Public-private partnerships (PPPs) have seen a rise in the last two decades and are now used in more than 134 developing countries, contributing about 15-20% of total infrastructure investment. The Independent Evaluation Group (IEG) evaluated World Bank Group PPP projects from the past 10 years and share lessons learned.

The global economy is stuck in a low-growth trap characterized by subdued investment, trade, employment, wage, and productivity growth. Productivity growth has slowed and inequality has risen across advanced economies. Comprehensive and collective action is needed from governments to boost growth through increased public investment, structural reforms, and reducing the burden on monetary policy alone. Failure to escape the low-growth trap risks breaking promises made to citizens regarding opportunities for youth, adequate incomes for older populations, and returns for investors.

Budgeting in Sweden - Ronnie Downes, OECD

Sweden has an advanced and effective budget process that meets OECD recommendations. Priorities for reform include reducing fragmentation in fiscal risk reporting, performance budgeting, and policy evaluation. Sweden should also leverage practices in cross-cutting collaboration and gender budgeting by taking more open and participatory approaches to policy design, budgeting, and accountability to improve performance.

Public-Private Partnerships (PPPs) are long term agreements between the government and a private partner whereby the private partner delivers and funds public services using a capital asset, sharing the associated risks. PPPs may deliver public services both with regards to infrastructure assets (such as bridges, roads) and social assets (such as hospitals, utilities, prisons). The interest in PPPs has been growing in recent years and the need for fiscal restraint in most OECD Member countries is expected to further increase their usage. This presents policy makers with particular challenges that should be met with prudent institutional answers. The Principles for Public Governance of Public-Private Partnerships provide concrete guidance to policy makers on how to make sure that Public-Private Partnerships (PPP) represent value for money for the public sector. Between FY08-10 and FY15-17, the overall share of projects or components with potential environmental benefits has increased 4 percentage points for the World Bank and IFC.
