Public Health Ontario is a Crown corporation dedicated to protecting and promoting the health of all Ontarians
and reducing inequities in health. PHO links public health practitioners, front-line health workers and researchers
to the best scientific intelligence and knowledge from around the world.
Human Resources Recruitment Specialist
Responsible for full-cycle recruitment for Toronto and all regional Public Health Ontario laboratories including:
 Manages full service recruitment process at all levels within a unionized environment; in collaboration
with hiring managers, develops postings and interview guides, posts on internal and relevant external
websites and makes recommendations how to best attract qualified applicants; when required, assists in
screening resumes and pre-screening candidates, testing (through external service provider) and
interviewing candidates, conducting reference checks, and background checks (through service
provider).
 Liaises with hiring managers to finalize offer parameters and provide advice on compensation packages,
salary administration guidelines for union and non-union positions; ensures offer entitlements are in
compliance with collective agreement and corporate policy provisions such as salary and terms of
employment; prepares and presents employment offers, negotiating specific terms in collaboration with
the hiring manager.
 Liaises with managers providing guidance and advice to ensure best recruitment and selection practices
are applied, and to identify level of participation in the recruitment process tailored to the needs of the
client; in collaboration with Business Partner, assists in forecasting departmental workforce needs and
recommends strategies, reviews job descriptions, and interprets Collective Agreements and corporate
protocols related to hiring.
 Contributes to the development of standards, procedures and processes; assesses feedback received
and identifies areas for enhancements or improvements. Collaborates on support services templates,
tools and guidelines. Represents agency at career fairs and promotes organization as “an employer of
choice” with potential candidates.
 Applies and monitors established procedures and protocols to ensure compliance with legislation,
policies and procedures. Resolves related issues, escalating concerns if necessary.
 Trains, coaches and mentors junior HR staff members; provides task assignments.
 Reports HR metrics: Balance Score Card and HR Quarterly Results utilizing ADP system.
 On-boards new laboratory staff submitting employment related documents in a timely manner;
previously coordinated and facilitated Onboarding/Orientation program for all PHO new hires.
 Contributes to the development of standards, procedures and processes, assesses feedback received
and identifies areas for enhancement/improvement. Collaborates and previously developed support
services templates, tools and guidelines.

 Supports the HR team, and the development of recruiting best practices while focusing on innovative
approaches to sourcing, searching and interviewing.
 Develops relationships with key internal/external customers, e.g. Service Canada, and industry
counterparts to build information exchange networks, identifies emerging industry trends and maintains
best practice knowledge.
 Leads HR recruitment record retention project and other projects as required.
 Participant of HR Job Evaluation Team debriefing committee, to address compensation issues.
