KEYFACTORS OF VULNERABILITY
Global Warming and ClimateChange
Geographical location
 Dominance of floodplains
 Low elevation from the sea
 High population density
 High level of poverty
Department of Disaster Management
GoB VISION
To reduce the vulnerability of people, especially the poor,
to the effects of natural, environmental and human induced
hazards to a manageable and acceptable
humanitarian level and to have in place an efficient
emergency response system capable of handling large
scale disasters.

GoB Capacity in Disaster Management
Specialized Ministry for Disaster Management & Relief
 Creation of Department of Disaster Management (DDM): shifting focus from relief to disaster
management specially to risk reduction culture.
 CPP (Cyclone Preparedness Programme): building a network of 49,500 trained volunteers
across coastal belt
 Issuance of SOD (Standing Order on Disaster): establishing
mechanisms and procedures for effective response at all levels during disaster emergency
 Established Disaster Management Information Centre (DMIC) down to Upazilla level to
support info management & Coordn.
 Initiate formulation of ‘Comprehensive Disaster Management Framework’ involving all
disaster stakeholders including donor community
The presence of vibrant NGO communities, disaster vulnerable
people demonstrates strong coping capacity to face the disaster challenges
Department of Disaster Management
 Center for Environmental and Geographic Information
Services (CEGIS)
 Water Resources Planning Organization (WARPO)
 Bangladesh Agriculture Research Center (BARC)
Soil Resource Development Institute (SRDI)
Roads and Highways Department (RHD)
 Bangladesh Forest Department (BFD)
 Directorate of Land Records and Surveys (DLRS)
Dhaka Water Supply and Sewerage Authority(WASA)

STATUS OF USING SPACE INFORMATION IN DRM
STRENGTH
 Institutional framework and structure is well established
Excellent capacity to use space technology exists in BMD, SPARRSO, CEGIS, SOB, FFWC, IWM etc.
Proven and effective example of employing space based information in cyclone
prediction
 Geospatial databases exist
 Operational data on disaster risk is available
OPPORTUNITIES
Satellite images are yet to be used effectively during emergency response and damage
assessment
Early warning (flood and cyclone predictions) can be further strengthened by providing better
access to the space based information and related Technologies
Flood, Cyclone and Earthquake Hazard Maps
PRODUCTS AND SERVICES
 Community Risk Assessment(CRA)
 Hazard Mapping
 Disaster prone Area Mapping
Strom Surge Inundation Mapping
Seismic Micro Zonation Map has prepared for Dhaka,Sylhet
and Chittagong city
 Early Warning Dissemination thoughMobile Phone using IVR
(Interactive Voice Response) and SMS
 GIS based Cyclone Shelters Information Management System
 Web Based Application for Post Disaster Damage and
Loss Assessment
Department of Disaster Management
Multi Hazard Risk and Vulnerability and Assessment Modeling and
Mapping (MRVA)
Strengthening and Enhancing DDM capacity for the Systematic Identification, Quantification
and Monitoring of Multi-Hazard Risks and Vulnerabilities
DDM is going to establish a ‘Multi-Hazard Vulnerability and Risk Modeling and
Mapping Cell’ under project supported by World Bank
ADPC, Thailand is providing consultancy service
MRVA’s Capacity Building and strengthening for consolidating and maintaining
hazard risk information at central (national) and disaggregated (district) levels.
The project will be ended on 2014
Department of Disaster Management
MAIN OBJECTIVES(MRVA)
 To map out all hazard prone areas of Bangladesh specifically district, City
Corporation, municipality, upazila and unions covering geological, hydro-
meteorological and technological hazards.
 To assess the exposure of people, property, infrastructure and economic activities
to these above mentioned hazards.
To assess full range of vulnerabilities of the exposed elements experienced
throughout the country with reference to above hazards.
 To influence sectoral development strategies towards recognizing the highly
dynamic form of vulnerabilities and factoring an understanding into
institutional, legislative and organizational systems for preparedness, planning and
mitigation.
Department of Disaster Management
MAIN COMPONENTS
 Hazard Assessment and Mapping
 Vulnerability Assessment
 Exposure and Risk Assessment and Mapping
 To Develop a web portal
 To Enhance Capacity Building
All Hazards are Covered in this project:
Flood, Cyclone & Storm Surge, Tsunami, Drought, Salinity, River
Erosion, Earthquake, Landslide, Health Hazard

SOUTH ASIANDISASTER KNOWLEDGE NETWORK(SADKN)
 SADKN is virtually a network of networks connecting to SARRC Member
countries
Department of Disaster Management (DDM) is the national focal point of SADKN
in Bangladesh
 Disaster related 30 partner organizations are identified and provided
training to selected nodal officers
 Digital Vulnerability Atlas (DVA) is one of the main feature of SADKN
 DVA yet to be linked with BDKN
 SADKN portal are linked with DDM website
Capacity Building Programs are required for partner organizations periodically
 For more functioning SADKN, support is needed from SDMC and Development
Partners

Capacity Development Needsfor Geo DRM
Support to build reliable and accurate geo referenced data of appropriate scale
and resolution for DRM
Training for specialists working in geo data processing and database
management
Investment to establish National Spatial Data Infrastructure or standardized
information system
Access to real time data-through Satellites, regional networks and international
open platform
Technical support for establishing Data Sharing Platform- Central data
warehouse, Metadata, portal etc.
Policy Advocacy for decision makers using GIS information in DRM
Department of Disaster Management
RECOMMENDATIONS
MRVAs portal can be linked with Geo DRM portal
Incorporate data sharing policy in the DM Policy and SoD
UNESCAP Should promote the establishment of a regional spatial Data
Infrastructures (RSDI) to develop regional standard/protocol for Geo DRM
Countries should designate particular agency to interact with the regional Geo
DRM and thus facilitating timely access to GIS and remote sensing data-during
disaster emergency
UNESCAP may establish network of national GIS mapping agencies and
national experts
 Countries to conduct workshop to promote Geo DRM portal
Implementation of UNSPIDER TAM(Technical Advisory Mission) Report
