established policies is defined as administration. Our commitment to
democracy is safeguarded & enhanced if administrative &
supervisory officials set the tone for practice of democratic
procedures. Educational planning should consider the qualitative
aspects of all levels and aspects of education based on the
framework of an overall national development plan. Educational
planning must be realistic and must set goals which are attainable.
The educational system will not function effectively with weak school
administration.
