6.1 Caustic soda tank capacity and feeding system
Based on preliminary information from PETRONAS, CASALE considered that:
1. Caustic soda is fed from the truck to the NaOH tank D-5610 (NaOH tank in CASALE scope).
2. NaOH tank capacity has been designed by CASALE considering weekly storage as indicated by PETRONAS ITB.

6.2 TKN emission limit in liquid effluents
Based on preliminary information from PETRONAS, CASALE considered that:
According to the Malaysian environmental regulation there is no limit for the TKN (Total Kjeldahl Nitrogen) emission in liquid effluents,
as indicated in table 17, at para. 10.1 of section 3-2 of the technical specification.

6.3 Radioactive level instruments
Based on preliminary information from PETRONAS, CASALE considered that:

6.4 Boiler feed water and Demineralized water characteristics
Based on preliminary information from PETRONAS, CASALE considered that:
1. Boiler feed water specification is changed compared to the one indicated in para. 8.4 of section 3-2 of the Technical specification.
In particular the modifications are: two different sources of boiler feed water are potentially available at Melamine plant B.L. (HP BFW at
132.7 barg operating pressure and MP BFW at 49 barg operating pressure).
Both these source has an operating temperature of 130 °C. Excess oxygen scavenger content will be in the range of 0.05 - 0.15 ppmw as
hydrazine equivalent.
MP BFW (at 49.0 barg and 130 °C) has been considered as imported utility by CASALE.
2. Demineralized water specification is changed compared to the one indicated in para. 8.4 of section 3-2 of the Technical specification.
In particular the modifications are: oxygen content is not same as per Boiler feed water, pH is not in the range 8.5-9.5.
Anyway pH and oxygen content in Demineralized water to be indicated by PETRONAS.

6.5 Particulate matter emission limit for gaseous emissions
Clarification is needed as per the following
In section 3-2 of the Technical Specification at para 10.2, it is reported a table with the emission limits relevant to the air pollutants taken
from Malaysia’s Environmental Quality (Clean Air) Regulation 2014 (CAR 2014).
In this table, it is indicated an emission limit for TPM (Total particulate matter) of 50 mg/m3 for general process vents and 5 mg/m3 for
emissions due to mixing and packaging of chemicals with a capacity of >= 5 tonnes of product per day.
CASALE would like to understand how to consider the emission limit of 5 mg/m3 (that is very stringent).
In particular, melamine dust emission occurs in the following emission points:
- No. 2 emission points (one from Flash Dryers A and one from Flash Dryer B), where the exhaust air (used for wet melamine drying) is
vented to atmosphere after filtration.
- No. 1 emission point from Silos, where the exhaust air used for melamine pneumatic transportation is vented to atmosphere after
filtration.
- No. 2 emission points (one from dedusting system of 1MT bagging machines and one from dedusting system of 25kg bagging
machine), where exhaust air from bagging machines and bagging machine hoppers is vented to the atmosphere after filtration in the
dedusting system.
As per CAS understanding the emission limit of 5 mg/m3 does not apply to the above cases, including the bagging machines. In fact:
- The atmospheric vents from the Flash Dryers and the Silos shall be considered as general process vents, so the 50 mg/m3 TPM
emission limit shall be applied.
- For the bagging machines, it shall be considered that all the vent points from the bagging system are collected to a dedicated
dedusting system, where the exhaust air is filtered before being discharged to the atmosphere. So also in this case the limit of 50 mg/m3
should be applied.

6.6 Available plot area per Melamine product warehouse
Based on info received, CAS considered that
It is possible to extend the plot area of the Melamine warehouse towards the wagon inspection pit in order to have a total plot area for
the warehouse building of 130x30 m. According to CAS calculations this will be enough to reach the 14 days storage capacity required
by PETRONAS in para. 4.4 of section 3-2 of the Technical clarification.
Alternative location for the warehouse building has been proposed by PETRONAS with a plot area of 120x80 m. According to CAS
calculations this will be enough to have a storage capacity of about 30 days.

6.7 Melamine storage: silos number and capacity
Clarification is needed as per the following
Currently CAS has designed the storage capacity according to para. 4.4 of section 3-2 of the Technical specification. Therefore a
capacity of 600 MT for silos dedicated to the 1 MT bagging machines has been foreseen (2 silos with a capacity of 300 MT each) and an
additional storage capacity of 200 MT for the silo dedicated to the 25 kg bagging machine.
This configuration (with no. 3 silos) is preferred by CASALE from operating point of view.
In case a PETRONAS prefer to stick to the 2 silos option the design can be modified accordingly (to be clarified during KoM).
Anyway, in case of installation of two silos only, CAS suggestion is to provide some margin on the storage capacity, compared to daily
melamine production. With a daily production of 180 MT it is advisable to foresee at least 2 silos with 200 MT storage capacity.

4. CASALE – Clarification Requests
6.8 Melamine bagging system
Clarification is needed as per the following
Currently CAS has designed the bagging system according to Client requirement reported in para. 4.4 of section 3-2 of the Tech Spec.
Based on that, CAS foresees No. 2 bagging machines (one in operation and one spare) with the capacity of 200 MTD each (8.333 MT/h
each, working 24 h per day / 7 days per week), plus an additional 25 kg bagging machine with the capacity of 200 MTD (capacity = 8.333
MT/h, working 24h per day / 7 days per week).
In case PETRONAS would like to modify the bagging machine capacity as per updated requirement (12 h per day, 7 days per week) the
capacity of the 1 MT big bags bagging machines shall be doubled.
So No. 2 bagging machines for 1MT big bags will be required with the capacity of 16.667 MT/h each.
Additionally also the capacity of the 50 kg bags machine will be 16.667 MT/h.
Note: 50 kg bags are not usually applied for melamine product. Please investigate.
With reference to bagging machine automation CAS followed the requirement on para. 4.4 of section 3-2 of the Technical specification
where it is stated: “Level of Automation: Fully automated with minimal operator intervention.”

Title: Calculations and Reports
Activity Description:
Produce Electrical Load List for Project Facilities in accordance with finalized PFDs, UFDs, P&IDs, and any other relevant Process documents,
including mechanical equipment list and Instrumentation loads and past project data.
Provide characteristics for all loads including, but not limited to, designated ampere ratings, rated voltage, power factor, real power consumption,
reactive power consumptions, etc. Perform calculations to determine the Maximum Demand and Peak Load based on the different load profiles.
To produce sizing & selection for main electrical equipment such as generator (if required), power transformer and switchgear/MCC. The
calculations shall take into account the study results of electrical power system studies such as Short Circuit Study, Load Flow and Motor Starting
studies. The peak load or maximum demand and design margin to be used in the calculations shall be as per PTS requirement.
To produce cable sizing calculations. Cable sizing shall include all feeder cables for three phase and single phase loads including DC loads.
Individual cables shall be sized and tabulated in the form of Excel format. Design criteria shall be as per PTS requirement as a minimum. Cable
technical information from Petronas approved cable supplier can also be used however subject to COMPANY approval.
To produce sizing & selection AC and/or DC UPS (if any) systems inclusive of inverters, rectifiers and battery banks. The battery ampere-hours
sizing for vital loads shall be based on Electrical, Process and Instrumentation, Telecom requirements for overall autonomy time.
To close all agreed action items during P-ELSOR workshop and incorporated in FEED deliverables.

Title: Studies
Activity Description:
To produce Load Flow Study to determine, as a minimum, the actual operating voltage levels (percentage deviation from
nominal voltages), overall system power factor, overall losses in distribution, presence of overloading (if any), transformer
tap setting and any other relevant information. The Load Flow Study is to be performed via ETAP, and must meet, as a
minimum, the requirements as outlined in the PTS.
To produce Short Circuit Study to determine the maximum initial symmetrical fault currents and peak fault currents. The
Short Circuit Study is to be performed via ETAP, and must meet, as a minimum, the requirements as outlined in the PTS
and IEC 60909. The scenarios of short circuit study to include the maximum source, operational source and minimum
available source of fault level, in concurrence with selected Power Generation Selection Study scheme.
To produce Motor Starting Study to determine the impact of motor starting current to the power system and the ability of
the power generation to allow the motor to be started. The study is to be performed via ETAP and must meet, as a
minimum, the requirements as outlined in the PTS. The study shall consider the largest possible base load prior to starting
of the largest motor or its starting current.

  • 9. 4. CASALE – Clarification Requests 6.1 Caustic soda tank capacity and feeding system Based on preliminary information from PETRONAS, CASALE considered that: 1. Caustic soda is fed from the truck to the NaOH tank D-5610 (NaOH tank in CASALE scope). 2. NaOH tank capacity has been designed by CASALE considering weekly storage as indicated by PETRONAS ITB. confirmation 6.2 TKN emission limit in liquid effluents Based on preliminary information from PETRONAS, CASALE considered that: According to the Malaysian environmental regulation there is no limit for the TKN (Total Kjeldahl Nitrogen) emission in liquid effluents, as indicated in table 17, at para. 10.1 of section 3-2 of the technical specification. confirmation 6.3 Radioactive level instruments Based on preliminary information from PETRONAS, CASALE considered that: Installation of radioactive level instruments is permitted (with certain permissions and regulations). confirmation
  • 10. 4. CASALE – Clarification Requests 6.4 Boiler feed water and Demineralized water characteristics Based on preliminary information from PETRONAS, CASALE considered that: 1. Boiler feed water specification is changed compared to the one indicated in para. 8.4 of section 3-2 of the Technical specification. In particular the modifications are: two different sources of boiler feed water are potentially available at Melamine plant B.L. (HP BFW at 132.7 barg operating pressure and MP BFW at 49 barg operating pressure). Both these source has an operating temperature of 130 °C. Excess oxygen scavenger content will be in the range of 0.05 - 0.15 ppmw as hydrazine equivalent. MP BFW (at 49.0 barg and 130 °C) has been considered as imported utility by CASALE. 2. Demineralized water specification is changed compared to the one indicated in para. 8.4 of section 3-2 of the Technical specification. In particular the modifications are: oxygen content is not same as per Boiler feed water, pH is not in the range 8.5-9.5. Anyway pH and oxygen content in Demineralized water to be indicated by PETRONAS. Confirmation Clarification

CASALE – Clarification Requests 6.5 Particulate matter emission limit for gaseous emissions Clarification is needed as per the following In section 3-2 of the Technical Specification at para 10.2, it is reported a table with the emission limits relevant to the air pollutants taken from Malaysia’s Environmental Quality (Clean Air) Regulation 2014 (CAR 2014). In this table, it is indicated an emission limit for TPM (Total particulate matter) of 50 mg/m3 for general process vents and 5 mg/m3 for emissions due to mixing and packaging of chemicals with a capacity of >= 5 tonnes of product per day. CASALE would like to understand how to consider the emission limit of 5 mg/m3 (that is very stringent). In particular, melamine dust emission occurs in the following emission points: - No. 2 emission points (one from Flash Dryers A and one from Flash Dryer B), where the exhaust air (used for wet melamine drying) is vented to atmosphere after filtration. - No. 1 emission point from Silos, where the exhaust air used for melamine pneumatic transportation is vented to atmosphere after filtration. - No. 2 emission points (one from dedusting system of 1MT bagging machines and one from dedusting system of 25kg bagging machine), where exhaust air from bagging machines and bagging machine hoppers is vented to the atmosphere after filtration in the dedusting system. As per CAS understanding the emission limit of 5 mg/m3 does not apply to the above cases, including the bagging machines. In fact: - The atmospheric vents from the Flash Dryers and the Silos shall be considered as general process vents, so the 50 mg/m3 TPM emission limit shall be applied. - For the bagging machines, it shall be considered that all the vent points from the bagging system are collected to a dedicated dedusting system, where the exhaust air is filtered before being discharged to the atmosphere. So also in this case the limit of 50 mg/m3 should be applied. Clarification Confirmation

CASALE – Clarification Requests 6.6 Available plot area per Melamine product warehouse Based on info received, CAS considered that It is possible to extend the plot area of the Melamine warehouse towards the wagon inspection pit in order to have a total plot area for the warehouse building of 130x30 m. According to CAS calculations this will be enough to reach the 14 days storage capacity required by PETRONAS in para. 4.4 of section 3-2 of the Technical clarification. Alternative location for the warehouse building has been proposed by PETRONAS with a plot area of 120x80 m. According to CAS calculations this will be enough to have a storage capacity of about 30 days. Clarification 6.7 Melamine storage: silos number and capacity Clarification is needed as per the following Currently CAS has designed the storage capacity according to para. 4.4 of section 3-2 of the Technical specification. Therefore a capacity of 600 MT for silos dedicated to the 1 MT bagging machines has been foreseen (2 silos with a capacity of 300 MT each) and an additional storage capacity of 200 MT for the silo dedicated to the 25 kg bagging machine. This configuration (with no. 3 silos) is preferred by CASALE from operating point of view. In case a PETRONAS prefer to stick to the 2 silos option the design can be modified accordingly (to be clarified during KoM). Anyway, in case of installation of two silos only, CAS suggestion is to provide some margin on the storage capacity, compared to daily melamine production. With a daily production of 180 MT it is advisable to foresee at least 2 silos with 200 MT storage capacity. PETRONAS to confirm the selected option.
  • 13. 4. CASALE – Clarification Requests 6.8 Melamine bagging system Clarification is needed as per the following Currently CAS has designed the bagging system according to Client requirement reported in para. 4.4 of section 3-2 of the Tech Spec. Based on that, CAS foresees No. 2 bagging machines (one in operation and one spare) with the capacity of 200 MTD each (8.333 MT/h each, working 24 h per day / 7 days per week), plus an additional 25 kg bagging machine with the capacity of 200 MTD (capacity = 8.333 MT/h, working 24h per day / 7 days per week). In case PETRONAS would like to modify the bagging machine capacity as per updated requirement (12 h per day, 7 days per week) the capacity of the 1 MT big bags bagging machines shall be doubled. So No. 2 bagging machines for 1MT big bags will be required with the capacity of 16.667 MT/h each. Additionally also the capacity of the 50 kg bags machine will be 16.667 MT/h. Note: 50 kg bags are not usually applied for melamine product. Please investigate. With reference to bagging machine automation CAS followed the requirement on para. 4.4 of section 3-2 of the Technical specification where it is stated: “Level of Automation: Fully automated with minimal operator intervention.” PETRONAS to confirm the selected option.

CASALE – Missing Data 6.9 Missing information on design conditions of utilities PETRONAS to provide/confirm the design conditions (temperature/pressure) for the following utilities: • MP Boiler Feed Water; • HP Boiler Feed water; • Demineralized Water; • Natural Gas; • Plant Air; • Instrument Air;

Cable sizing shall include all feeder cables for three phase and single phase loads including DC loads. Individual cables shall be sized and tabulated in the form of Excel format. COMPANY shall make available the existing PCFK noise study model and baseline values to facilitate the noise study. 3.
