An analysis by the Design Management Institute identified design-driven companies as measured by the level of senior-level representation and commitment. They found that the design-driven companies outperformed the Standard & Poor’s 500 by a whopping 228%.
Count us in. But what are the tangible steps we can take to actually effect change? How can we start to make a positive difference within our own organizations?
We’ll discuss core principles, tangible steps and common hurdles that we face along the path to joining this revolution.
Common hurdles:
- We’re a start-up. We have no resources or experience with UX.
- We’re an enterprise. We have too much bureaucracy.
- We have a distributed team. How can we possibly build shared understanding?
- We’re measured by different metrics. How can we convince the leadership to get behind this?
- This is new and unfamiliar. How do we actually make it happen?
The study aimed to analyze the effects of a 10-week minimalist running transition program on recreational runners. Eleven runners participated in the program, which included barefoot exercises, plyometrics, and a gradual increase in running mileage with minimalist shoes over 10 weeks. The results showed significant improvements in ankle dorsiflexion and great toe extension range of motion. A trend was observed of participants adopting a less rearfoot strike pattern. The transition program helped runners adopt minimalist footwear without injuries.

Règlement d'Intervention du Tourisme 2014-2020
Synthèse
Le Conseil régional d’Aquitaine s’est lancé, à l’issue d’une période de deux ans d’études
préalables – une étude prospective globale sur le tourisme en Aquitaine à l’horizon 2020-2040,
une étude sur le tourisme social, un Plan Régional des Saisonniers et la refonte du Schéma
Régional Véloroutes et Voies Vertes – dans la refonte de son règlement d’intervention en
faveur du tourisme, qui définit la stratégie régionale de soutien aux territoires et aux porteurs de
projets touristiques autour de quatre axes : la structuration des territoires touristiques, la
valorisation des espaces et des filières économiques de l’Aquitaine, l’action pour la solidarité et
l’emploi, ainsi que la promotion des territoires aquitains.
Le règlement propose une partie de contexte et de définition de la politique régionale,
matérialisée dans des fiches action contenant les modalités d’intervention pour la période 2014-
2020, avec une dominante économique et sociale et un renforcement des critères
environnementaux.
Incidence Financière Régionale
Les modalités d’intervention de la Région présentées dans les annexes à la délibération
demeurent subordonnées au vote annuel des crédits affectés au chapitre tourisme, ainsi qu’au
vote de la Commission Permanente.

Ce nouveau règlement étant le fruit d’un travail collaboratif, de nombreux acteurs publics et
privés du tourisme ont contribué activement, aux côtés de la direction du Tourisme, à son

Le tourisme représente une filière économique majeure de l’Aquitaine, avec 4.6 milliards
d’euros dépensés chaque année par les visiteurs et une part de 5% de l’emploi régional.
Dans un contexte de mutations majeures du monde du tourisme, la Région a entamé dès
2011 une phase d’évaluation et de renouvellement de sa politique, grâce à des études
sectorielles et un bilan de sa politique touristique 2007-2012. Ce nouveau règlement, partagé
et innovant, se base sur de nouvelles orientations en termes de développement économique
et durable, avec de forts aspects sociaux et environnementaux et sur une attention plus forte
aux attentes des visiteurs, pour la mise en tourisme de l’offre aquitaine.
LA STRATEGIE REGIONALE DE DEVELOPPEMENT DU TOURISME ET DES LOISIRS
La stratégie régionale propose une nouvelle approche territoriale, qui met en
avant les espaces littoral, urbain, rural et montagne grâce à des aides adaptées aux
spécificités de chacun. De nombreux enjeux transversaux constituent la base d’action
régionale, à savoir les enjeux de durabilité, les aspects sociaux et économiques,
l’accessibilité pour tous, la problématique de la saisonnalité et enfin l’innovation.
3. Quatre grandes orientations dirigent la nouvelle période d’action régionale :
- Structurer les territoires touristiques aquitains, à travers un appel à projet centré
sur l’organisation touristique des territoires, qui instaure une nouvelle période de
contractualisation entre la Région et les territoires volontaires, souhaitant s’engager ou
conforter leurs démarches en termes de professionnalisation des acteurs, de qualification de
leur offre, de définition d’une stratégie numérique partagée et d’optimisation du
fonctionnement des offices de tourisme, pour un accueil de qualité sur le territoire.
- Valoriser les espaces et les filières touristiques, à partir de l’identification des
quatre espaces géographiques et touristiques aquitains, qui permet de cibler, dans le soutien
régional, les problématiques spécifiques à chaque territoire. Cet axe couvre l’ensemble de la
production touristique aquitaine, des filières d’offre aux hébergements.
- Conforter la solidarité et l’emploi, pour répondre aux deux grands défis de
réduction de la fracture sociale, en veillant à la mixité des clientèles touristiques et
d’accompagnement des filières professionnelles sensibles dans leur cycle de vie.
- Promouvoir les territoires aquitains, mission dévolue au Comité Régional du
Tourisme d’Aquitaine, en charge du volet promotionnel et réaffirmé dans ses missions
principales de promotion sur les marchés français et étrangers, en cohérence avec les
nouvelles orientations du RIT.
LES AXES D’INTERVENTION DE LA POLITIQUE REGIONALE
AXE 1 - Structurer les territoires aquitains
La Région propose la mise en place d’un appel à projet territorial basé sur des critères de
sélection, incluant la cohérence territoriale et l’engagement des acteurs dans des démarches
collectives, et orienté sur :
- la professionnalisation et en particulier le soutien des acteurs dans la définition de
leurs besoins de professionnalisation, en lien avec la Mission des Offices de tourisme
et Pays touristiques d’Aquitaine (MOPA) et la Direction de la Formation
Professionnelle et de l’Apprentissage à la Région.
- les démarches collectives orientées vers la qualité pour un soutien en amont des
porteurs de projets engagés dans une démarche de labellisation.
- la stratégie numérique définie par le territoire, à travers la mise en place d’outils,
de services et de contenus numériques.
- l’optimisation du fonctionnement des offices de tourisme et l’observation
locale, par l’aménagement de nouveaux offices, la mise en place d’outils améliorant
leur autofinancement et l’amélioration de l’accueil sur le territoire.
4. AXE 2 - Valoriser les espaces aquitains et les filières économiques
La Région interviendra sur quatre types d’espaces différenciés par leurs caractéristiques
propres. Les filières touristiques et économiques soutenues par la Région se retrouvent dans
ces espaces.
Des filières économiques majeures :
- Le tourisme littoral, enjeu majeur du développement touristique aquitain et
réorienté sur des enjeux environnementaux, urbanistiques et socio-
démographiques, en lien avec le GIP Littoral Aquitain.
- L’itinérance douce, cyclable et fluviale, pour compléter le maillage aquitain en
Véloroute et voies vertes selon le nouveau Schéma Régional approuvé, et
pour encourager la mise en tourisme des voies fluviales aquitaines.
- L’œnotourisme et l’agritourisme qui représentent le bien-vivre du Sud-Ouest
reconnu à l’international à travers un soutien aux démarches collectives en
lien avec la Direction de l’Agriculture.
Des filières différenciantes :
- La préhistoire, filière identitaire de l’Aquitaine, avec ses nombreux sites
emblématiques, et qui connait un renouveau grâce aux nombreux projets
soutenus, dont le Centre International d’Art Pariétal Lascaux 4.
- Le surf, identifié dans l’étude prospective comme filière différenciante et
motivation de séjour pour de nombreux touristes sur le littoral aquitain.
Des filières émergeantes avec un enjeu d’avenir :
- Le tourisme urbain, en plein essor, qui sera intégré dans les aides régionales,
à travers le soutien aux hébergements, au tourisme d’affaires, ainsi qu’à de
grands évènements capables de renforcer l’attractivité des grandes villes
aquitaines.
- Le tourisme d’affaires et de congrès, participant de l’attractivité et de la
fréquentation des villes aquitaines, continuera d’être soutenu en partenariat
avec le CRTA.
- Le tourisme de montagne, vecteur de développement local pour les Pyrénées
Basco-Béarnaises, réorienté sur un besoin de diversification de son activité.
- Le thermoludisme, dans la lignée du thermalisme, pour la diversification de
l’activité thermale et la réorientation des stations aquitaines vers une offre de
détente et de bien-être.
La Région soutiendra de plus ses grands espaces naturels :
- Les Parcs Naturels Régionaux, à travers le soutien au développement d’une
offre respectueuse de l’environnement, en termes d’hébergements
écolabellisés, d’équipements de loisirs ou encore d’itinérance douce.
5. - Les sites, engagés dans une Opération Grand Site (Etat), sur les trois volets
de gestion des flux et d’accueil clientèle, de préservation environnementale et
de développement économique.
Afin de compléter et de diversifier une offre structurée en filières, la Région accompagne
d’une part les équipements et activités de loisirs et de pleine nature, et d’autre part les
entreprises touristiques de la filière hébergements, selon des critères correspondant aux
attentes des clientèles et des différents espaces pris en compte.
Les hébergements accompagnés sont l’hôtellerie de plein-air, et en particulier les campings
de tourisme sur des aspects environnementaux et de mixité des clientèles, l’hôtellerie
homologuée indépendante, dans un objectif de qualification de l’offre, les locations
saisonnières répondant à des besoins identifiés de filières thématiques, et enfin les
hébergements de tourisme social (villages et centres de vacances, auberges de jeunesse et
centres internationaux de séjour) favorisant l’accueil de tous publics.
AXE 3 - Conforter la solidarité et l’emploi
La Région doit ensuite relever deux défis majeurs : briser la fracture sociale, et veiller à
une mixité des clientèles touristiques, et accompagner les filières professionnelles dans
leur cycle de vie.
- Compétitivité des entreprises
La Région accompagne la compétitivité des entreprises touristiques grâce à son Fonds
Régional d’aide au conseil, pour la réalisation d’expertises, d’audits et d’études préalables
aux projets touristiques. Elle poursuit son accompagnement aux hébergeurs dans la reprise
ou la transmission de leur entreprise en lien avec le Plan Régional d’Appui à la
Transmission des Entreprises.
- Professionnalisation
La Région soutient, en lien avec la MOPA et la Direction Régionale de la Formation
Professionnelle et de l’Apprentissage, la professionnalisation des acteurs du tourisme, pour
une meilleure adaptation de l’offre et de meilleures conditions de travail, à travers des
dispositifs de formation et la formalisation de contrats d’objectifs des métiers de
l’hôtellerie restauration et des activités liées au tourisme.
- Démarches collectives orientées vers la qualité
Les démarches collectives orientées vers la qualification de l’offre touristique, à travers
des labels nationaux ou reconnus par la Région sont encouragées d’une manière
privilégiée.
- Stratégie numérique régionale
Le défi du soutien aux filières professionnelles et leur adaptation aux évolutions du
monde du tourisme prend en compte la thématique du e-tourisme, dans laquelle la Région
souhaite conserver son avance, à travers la valorisation de la base de données régionale
Sirtaqui (outil régional de Base de Données d’information touristique), des expérimentations
régionales dans le cadre de projets innovants, l’organisation des Rencontres Nationales du
E-tourisme institutionnel et enfin l’accompagnement des territoires dans leurs stratégies
partagées.
6. - Emploi saisonnier
La Région intègre dans son nouveau règlement les orientations du Plan Régional des
Saisonniers, en appliquant certaines mesures à titre d’expérimentations, notamment sur les
études régionales, l’aide au logement des saisonniers et à l’implantation de Maisons des
Saisonniers, pour l’amélioration des conditions globales de la saisonnalité en
Aquitaine, enjeu majeur des années à venir.
- Départs en vacances pour le plus grand nombre
La Région poursuit sa politique de tourisme social pour le départ en vacances des
familles et des jeunes aquitains, à travers des appels à projets régionaux et en lien avec le
renforcement des équipements de tourisme social, pour l’accès aux vacances et aux loisirs
ou la valorisation de projets de jeunes bénévoles dans des chantiers de valorisation du
patrimoine aquitain.
- Inclusion sociale
La Région engage une expérimentation d’un appel à projet régional pour l’émergence
de Territoires de Tourisme Accessible à tous, dans le but d’insérer les publics sensibles
dans une offre de séjour adapté et innovant dans son rapport au handicap, au sein de
territoires cohérents et engagés.
AXE 4 – Promouvoir les territoires aquitains
La Région réaffirme le Comité Régional du Tourisme d’Aquitaine dans ses missions
principales, de promotion de l’Aquitaine sur les marchés français et étrangers, et
d’observation de l’activité touristique régionale, qui devront s’établir en lien avec la Région, et
son règlement d’intervention tourisme 2014-2020. La Région reconduit de plus le soutien au
CRTA dans sa mission spécifique au tourisme d’affaires et émettra des besoins en matière
d’observation du tourisme sous les angles économiques et sociaux.
CONCLUSION
Le règlement d’intervention tourisme 2014-2020 s’inscrit dans une volonté de
renouvellement des politiques publiques, à travers un accent renforcé sur les aspects
de développement durable, notamment le développement économique, la protection
environnementale, les critères sociaux, et un recentrage sur l’approche clientèle et la
prospective sur les évolutions du secteur du tourisme.
La gouvernance régionale est réaffirmée et redéfinie dans ce règlement.
L’innovation sera au cœur de cette nouvelle période d’action, intégrant un volet
recherche en lien avec un comité d’Experts. La politique régionale fera l’objet d’une
évaluation, d’un suivi et d’une intégration de critères sociaux et économiques pour la
répartition équitable des aides publiques.
7. Sur proposition de Monsieur le Président du Conseil Régional d’Aquitaine,
et après en avoir délibéré,
Le CONSEIL REGIONAL décide :
- d’ADOPTER le nouveau Règlement d’Intervention du Tourisme 2014-2020 conformément
au document joint en annexe à la délibération.
Décision de l’assemblée plénière : Le Président du Conseil Régional,
ALAIN ROUSSET
