Reference: Letter of Recommendation in Support of Refugee Admission Program Application for Mr.

Assistance Program, Muthanna, Iraq
This is to certify that I have supervised the work of Mr. Naser for a period of over six months during the
period of time I was assigned at the USAID Representative for PRT Muthanna, Iraq. I personally know
Mr. Naser because of his affiliation with my agency in his capacity as the project manager while he
worked for my agency as a health Project officer on a USAID program. To the best of my knowledge,
Mr. Naser presents no threat to the national security or safety of the United States.
In that six months time frame that I supervised Mr. Naser's work performance, he has provided
outstanding support and superb efficiency that he demonstrated on a continual basis. Mr. Naser
implemented a key USAID project in excess of $150,000. His performance of duty was absolutely
impeccable in every respect. He was honest, trustworthy, had excellent rapport with the community, and
provided superb results. As a result, he has earned the trust and respect of the senior Governance Advisor
and other PRT leadership personnel he has kept fully informed on a weekly basis. He has consistently
surpassed all required standards in the quality of his work. More than just his flawless performance in
this arduous and dangerous assignment, he was incredibly competent on all facets of this technical
project. He imparted important information to us to help us understand important details needed to make
sound decisions on policy and mission related issues.
Mr. Naser is to be commended for his courage in undertaking this assignment since there were threats
made against his life for his work, affiliation and allegiance to the US Government. He has
unquestionable loyalty to and support of the Coalition mission, an undaunted and unwavering devotion
and commitment to duty and a passion to be an American. My mission was considered an overwhelming
success because of high caliber individuals like Mr. Naser who worked so tirelessly behind the scene with
the Iraqi officials to coordinate and execute bilateral agreements and other matters.
I am profoundly grateful for Mr. Naser's exceptional support, vast contributions, and perseverance. His
honorable work as a health project officer for the United States Government from the period July 2009 to
the present greatly distinguished him as an exceptional professional. He made a positive difference by his
day-to-day involvement, positive attitude, and willingly going "beyond" the call of duty to support the
mission of the Muthanna PRT. It would be my personal honor and privilege to have the opportunity to
work with him again because he is a man of great distinction, patience, and understanding. He has my
strongest support in his request to receive approval on his application for a refugee admission program.
