ON
Role of State Medicinal Plant Boards
AGRN-725 Agronomy of Medicinal, Aromatic and Under Utilized Crops
Introduction
India has 15 Agro climatic zones and 17000-18000
species of flowering plants of which 6000-7000 are
estimated to have medicinal usage in folk and
documented systems of medicine, like Ayurveda, Siddha,
Unani and Homoeopathy. About 960 species of
medicinal plants are estimated to be in trade of which
178 species have annual consumption levels in excess of
100 metric tones.
Medicinal plants are not only a major
resource base for the traditional medicine & herbal
industry but also provide livelihood and health security
to a large segment of Indian population.
The domestic trade of the AYUSH industry is of the order
of Rs. 80 to 90 billion (1US$ = Rs.50). The Indian
medicinal plants and their products also account of exports
in the range of Rs. 10 billion.
There is global resurgence in traditional
and alternative health care systems resulting in world
herbal trade which stands at US$ 120 billion and is
expected to reach US$ 7 trillion by 2050. Indian share in
the world trade, at present, however, is quite low.

The medicinal plant species have compiled and
arranged under the six Indian Systems of Medicine
namely
• Ayurveda (2559 botanical names/ 1540 species)
• Siddha (2267 botanical names / 1149 species)
• Unani (1049 botanical names / 493 species)
• Homeopathy (460 botanical names / 372 species)
• Sowa-Rigpa (671 botanical names / 250 species)
• Folk (6403 botanical names / 5376 species)
State Medicinal Plant Board
The State Medicinal Plants Board was set up under a
Government Resolution (No.Z.18020/19/97-M.P.Cell)
notified on 24th November 2000 under the
Chairpersonship of Union Health & Family Welfare
Minister. Presently, various activities and programmes
related to diverse issues concerning medicinal plants are
being pursued independently by numerous Ministries.
Departments/ organizations, but there is inadequate
coordination and an absence of a focussed approach.
An appropriate mechanism for coordination and
implementation of policies relating to medicinal plants
both at the Central and State levels is necessary to
facilitate inter-Ministry, inter-state and institutional
collaboration and to avoid duplication of efforts.

Role of the Board
Co-ordination with Ministries/Departments/State Governments
for development of medicinal plants in general and specifically in
the following fields:-
I. Assessment of demand/supply position relating to medicinal
plants both within the country and abroad.
II. Advise concerned Ministries/ Departments/ Organizations/
State/ UT Governments on policy matters relating to
schemes and programmes for development of medicinal
plants.
III. Provide guidance in the formulation of proposals, schemes
and programmes etc. to be taken-up by agencies having
access to land for cultivation and infrastructure for
collection, storage and transportation of medicinal plants.
IV. Identification, inventorisation and quantification of
medicinal plants.
V. Promotion of ex-situ/in-situ cultivation and conservation of
medicinal plants.
VI. Promotion of co-operative efforts among collectors and growers
and assisting them to store, transport and market their produce
effectively.
VII. Setting up of data-base system for inventorisation,
dissemination of information and facilitating the prevention of
Patents being obtained for medicinal use of plants which is in
the public domain.
VIII.Matters relating to import/export of raw material, as well as
value added products either as medicine, food supplements or as
herbal cosmetics including adoption of better techniques for
marketing of product to increase their reputation for quality and
reliability in the country and abroad.
IX. Encouraging the Protection of patent Rights and IPR.

Site selection and land preparation
Get soil sample tested Do not grow medicinal plants in
contaminated soil
Select land having access to clean and
reliable source of water
Do not allow people to defecate in
medicinal plant field
Prepare land according to needs of the
species
Do not use compost of human excreta
Sowing/ Planting
Grow medicinal plants which are suitable
for your area
Do not grow medicinal plants
neighbouring to field where chemical
pesticde sprayed
Maintain proper spacing between plants
and rows
Sow seeds at right season/time of year
Post harvest management suggested for
medicinal plants by SMBP/NMBP

Post Harvest Processing
Transport harvested material quickly to
processing site in clean vehicle
Do not transport bags along with
pesticides/ fertilizer
Keep different plant parts separately during
transportation
Do not select a processing site at a
long distance fro place of harvest
Protect harvested material from heat and
rain during transportation
Packing/ Storage
Pack the material into good quality clean
and dry bags
Do not use fertilizer bag for storage
Store harvested material in a clean and dry
room
Do not pack herbs unless they completely
dry
Label the bags/container clearly Do not stack the bags so high that the
materials in the lower bags get damaged

Role of state medicinal plant boards

  • 1. 1 PRESENTATION ON Role of State Medicinal Plant Boards AGRN-725 Agronomy of Medicinal, Aromatic and Under Utilized Crops
  • 2. Introduction India has 15 Agro climatic zones and 17000-18000 species of flowering plants of which 6000-7000 are estimated to have medicinal usage in folk and documented systems of medicine, like Ayurveda, Siddha, Unani and Homoeopathy. About 960 species of medicinal plants are estimated to be in trade of which 178 species have annual consumption levels in excess of 100 metric tones. Medicinal plants are not only a major resource base for the traditional medicine & herbal industry but also provide livelihood and health security to a large segment of Indian population.
  • 3. The domestic trade of the AYUSH industry is of the order of Rs. 80 to 90 billion (1US$ = Rs.50). The Indian medicinal plants and their products also account of exports in the range of Rs. 10 billion. There is global resurgence in traditional and alternative health care systems resulting in world herbal trade which stands at US$ 120 billion and is expected to reach US$ 7 trillion by 2050. Indian share in the world trade, at present, however, is quite low. Source – National Medicinal Plants Board (NMPB)

The medicinal plant species have compiled and arranged under the six Indian Systems of Medicine namely • Ayurveda (2559 botanical names/ 1540 species) • Siddha (2267 botanical names / 1149 species) • Unani (1049 botanical names / 493 species) • Homeopathy (460 botanical names / 372 species) • Sowa-Rigpa (671 botanical names / 250 species) • Folk (6403 botanical names / 5376 species)
  • 5. State Medicinal Plant Board The State Medicinal Plants Board was set up under a Government Resolution (No.Z.18020/19/97-M.P.Cell) notified on 24th November 2000 under the Chairpersonship of Union Health & Family Welfare Minister. Presently, various activities and programmes related to diverse issues concerning medicinal plants are being pursued independently by numerous Ministries. Departments/ organizations, but there is inadequate coordination and an absence of a focussed approach.
  • 6. An appropriate mechanism for coordination and implementation of policies relating to medicinal plants both at the Central and State levels is necessary to facilitate inter-Ministry, inter-state and institutional collaboration and to avoid duplication of efforts.   • 8. Role of the Board Co-ordination with Ministries/Departments/State Governments for development of medicinal plants in general and specifically in the following fields:- I. Assessment of demand/supply position relating to medicinal plants both within the country and abroad. II. Advise concerned Ministries/ Departments/ Organizations/ State/ UT Governments on policy matters relating to schemes and programmes for development of medicinal plants. III. Provide guidance in the formulation of proposals, schemes and programmes etc. to be taken-up by agencies having access to land for cultivation and infrastructure for collection, storage and transportation of medicinal plants. IV. Identification, inventorisation and quantification of medicinal plants.
  • 9. V. Promotion of ex-situ/in-situ cultivation and conservation of medicinal plants. VI. Promotion of co-operative efforts among collectors and growers and assisting them to store, transport and market their produce effectively. VII. Setting up of data-base system for inventorisation, dissemination of information and facilitating the prevention of Patents being obtained for medicinal use of plants which is in the public domain. VIII.Matters relating to import/export of raw material, as well as value added products either as medicine, food supplements or as herbal cosmetics including adoption of better techniques for marketing of product to increase their reputation for quality and reliability in the country and abroad. Good agricultural practices suggested for medicinal plants by SMBP/NMBP Do’s Dont’s Site selection and land preparation Get soil sample tested Do not grow medicinal plants in contaminated soil Select land having access to clean and reliable source of water Do not allow people to defecate in medicinal plant field Prepare land according to needs of the species Do not use compost of human excreta Sowing/ Planting Grow medicinal plants which are suitable for your area Do not grow medicinal plants neighbouring to field where chemical pesticde sprayed Maintain proper spacing between plants and rows Sow seeds at right season/time of year

Post harvest management suggested for medicinal plants by SMBP/NMBP Do’s Dont’s Post Harvest Processing Transport harvested material quickly to processing site in clean vehicle Do not transport bags along with pesticides/ fertilizer Keep different plant parts separately during transportation Do not select a processing site at a long distance fro place of harvest Protect harvested material from heat and rain during transportation Packing/ Storage Pack the material into good quality clean and dry bags Do not use fertilizer bag for storage Store harvested material in a clean and dry room Do not pack herbs unless they completely dry Label the bags/container clearly Do not stack the bags so high that the materials in the lower bags get damaged Source – National Medicinal Plant Board
