• EDzL is 100% owned state company which was
established in 15.October 2014 by order of Cabinet of
Ministers of the Republic of Latvia Nr.431.
• EDzL shareholder – Ministry of Transport of the
Republic of Latvia.
• Main tasks of EDzL:
• Shareholder in Baltic states joint venture «RB Rail»
• Rail Baltica project implementation at national level
according to Project «contracting scheme», Grant
agreement and Delegation agreement with MoT.
• EDzL activities are financed from CEF and State budget.
• EDzL – Implementing body as stated in Grant agreement.

6. Open architectural competition in historical
center of Riga
• National legal acts provide that in order to start technical design and construction in
historical center of Riga open architectural competition must be carried out.
• This approach will ensure timely realization of Activities, unified approach, effective
stakeholder management and minimum interference with railway, city and businesses
located in historical center of Riga

10. Technical design for Riga international Airport and
Central section
• Procurement will include Rail Baltica
station in Airport and section which
geographically are located in
International Airport “Riga” access
territory (directly related) and is
planned as a one technical solution –
viaduct. Activity will include rest of the
central section.
It is important to ensure unified approach and stakeholder management, minimum interference
with everyday operations and businesses as well as municipalities and people.
