4. EPA CRT
Contents Rule (40 CFR 261.4(a)(22))
Minimum requirements for managing used CRTs in RCRA-authorized states
Covers intact CRTs, broken CRTs, and processed CRT glass to be recycled
One-time export notification for working CRTs being exported for reuse
CRTs exported for processing/recycling subject to export notification & consent
Broken CRTs must be stored in fully-enclosed building or container
No speculative accumulation of CRTs/CRT glass (at least 75% removed annually)
CRT rule allows CRT glass to be sent to lead smelters as flux agent

5. End-of-Life Electronics Management for State Agencies

SB2754 has become §49-2-101 et. seq. in Mississippi Code Annotated
Requires MDEQ to maintain a list of certified (R2 or e-Stewards) recyclers
Requires state agencies to use certified recyclers from list no later than 7/1/2014

6. Waste &
Contents Reusable Tires
Waste tire management & storage regulated by 11 Miss. Admin. Code Pt. 4 Ch. 4
Tires are not considered “reusable” until they are specifically separated from WTs
Storage of 100 or more WTs is a waste tire collection site & requires authorization
Processing requires a waste tire processing permit
Tires must be removed from the site regularly (at least once every 90 days)
Tires must be managed to prevent breeding of mosquitos & other vectors
Waste tire transportation regulated under 11 Miss. Admin. Code Pt. 4 Ch. 5.
Small quantity generators (less than 10/week) may use a local gov’t collection site
Other generators need to contract with a waste tire hauler
Generators must maintain waste tire transportation forms (manifests) for 3 yrs
Generators, collection sites, and processors are randomly inspected

7. Refrigerants
Contents
Recovery mandated by Section 608 of Clean Air Act (40 CFR Part 82, Subpart F)
Venting to atmosphere prohibited for disposal (or recycling) of refrigeration equip.
Small appliance recovery rates of:
80% for recovery equip. prior to 11/15/1993 or compressor not working
90% for recovery equip. after 11/15/1993 and compressor working
Technician must be certified by an EPA approved certifying organization
Only one refrigerant per recovery tank for maximum recycling/reuse
Refrigerant from burnouts should be separated from “clean” refrigerant
Mixed refrigerants and refrigerants from burnouts are typically incinerated
Label recovery tanks & maintain paperwork

8. Automotive Fluids
Contents
Used oil can be re-refined for use as lubricating oil or distilled into diesel fuel
Used oil storage containers should be installed within secondary containment
Recommend having multiple used oil containers
Work with your used oil recycler to determine which oils can be mixed in container
Do not mix oil from electrical transformers with motor oil
One gallon of used motor oil provides 2.5 quarts of lubricating oil (42 gal of crude)
Used oil from one oil change can contaminate 1,000,000 gallons of water
Other fluids that can be recycled are antifreeze, hydraulic oil, gear oils, and more.
Do not mix fluids.
