Global Ballooning is conducting training on safety procedures for working in the balloon storage shed area. Several hazards were identified including falls, trips, lifting injuries, and vehicle accidents. Procedures are outlined to communicate safety issues, provide supervision for high risk tasks, conduct toolbox talks, and follow specific rules for vehicle movement and parking. The training aims to eliminate and manage risks to ensure staff safety.

To highlight the legal and moral responsibility Global ballooning has to any staff member safety when
working around ‘the shed’
Global legal responsibility
• Ballooning has an obligation under the Occupational Health and Safety Act 2004 (OHS Act) to ensure
the health and safety of people working at GB ‘so far as reasonably practicable’.
Moral Responsibility
• To ensure the safety and wellbeing of all staff while working for Global Ballooning.
Why are we going through this now?
• A recent incident has highlighted the need for better management, supervision and training to
ensure safe work procedures are conducted by all staff working at Global Ballooning's ‘balloon
storage shed area’.
• This came after Worksafe conducted an investigation and found the need for better management
and supervision of tasks conducted around the shed.
• Specifically having procedures written for basic tasks performed by staff around the shed

• If you feel unsafe in any task - STOP
• If you are lifting heavy items and there is risk of injury - STOP

Identify Hazards
A hazard is something in the workplace (or that will be in the workplace) that can cause harm to people.
• To identify hazards – we have conducted an inspection of workplace, looked through available
information on hazards, talked to staff and looked through existing history of injuries
• We have included all of these in a risk assessment table
Assess Risk
Risk assessment is a process for developing knowledge and understanding about hazards and risks so that
sound decisions and control measures can be taken

9. Control hazards and risks
GB are required to ensure health and safety by controlling risks.
Risks must be controlled by eliminating them so far as reasonably
practicable or, if this is not possible, reducing the risks that remain
so far as reasonably practicable.
• Arriving at appropriate controls involves:
• Identifying the options for controls
• Considering the control options
• Implementing the selected option
The following theoretical training outlines the procedures we have
implemented to eliminate, control and minimise risk while working
at ‘the shed’.

Instruction should be obtained prior to
starting work. This can be done in several
ways:
• Training
• Checklists
• Written instructions
• Verbal instruction
If you have not been given clear instructions on
tasks you are asked to perform then STOP and
communicate this or ask for assistance and
supervision

13. Supervision
When a job is listed as requiring supervision (E.g.
ladder work) The job will require at least 2 people
to complete the task.
Other situations that will require supervision are:
- Task performed as ‘training’ or when someone is
inexperienced.
- If the person giving instructions does not have
confidence in the person performing the task
- The person performing the task has asked to be
supervised.
- Any Job at the shed that requires supervision as
indicated in the above points or are specifically
listed should also perform a toolbox meeting

14. Toolbox meetings
- an informal way to discuss relevant safety topics, They are:
Led by supervisors and/or more experienced staff
Quick and informal, generally 5-10 minutes
Encourage feedback and interaction with all members
Talk about health and safety and safe work practices of a task or project.
Ideally will happen at the worksite, jobsite and can cover all topics of concern
Will give a clear outcome to what a worker can and can’t do and how they will complete a task safely,
communication channels and who is supervising what tasks

16. 3. Working at ‘balloon shed
storage area’
- Names of area
• Balloon storage shed area – entire area including all the below
• Yard – All the vehicle movement area in between and around
the sheds
• 4. Old shed – Shed immediately on left as entering from Wills
Road. Storage of 2 x 240 balloons, 1 x 450 envelope trailer and 2
x small balloons. Wash bay on western edge and internal
cleaning bay and restocking area on eastern edge
• 5. City Balloon shed – Annex of the ‘old shed’ on Southern side
where 2 x city balloons and buses are stored.
• 1. New Shed – Newest and largest shed sitting between ‘old
shed’ and house on eastern side of the yard area. Has a ‘annex
to the south called the 10. new shed annex.
• 6. Refueling area – Where balloons are refueled. Bullet tank on
north side of the ‘old shed’.

17. Vehicle movement rules
• Do not RUSH, Speed limit is 10kmph
• Lights must be on in the dark and hazards to be on when reversing. Windows should be down
and no distractions when driving in the Balloon storage area
• Vehicles should travel ANTI clockwise around the old shed. Have the old shed always on your

• Vehicles to be backed into all sheds except for the ‘city balloon shed’ where they're to be driven
in from the eastern entrance and parked facing west.
• When possible, all drivers to use another person to help back them into sheds.

• If alone, take great care when reversing and Use your mirrors and STOP and get out and check
• When parking or leaving the vehicle you should turn off and put in gear. If this is not possible a
‘chock’ must be used.
• Anytime a trailer is stored without a vehicle attached on any uneven or sloped ground a ‘chock’
must be used to secure it.
• When driving out of sheds ensure your vehicle has been parked correctly and you will not hit
anything on exit, use mirrors to check trailer angle as moving forward
• Windows free of ice and fog
• Ensure doors are closed, lights and radios turned off and keys back in key lock up

18. Changing trailers on vehicles
Disconnecting the trailer is completed in 5 steps
• Disconnect safety clip and lift up
• Remove electrics
• Remove safety chains
• Wind up jockey wheel until clear of tow ball
• Clear vehicle
Reconnecting is the same 5 steps in reverse
• Back up vehicle until tow ball is under the hitch
(use a 2nd person to help if possible)
• Wind down hitch onto tow ball and swing jockey
wheel into lock position
• Connect safety clip
• Connect safety chains

19. Picking up and dropping off balloon vehicles
The task of picking up and dropping off
balloons is the most common work
undertaken at the balloon storage shed
area. The following should be adhered to
• All instructions under the vehicle
movement rules section
• Headlights – must be on when moving
in darkness and hazards whenever
reversing in light or dark conditions
• Early morning - Cleaning of window
ice – Use scrapers to clean ice and
ensure windows are free of fog

20. General cleaning and
maintenance

21. Cleaning of gutters/ roofs
• No employee is to clean the gutters/roofs
or is allowed on the roof of any shed.
• A contractor may be used to clean
gutters/complete any roof repairs or Kiff
will do it
Cleaning of drains
• Only clean the drains outside of flight
operation times – afternoons or non-
days
• If cleaning/repairing the drain on south
side of city balloon shed put out safety
cones or bollards to communicate to
drivers.
• Use waterproof gloves when cleaning
drains
• Report any gutters that are blocked or
require maintenance

22. Maintenance/ keeping yard area clean
• Keep area free of rubbish and obstacles, fix potholes by topping up
with crushed rock.
• Conduct (as much as possible) on afternoons or non-flying days
• Put up cones and bollards in areas with limited vision for vehicles or
wear high vis vests
• Use wheelbarrow and shovel for fixing potholes
Keeping the shed tidy
• Ensure all tools are returned once used, do not leave on the ground
• Keep all tools clean and in good working order, if a tool needs to be
upgraded or replaced communicate this asap to management
• Keep all workbenches clear and tidy. Ensure hazards such as sharp
metal, glass and any small sharp item are thrown away.
• Wear gloves when dealing with any sharp items

23. Keeping pathways clean and free of hazards
• Only conduct maintenance on pathways on afternoons or non-
flying days
• Keep all pathways clear of tripping hazards
• Clean any slippery surface of moss build up and mud and/ or
area
• Fill in areas that form puddles with crushed rock
• Report any pathways with poor lighting regarding tripping or poor
visibility to see oncoming vehicles
Pruning low branches that affect parking or obstruct views
• When using a ladder, follow Working from Height instructions
• wear high vis vest and put cones/bollards to alert vehicles.
• Remove any vehicles from work area
• Chainsaw’s to be used if you have a minimum of 1 year experience
and approved by management.
• Use gloves

24. Replacing lights and fixing any electrical issues
• All electrical repairs to be completed by an
electrician
• All electrical tools to be tested and tagged when
required
• Replacement of lights from a height are to follow
the working from heights section
• All staff to report poor and broken lighting asap
Operating shed doors, fixing doors and shed repairs
• Prior to operating shed door staff to undergo 5-
minute training on how to operate shed door.
• Shed door and shed repairs will only be done by
specific trained staff.
• Any work from height as part of door repairs will
follow working from heights section.

heights

29. Global
Ballooning’s
responsibilities
Identify if a person could fall more than two
metres while completing a task and If it is
reasonably practicable, GB must eliminate the
risk.
If this is not reasonably practicable, other
methods must be used such as:
• Use a passive fall prevention device
• Use a work positioning system to ensure
employees work within a safe area
• Install a fall arrest system to limit the risk of
injuries.
• Use a fixed or portable ladder, or implement
an administrative control

30. GB’s Employee
responsibilities
You have a general duty to take reasonable care of your
own health and safety, and of the others around you.
This includes following workplace policies and
procedures, Such as:
• Using equipment properly
• Attending health and safety training
• Help to identify hazards and risks

31. What injuries
can fall’s
cause?
Falls from height are a common cause of death in
workplaces across Victoria. Even when from a
relatively low height!!!
Typical falls that cause death and injury include
those resulting from:
• using unsafe or incomplete scaffolds
• inappropriate ladders/ladder use
• falling from or through roofs
• falling from trucks
• falling into holes, pits or shafts
• accessing shelving
• accessing mezzanine areas.

32. Hierarchy of
control
measures
for the
prevention
of falls
Level 1 – Work from the ground or on a solid platform
Level 2 - Use a passive fall prevention device
Level 3 - Use a work positioning system
Level 4 - Use a fall arrest system
Level 5 - If the above measures are not reasonably practicable for the
task, it may be appropriate to use a ladder, provided it is fit for purpose,
appropriate for the duration of the task and set up in the correct manner.

33. 3-point contact
rule
When climbing or descending ladders,
trucks and equipment or any climbing
action
always maintain contact with one
hand and two feet, or two hands and
one foot.
If you maintain three points of contact
while you climb, you can limit your
exposure to slips and falls.

34. Working
at height
above 2
meters
The 3 – point contact rule must be followed!
All work above 2m cannot proceed without the necessary
guarding and fall protection in place.
Regulation states you cannot be in a position where you can
fall from 2 meters which means 2m starts at your feet as the
lowest point
Authorisation needs to be given by management and the
required guarding and fall protection installed, mechanical
lift platform or contractor hired prior to work proceeding.

35. Working on ladders
GB has 2 x ladders at the Balloon shed that
may be used under the following guidelines:
Check ladder is in good working condition
and do not use if faulty.
• Do not go above 2 meters in height
using the ladders (unless authorised in
this document for a specific job)
• Have a second person working with you
to stabilise the ladder and assist you.
• Ensure the ladder is on stable even
surface
• If leaning on a wall or structure if
possible secure the ladder at the top and
ensure there is no risk to slip backwards
• Try to have the area around the base of
the ladder free of obstacles
• Use diagram as a guide on correct
ladder technique and the 3-point
contact rule

36. Mezzanine storage area
The mezzanine storge area cannot be accessed until a
guard rail has been permanently fixed.
Once this has been done follow the bellow guidelines when
accessing the mezzanine storage area:
• Training to be provided on how to use ladder correctly
• Ladder must be secured supported at the base by a 2nd
person
• Ladder should be secured at the top
• Ladder is for access only and no items to be carried up
and down the ladder

37. Climbing on trailers
When working on the side of the trailer here are some guidelines:
• Visual high vis aids and extra grip has been added to increase safety.
• Staff must be educated and trained when teaching refuelling and other jobs
involving getting on and off the trailer about the risk of falling off and how to
minimise those risks.
• 3-point contact rule
• Only stand on the trailer sides, always secure yourself with 2 feet and one hand
• Do not rush or jump on/off the trailer sides, step up or step down using one
hand to control movement.
• Be aware of fatigue causing poor co-ordination and judgement
• Never be on a moving trailer within the balloon shed storage area
Beware of slippery surfaces on trailers in the early morning when frosty/cold/icy – This
creates extra risk!!

38. Working on baskets while they’re on trailers.
Some guidelines that should be followed:
• Same as last slide regarding climbing on trailers.
• Take your time
• Ask for help if you have never completed this task or are not confident!
• Use the 3-point contact rule
• When Climbing into the basket either; put 1 arm around the upright poles, put bum on padding and swing
legs into basket
OR
• In the 240 basket keep hold of padding walk onto balloon first then sit on side of basket and lower into it.
When getting out use the same method in reverse ensuring you are always holding onto basket or upright poles

39. Getting onto baskets
while on trailers, when
working on burners/load
frames
At times staff will need to climb onto the edge of
the basket to complete maintenance work on the
basket such as cleaning/maintenance on burners or
inspection of the load frame.
The following guidelines should be followed:
• Until further notice and a new system of safety
has been implemented. Staff can’t get onto the
top of the basket while it is on the trailer. This
will include a work positioning system.
• Staff will need to be trained on how to secure
themselves with a work positioning system.
• Only a select few will be able to do this

This manual will be available to all staff in a hard copy at the shed, sent out by email
electronically and a safety seminar will be held annually It is a live document that may never
be complete

• GBA will hold a safety seminar/ discussion annually to go through procedures outlined in
this manual, update any new procedures, and have an open discussion regarding safety in
the workplace.
