 Quotaism is the concept of organizing society by a quota system,
whether by racial, gender, language or another demographic attribute.
 The basic premise is to have demographics represented at all levels
and aspects of the civilization according to national statistics.
 A quota system is often part of any Affirmative Action policies, but in
those cases it is mainly used as an “target”, within a single entity.
 Quotaism applies to the whole country and is enforced by legislation on
all public and private entities.
 It is governed by constitutional laws, statutory laws and local rules and
regulations.
CASTE BASED
Caste decided based on birth, and can never be changed.
MANAGEMENT BASED
It is based on economic status irrespective of caste, race and religion, anybody who has money can
by his/her seat .
GENDER BASED
The Women Reservation Bill was passed on 9th March 2010.
RELIGION BASED
Based on backwardness of the religious communities
UNDERGRADUATE COURSES
Some undergraduate colleges reserve seats for their own students in postgraduate courses.
 The Indian education system which is considered as ‘Gurukul System’ is
praised globally and considered as one of the best education system.
 When compared the contemporary standards of the education system to the
old system, The quality of education in India has significantly deteriorated .
 Quotaism has caused multi-dimensional harm to the education system which
has threatened the progress and prosperity of the nation.
 It has caused division among people rather than having the feeling of coming
from one nation.
 In higher education institutes and government bodies reserved category
people are given the relaxations, which results in the admission of people with
lower aggregate percentage.
 Article 16 :- There shall be equality of opportunities for all citizens in matters
relating to employment or appointment to any office under the State.
 Article 46 :- Interest of the weaker sections of the people, and, in particular of the
SC and ST, and shall protect them from social injustice and all forms of social
exploitation
 Article 14 :- The State cannot deny to any person equality before the law or the
equal protection of the laws within the territory of Indian Prohibition of discrimination
on grounds of religion, race, caste, sex or place of birth.
 Article 15 :- A fundamental right in the Indian constitution prohibits the discrimination
on the grounds only of caste, religion, sex, race and place of birth.
 Quotaism helps socially backward people to enhance by putting them
forward and encourages them to sustain and develop themselves.
 Proper application helps India to grow and develop not only by helping the
backward class people but also by developing the society.
 The biggest merit is, it helps in promoting backward class people and a good
standard of living.
 It is a political necessity required for peace keeping in India.
 General category people are never known to go backward due to
reservation.
 Divides people and creates agony and rage among themselves.
 Creates lethargy in reserved category.
 Narrows the scopes of general category people.
 Beneficiaries of reservation are largely from dominant class in
backward caste. Marginalized section still remains marginalized
 Allocating quotas are a form of discrimination which is contrary to
the rights of equality and justice.
Category as per Government of India
 Scheduled castes (SC)
 Scheduled Tribes (ST)
 Other Backward Classes (OBC )
 Total constitutional
reservation .
 General (open to all including SC/ST
and OBC )
Reservation Percentage as per
Government of India
15.0%
7.5%
27%
49.5%
50%
 The reserved candidates should be given monetary helps in the form of
scholarships and relaxation in respect of the upper age limit and lower
cut-off marks should not be given .
 Reservation on the collective salary of the family, that is the salary of
husband and wife and incomes derived from all other resources like
gifts or income from joint family property . The benefit of the reservation
for only first 2 children of the family .
 Reservations were introduced in the Indian Education System as a
means for the overall development of the society.
 However today all the sections of the society have been developed
socially and economically.
 Hence the need for the reservation is limited.
 Complete elimination of reservation is not possible considering the
current political scenario.
 Hence reservation should be provided in the form of monetary support,
not at the cost of knowledge.
