- Carmen As of March 31, 2016, 100% of health care facilities in Saskatchewan have adopted the Open Family Presence policy. Why - Patient and family advisors who work with the Provincial Patient- and Family-Centred (PFCC) Guiding Coalition felt strongly that one provincial policy was needed to ensure that families did not have different levels of access to their loved ones depending on the health region in which they accessed care. They felt that this could lead to inequality. This policy will help to ensure that individuals experience consistent policies regardless of where they access care. By eliminating restrictive visiting hours and treating patient’s families as part of the care team we all benefit as client and family experience improves, safety improves (less falls.)
- SK has been committed to becoming patient and family centred healthcare system since 2009, even earlier in some regions like Saskatoon Health Region. PFCC is a philosophy of how care is provided. Note, that the word patient may be replaced by client, resident or person depending on the setting it is being used. As you can see, we have been working on PFCC for many years, this set the stage and enabled Open Family Presence to become a priority that we could all agree to take on.
- This is a snapshot of our provincial structure for implementing PFCC. Since 2014, we have used this structure. The PFCC Guiding Coalition has patient/family advisors, a pfcc lead and an executive sponsor from each of the 13 health regions and the 5 health agencies in Saskatchewan. We meet quarterly for 6 hours using telehealth to eliminate travel.
- Who? The PFCC Guiding Coalition has representation from the health regions, the Health Quality Council, 3sHealth, eHealth, the Saskatchewan Cancer Agency and the Ministry of Health. A sub-group of this coalition was created to draft the policy. The CEO/ DM community approved the policy on August 28, 2015. Consultation was minimized by adopting a policy based on successful policies from Kingston Hospital, Sunrise Health Region and Saskatoon Health Region. (Ie. In Saskatoon Health Region, consultation was done in 2011-2012 with Infection Control, Privacy, Ethics, Security, frontline staff/management, patients and families.) What? The policy intends to eliminate restrictions imposed by the system. This does not mean that safety or common sense goes out the window. In the overview document, staff education materials and How? The provincial policy is broad and philosophical in nature. This was intentional to enable each region and affiliate to create subsequent procedures to implement the policy at a regional/facility level. This document could explicitly state things such as the process for accessing the facility after hours or signing in when visiting a NICU unit, etc.

- Tamara – Explain the process you went through with teams to understand how their unit/area would implement the policy. Explain how this gave them the time and control to consider the logistics and needs of their unit.
- Highlight your success of supporting culture change in many different teams. Explain some of the fears you heard from staff, security,etc.
- Emphasize that this is only one health region’s list. Many other regions have a similar list thus education plays a significant role in implementation.
