professional post-harvest services, quality agricultural inputs and training.
This offers an attractive and timely opportunity for investors with an interest in agriculture and wishing to support financially viable businesses with far-reaching social impacts. The new business is projected to yield an attractive return on investment and benefit farming communities and the Cambodian economy.

Microfinance and the Challenge of Financial Inclusion for Sme’s Development i...IOSRJBM
This paper examined microfinance and the challenge of financial inclusion for SMEs development in Nigeria. The study adopted two separate econometrics models for capturing and testing for significance in the stated objectives between 2005 and 2015. The first model determined whether financial inclusion improve the financial well-being of low-income savers in the study period. The second investigated the impact that micro finance has on the performance of small and medium scale enterprises. Each of the models was subjected to the Ordinary Least Square regression to determine the appropriateness of models estimated. Findings from the empirical results in model one (1) and two (2) indicated relationship between financial inclusion in Nigeria, microfinance, and small business enterprises over 10 years period of study. The study found out that there is a significant relationship between financial inclusion and financial well – being of the low income earners. Empirical finding that examines the relationship between microfinance and small business in Nigeria indicates that there is a negative significant relationship between loan to small enterprises and loan to rural areas in Nigeria in the period under study. The study suggests therefore that financial inclusion will have a positive significant impact on the development of small business if the plan to include everyone works in Nigeria.
Corporate Capital of Domestic and Foreign Firms in Africa – An Empirical ReviewIOSRJBM
The study evaluated the existence and nature of systematic competition for corporate capital between local and foreign firms operating in major African economies. The study is motivated by the debate that foreign firms have easier access to corporate capital than domestic firms, and that the problem in the global financial market might push foreign firms to rely more on domestic financial markets for funds. To achieve the goal of this study, both microeconomic and macroeconomic data were sourced from diverse sources – including the World Bank's Global Development Indicators' database and the individual annual financial reports of firms. The data generated a total of 351 firms based in 11 African countries over a period 2009 to 2014. The results show that the average ratio of total liabilities to total assets is slightly higher among the listed foreign firms (at 48.8 percent) than among the listed domestic firms (47.9 percent), although the differences does not appear significant at conventional levels (t-statistic = 0.601; prob.>t = 0.548). For the whole sample also, it is shown that foreign firms have higher long-term liabilities to total asset ratio than domestic firms, and that the difference is significant at 10 percent level. Whereas the average long-term debt ratio among foreign firms stands at 12.1 percent, for domestic firms, the level is 10.7 percent (t-statistic = 1.751; prob.>t = 0.080). In none of the four sub regions, though, does the difference in the long-term debts ratio significantly differ between domestic and foreign firms. Consistent with the statistical evidence, the descriptive results seem to suggest that the survey evidence reported by the World Bank that in Africa, foreign firms are more profitable, larger, more valued in terms of investments in fixed assets, and older than domestic firms is not true. However, as shown in this report, such differences, with the exception of asset tangibility and age, are not very significant at conventional levels. This suggests that the major source of competition for corporate finance in Africa may be on the extent of collateral value and the reputation that arises from firm age

The Government Policy on Foreign Direct Investment in Sri LankaIOSRJBM
management know-how, and access to export markets-that are desperately needed in developing countries. However foreign capital can play an important role in raising investment levels so as to accelerate economic growth in Sri Lanka as in the case of many other developing countries which are handicapped by inadequate domestic savings. The purpose of this study is to examine the Government Policy on Foreign Investment in Sri Lanka. FDI increased initially due to the favourable investment environment created by the 1977 reforms. During the 1983-89 period, the incentives for FDI were eroded by the setbacks in the foreign trade and payments liberalisation momentum and the macroeconomic disequilibrium. Even though FDI was felt down in year 2000, there were increasing trend in FDI up to year 2008 and FDI was diminished as a result of global financial crisis in year 2009. Basically due to the secure macroeconomic environment, Sri Lanka reached highest level of FDI in 2014. The prospect for a significant expansion of FDI inflows in to Sri Lanka, however, do not seems too bright. To attract further investment, it is paramount that Sri Lanka be able to provide policy stability.

An Overview of Export Performance of Agricultural Products in IndiaIOSRJBM
Exports are the basis of the overall growth performance of any country. By increasing the rate of exports, any developing country can pave a way for the development by earning international liquidity thereby; sort out the problem of reserves to start up of any project to come out the circle of poverty. So, it becomes a paramount importance for the country like India to start export promotion measures to boost up the pace of its exports and India has already taken many steps to increase the level of its exports. It is concluded from the results of the study that Cotton raw including waste, iron ore, plastic and linoleum and transport equipment has been observed as the products in which exports have been increased at the maximum rate, whereas exports of Tea, Iron and steel, Mica and Leather and Manufacturing have been identified as the area in which satisfied results have not been achieved. So, it is suggested by the results of study that government should promote exports of different sectors by providing different incentives to different sectors to avail the opportunity and fill up the gaps as well. Indian agricultural export has undergone significant changes during recent times. In this context, the present study has analysed the trend in exports of agricultural commodities from India, the changes in the comparative advantage, the Indian agricultural export scenario has witnessed during the past decade and the prospects for further boosting the agricultural export. The study has also analysed the comparative advantage of India’s exports, through revealed comparative advantage (RCA). The RCA was improving in case of cotton, maize, and certain fruits and vegetables over time, but declining in case of some spices, rice and wheat. In case of plantation based spices and other commodities, India is gradually losing its comparative edge, mainly to Asian countries. The study has so identified yield improvement through growth in total factor productivity (TFP) as a potential factor that would result in generation of exportable surpluses and boosting India’s export

Health System in India: Opportunities and Challenges for EnhancementsIOSRJBM
One of the basic vitalities of good living is quick access to essential services like health care. But many times it could mean a condition of life and death for an individual who is unable to get the access to these services. Thus an important part of social sector development is incomplete without adequate health care facilities. The quality of human health is the foundation upon which the realization of life goals and objectives of a persona, the community or nation as whole depends. It is both an end and means of development strategy. The relationship between health and development is mutually reinforcing- while health contributes to economic development, economic development, in turn, tends to improve the health status of the population in a country. India as a nation has been growing economically at a rapid pace particularly after the advent of New Economic Policy of 1991. However, this rapid economic development has not been accompanied by social development particularly health sector development. Health sector has been accorded very low priority in terms of allocation of resources. Public expenditure on health is less than 1 per cent of GDP in India. This research paper focuses on the current status of the Indian healthcare industry, the challenges faced plus the comparison of few selected Indian states based on health indicators. Furthermore comparison of India with some developed and developing countries is also employed in order get the clear picture of the health sector. In order to boost the development line, some opportunities in the health care industry are also discussed and necessary policy implications. Regarding in this connection India lags behind in regard of health improvement as compared to U.S.A, Canada, China, and Brazil, but contrary to other developing countries like Pakistan, Bangladesh the scenario is better with life expectancy, Mortality ratios, health care spending speak volumes about the healthcare status. When analyzed through the prism eye, within India there are large disparities amongst states in achieving health outcomes as well. Before liberalization the improvement was at a snail’s pace, but after liberalization the whole picture changed because the key initiatives to improve the current healthcare standard a two prong strategy focusing on the infrastructure needs and the technology solution were implemented, which resulted in the healthy scenario of the healthcare industry. Healthcare sector, a leading weapon as the contributor to GDP (approx.8%) is thus the matter to be deeply looked into, so that golden harvest is reaped.

A feasibility study report on Contract Farming as part of Agro
Promotion Scheme of Govt. of India A case study on Farmer
based Indore
Dr. Deepa Joshi
Associate Professor, Shri Vaishnav Institute of Management.
I. Introduction
The agricultural produce sector has been one of the most important components of the Indian economy.
The increasing trend of agricultural production has brought, in its wake, new challenges in terms of finding
market for the marketed surplus. There is also a need to respond to the challenges and opportunities, that the
global markets offer in the liberalized trade regime. To benefit the farming community from the new global
market access opportunities, the internal agricultural marketing system in the country needs to be integrated and
strengthened. Government of India is striving to prepare the Indian agricultural markets and marketing
environment so as to provide maximum benefit to the producers and in turn, compete with the global markets.
Agriculture and agricultural marketing need to be re-oriented to respond to the market needs and consumer
preferences. Agricultural marketing reforms and creation of marketing infrastructure has been initiated to
achieve the above purpose. It is well known that the small farmers in our country doo not have the economic
strength to retain their farm produce with themselves for the “market prices” to become favorable.
Do not have direct access to the large buyers in the country and they have to sale their goods at the
local market price basis through the brokers who in turn takes maximum profits by retaining the goods due to
their financial strength. There is a felt need in the country to provide to the farming community with facilities
for Scientific storage and good marketing infrastructures so that wastage and produce deterioration are avoided,
on one hand and guide them to approach the potential big buyers through such types marketing infrastructures
projects. An expert committee set up by the ministry of agriculture has estimated that an investment requirement
of 11172 crores in nest 10 years would be necessary for infrastructure developments in agriculture marketing.
A godown along with the grading and standardization facility will enable small farmers to enhance
their holding capacity in order to sell their produce at remunerative prices and avoid distress sales and also to
retain seeds by standardization process through their own produce. Accordingly, in the direct marketing
infrastructures scheme the capital investment subsidy scheme has been introduced.
Objective of Study
To study about the feasibility of contract farming scheme of ministry of agriculture with special reference to
Indore District, as has been taken a live project as base.
II. Objectives of The Scheme
The objectives of the scheme are:
To provide additional agricultural marketing infrastructure to cope up with the large expected marketable
surpluses of agricultural and allied commodities including dairy, poultry, fishery, livestock and minor forest
produce.
To promote competitive alternative agricultural marketing infrastructure by inducement of private and
cooperative sector investments that sustain incentives for quality and enhanced productivity thereby
improving farmers’ income.
To strengthen existing agricultural marketing infrastructure to enhance efficiency.
To promote direct marketing so as to increase market efficiency through reduction in intermediaries and
handling channels thus enhancing farmers’ income.
To provide infrastructure facilities for grading, standardization and quality certification of agricultural
produce so as to ensure price to the farmers commensurate with the quality of the produce.
To promote grading, standardization and quality certification system for giving a major thrust for promotion
of pledge financing and marketing credit, introduction of negotiable warehousing receipt system and
promotion of forward and future markets so as to stabilize market system and increase farmers’ income.
To promote direct integration of processing units with producers.
To create general awareness and provide education and training to farmers, entrepreneurs and market
functionaries on agricultural marketing including grading, standardization and quality certification.

Details about farmer
Farmer’s selection criteria
The farmer has to hold agriculture land, in his / her name. As per the scheme Govt. of India gives 33% subsidy
to female farmers who have direct income from agriculture.
Profile
The farmer in this project has to set up the infrastructure required for Contract Farming. She has entered
into the contract with M/S ABC Seeds and Biotech Ltd wherein the later will lease out the premises and other
infrastructure of the business. The said business will be run by M/S ABC Seeds and Biotech Ltd whose name is
synonymous with the leading private producer and marketer of quality soybean and wheat seeds in India .
Profile of Promoting Company
ABC Seeds and Biotech Ltd is a company primarily engaged into production and marketing of seeds in
India. Established in 1982, it has carved a niche for itself in the seed industry and is positioned among the top
ten private seed companies in India in terms of turn-over and cultivation area covered.
The spectrum of seed crops covered by the company includes crops like soybean, wheat, hybrid cotton,
pulses and vegetables. Its forte has remained in field crops specifically soybean and wheat, wherein “ABC”
brand is not only well-accepted but also commands a premium. It had started the operations focusing on these
two crops and this focus combined with the vast experience has resulted in ABC Seeds and Biotech Ltd is
gaining a significant market share and an unshakeable hold in these crops.
ABC Seeds has a rich experience in production of field crops specially soybean and wheat. The seed
production process at ABC is largely outsourced and decentralized so that the company can focus better on
quality control & field level inspections. The following are the key strengths of ABC in production area:
1. A production channel comprising of over 50 production organizers
2. A farmer base of over 5,000 who take the production program of company every year
3. Production network that spans through MP, CG, Maharshtra & Gujarat
4. Quality assurance comprising of a team of 10-12 people to conduct field inspections of crops
The Project
The proposed project is for setting up the Infrastructure unit for Contract Farming under the Scheme
for development/strengthening of agricultural marketing infrastructure, grading and standardization.
Contract Farming Overview
The proposed infrastructure is to be used for seed production through contract farming with farmers
and production organizers. Under this, parent seed is distributed to farmers / production organizers, who grow it
under contract with the company and under inspection of company officials and government quality certifying
agencies. The seed crop, after harvesting, is supplied to the proposed godown, where it is tested for quality
before acceptance.
Following are the salient features of the contract farming cycle:
1. Parent (Breeder/Foundation) seed is prepared by the company which is packed & stored in the proposed
godown. This seed is stored under proper ventilation & insulation so that required moisture is maintained in
the seed.

The Installed Capacity
The installed capacity of the storage for Cleaning and Grading unit shall be 6000 MT per year.
Central sector scheme on Grading, Standardization, Quality Control and Certification:
Sale of agricultural commodities on the basis of standard quality grades mutually acceptable to the sellers
and buyers and consumers would boost the marketing.
A major deficiency in agricultural marketing is lack of grading, standardization and quality control. There
is a need to focus on promotion of grading, sorting and standardization of farm produce to enable farmers to
realize better price.
Compliance with international quality including hygiene and safety standards is becoming increasingly
stringent and will have to be complied with if we have to be in the internal market.
Standards have to be established for all agricultural products and be harmonized with international
standards wherever required.
There is also a need to adopt internationally recognized quality management systems and establish a
credible system of registration of accredited laboratories for quality certification. Once the required
grading, standardization and quality norms are fixed by appropriate agency of the Government, a major task
would be to organize an awareness program amongst the farmers in the country in respect of such standards
and for the purpose to organize a large number of training programs for the market functionaries.
The Directorate of Marketing & Inspection has formulated and notified standards for 163 agricultural and
allied commodities under the Agricultural produce (Grading & Marking) Act, 1937.
The procedures for inspections, grading, labeling and quality certification are also notified along with these
AGMARK standards.
The domestic standards need to be harmonized with the international standards in a phased manner and
popularized among farmers across the country.
On the other hand, there is a persistent demand from consumer’s welfare organizations through Ministry of
Consumer Affairs and Public Distribution that adulteration prone food items should be covered under
mandatory certification for reasons of ensuring safety of consumers. Since, this would be very difficult to
manage such a programme, it is considered desirable to provide selective coverage of a few highly a
adulteration prone items in packaged from in specified urban areas to start with under the existing
programme.
With a view to strengthen grading, standardization, quality control and certification, following areas will
required to be taken up for development during Xth Plan.
Market potential
The proposed plant is at Peer Karadia. The area around village of Indore District is having agricultural
Produce as the main trading. The farmers and traders prefer to stock their agricultural materials here due to
its close proximity of Indore Mandi.
There is felt need of such facilities which promote farmers to market and enable them to hold the graded,
cleaned and standardized materials to the bulk buyers of the agro commodities of the Metropolitan cities.
Farmers prefer to hold goods in the warehouse for better deal in the price, so the profitability of the farmers
shall grow.
Indore is called the soyabean city and due to several big soyabean plants the farmers prefer to keep their
soyabean in warehouses rather going for distress sell of the produce.
Locational advantage of Indore and its good connectivity with other parts of India.
The new system will improve quality comparable with international quantity thereby boosting export
business.
Land and Site Development
Location
The location of the infrastructure is at Village on A.B. Road, Indore and is well connected by all the
major roads and about 0.5 KM from the Ring road and 0.8 KM from Indore Mandi, The location is ideal as the
area has its identity for the godown and is well known by the farmers and traders of the agro produce.
Land
The firm had purchased the agriculture land at village in District Indore, measuring 3600 sq mts. The said piece
of land has been duly diverted by the competent authority for uses other than agriculture. The Company
proposes to set up the Contract Farming unit in this piece of land. The layout and map is attached herewith..

III. Conclusion
Businessmen are taking more benefit of this scheme.
Post construction what’s the monitoring mechanism, to ensure that funds of subsidy are used to the end
cause for which they have been deployed.
Benefits to the farmers against the deployed funds by the Bankers and Subsidy
Generally it is found that post subsidy adjustment, facilities are used for other purpose and not only on
which GOI has funded for.
We also feel that a Annual Performance Report on each project has to be made and a district wise analysis
of funds end use monitoring management system is to be taken care of.
Though the scheme has been promoted in Tribal Area but there is not specific guidelines as to what shall be
the implication if a female farmer has to prepare
Food disparity has increased. Farm produce of one mandi cannot be sold in another Mandi.
Inflation is basically a food inflation.
