3. Offshore Oil and Gas Sector
• Iran’s Per Gallon Oil Reserves in the offshore segment is 89 BLN barrels. The average
yearly offshore oil production in the period 2008-2015 was 800,000 bpd and storage
17 MLN barrels. The offshore natural gas reserves are 20 Trillion Cubic Meters.
• Excavation and operation of the production of oil and gas fields is the responsibility of
the National Iranian Oil Company Subsidiaries: Iran Offshore Oil Company (IOOC) and
Pars Oil and Gas Company (POGC).
• IOOC operates Bahregan, Norouz, Soroush, Esfandiar, Frouzan and Siri offshore oil and
gas fields and POGC the South Pars and North Pars gas fields. South and North Pars
Gas Fields are the largest offshore gas fields in the world. The reserves amount to 7
trillion cubic meters of natural gas and 18 barrels of gas condensate in an area of 3700
SQ Km. 12 phases of South Pars has been completed, another 12 phases are in the
agenda.

5. Offshore Oil and Gas Sector
• A total of 52 potential investment projects were introduced during the November 2015,
Iran Petroleum Conference (IPC) held in Tehran. Of these projects, seven are related to
offshore E&P blocks, seven offshore oil fields and five offshore gas fields. 50 BLN Euro is the
planned investment by 2021.
• MOP has made the following priorities for the development of green and brown fields: The
first priority is the development of the 12 remaining phases of South Pars gas field. Second
priority is the development of joint oil and gas fields with neighboring countries. Third
priority is the development of other oil and gas fields within the country in addition to
IOR/EOR (gas injection to oil fields). Seven Offshore Oil Fields are in the development
agenda of MOP.

6. Offshore Oil and Gas Sector
Main Procurement Projects for Offshore Oil and Gas Sector by 2021 are as follows:
• Five new platforms for South Pars Phases 20 and 21
• Five platforms for South Pars Phase 11
• Four Platforms for Farzad B Gas Field
• Five Jack-ups produced in local company Tasdid, with international technical know
how
• Five Jack-Ups will be ordered from international sources. Hyundai and Daewoo are
negotiating with MOP over this procurement project

Iran has a combined coastline of 2700 km, of which 2000 km are along the Persian Gulf
and the Sea of Oman and 700 km along the Caspian Sea. The long coastline in the
South could provide interesting possibilities to the country, and income could be
generated from servicing the sea traffic in the Persian Gulf.
8. Ports and Terminals’ Description
• The Ports and Marine Organization (PMO) is in charge of all commercial ports in Iran. It
controls a total of 42 ports throughout the country, 10 of which are large ports.
• The Main Non Oil Ports: Anzali, Amir Abad and Noshahr in the Caspian Sea; Shahid
Rajaee, Chabahar, Bushehr, Bandar Imam and Khorramshahr in the Persian Gulf.
• The country also has a number of oil and petrochemical ports and terminals which are
owned by the Ministry of Petroleum subsidiaries, such as the National Iranian
Petrochemical Co., the Oil Terminals Co. and the Iran Offshore Oil Co. Khark Island,
Lavan, Siri and Bahregan Sar are used for the exports of crude oil and imports of fuel.
Neka in the North is used for importing oil. Assaluyeh and Bandar Imam in the South
are used for petrochemical exports.
• The 6th Five Year Economic Development Plan (2016-2021) has allocated 4 BLN Euro
for new and existing port expansion and construction projects.

10. Marine fleet of Iran
• Iran has a total of 23,171 marine vessels, divided into
• 3 306 oil tankers,
• 953 bulk carriers,
• 531 general cargo carriers
• 311 container carriers
• 170 accommodation vessels and speed boats,
• 12,000 small fiberglass and steel boats and 5900 traditional wooden boats
• Majority of the Iranian Ships are made in Hyundai Korea, Daewoo Korea and Dalian China.
From 2001 until 2016, a total of 135 large and small ships were purchased from abroad.
• Iran has Shortages for Marine Vessels such as: Container Ships, Very Large Crude Carriers
(VLCC), LNG Natural Gas Carriers, Small and Large Passenger Ships, Tug Boats, Landing Crafts,
Heavy Barges and Dredgers.
• On Average 15 Iranian Flagged Ships Require Repairs per Month. Ship Repairs are Conducted
in Iranian, UAE, Russian and Korean Shipyards.

- 600 MLN Investment Took Place in ISOICO from 2000-2016
- 300 MLN Investment Took Place in Sadra from 2002-2014

14. Activites of Iranian shipyards
• Turnover 33% was related to ship repair projects. The shipyards IOEC and Saff
generated most of their income from offshore oil and gas projects.
• Iranian shipyards manufacture VLCC, small crude oil tankers, tug boats, dredgers,
catamarans, bulk cargo ships, container ships, small aluminum and steel boats, speed
boats, barges, oil and gas drilling jack ups and oil and gas production platforms. In
2015, no large ships were manufactured in any of the Iranian shipyards.
• Iranian Shipyards are not able to Manufacture Vessels with a Minimum Weight of
120,000 Tons. In the period 2001-2015, 250 midsize cargo ships were produced in the
Iranian shipyards. In 2015, no large ships were manufactured in any of the Iranian
shipyards.

15. Cooperation with international companies
• Iranian shipyards need to import equipment such as: anchors, structural steel,
electronics, hydraulic systems, propellers, winches, engines, generators, GIS,
navigation systems , gyroscopes etc.
• 90% of the equipment used in local VLCC and Container Ship production is imported
• . Iranian shipyards appoint consultants from international sources for conducting
repair services and transfer of know-how. Maximum capacity of repair per ship for Iran
is 70,000 Tons.
