                RESOLUTION ENACTING BARANGAY ORDINANCE NUMBER
                15, SERIES OF 2012, ENTITLED “AN ORDINANCE
                REGULATING THE OPERATIONS OF VIDEO SINGKO OR
                VIDEO-KE SINGKO WITHIN THE TERRITORIAL JURISDICTION
                OF BARANGAY SAN. ROQUE, THIS CITY, AND IMPOSING A
                PENALTY FOR VIOLATIONS THEREOF.”

       Whereas, It has come to the attention to this Honorable Body the proliferation of Video Singko
or Video-ke Singko within the Barangay operated within a business establishment, sari-sari store and
even those without engaging in any business activity;

        Whereas, Residents of this Barangay have complained on the noise and the loud music
emanating from this Video Singko or Video-ke Singko operating even beyond midnight and until the wee
hours of the morning sometimes is inviting trouble and promotes drunkenness in the community;

     Wherefore, On motion of Honorable Member Labalan and duly seconded by Honorable
Member Aparecio, it wa,

         Resolved, As It Is Hereby Resolved, Enacting the herein Barangay Ordinance No. 15, series of
2012, entitled “An Ordinance Regulating the Operations of Video Singko or Video-ke Singko within the
Territorial Jurisdiction of Barangay San Roque, this City, and Imposing a Penalty for Violations thereof.”

BARANGAY ORDINANCE NO. 15, Series of 2012

                     AN ORDINANCE REGULATING THE OPERATIONS OF VIDEO
                     SINGKO OR VIDEO-KE SINGKO WITHIN THE TERRITORIAL
                     JURISDICTION OF BARANGAY SAN ROQUE, STA.
                     CATALINA CITY, AND IMPOSING A PENALTY FOR
                     VIOLATIONS THEREOF.



SECTION 1. TITLE. This Barangay Ordinance, for purposes of clarity and general classification, shall be
           known as the “The Video SIngko Ordinance.”

SECTION 2. DEFINITION. Video Singko or Video-ke Singko is a popular videoke or sing-along machine in
           the Philippines. It is composed of an amplifier, large speakers, music player, TV set and lastly
           the microphone. In order to sing with the song on this machine, one has to insert 5 pesos to
           play a song, sometimes songs. Most of the machines have CD or DVD installed in the player,
           in that case one can search songs using the combination numbers that corresponds to the
           song. Some of the videoke machine has modern equipment installed on it such as the hard
           disk drive which more songs can be stored, slimmer television set, wireless
           microphones and etc. The score of every song played is based on the performance of the
           singer.

SECTION 3. REGISTRATION. Any person, whether engaged in business or not, who plans to operate or is
           currently operating a Video Singko, whether he owns it or not or rented it, shall register it at
           the Barangay before operating the same or for those already operating within ten (10) after
           the effectivity of this Ordinance.

SECTION 4. PAYMENT OF THE REQUIRED FEES. Any person operating a Video Singko shall pay an annual
           fee of P500.00 per video singko which shall be paid every January of the year or within ten
           (10) days upon operating the Video Singko and a penalty of 2% per month shall be imposed
           for late registration.

SECTION 5. ALLOWABLE OPERATION. The following shall be observed in operating a video singko:

            a. Video singko shall be put inside a room and not be placed outdoors to minimize loud
               volume;
            b. Operations shall start at 8:00 in the morning and shall end at 10:00 in the evening;
            c. Minors are not allowed during school days; and
            d. Liquor, beer, wine or cigarettes shall not be sold to minors

SECTION 6. PENALTY. Violations to any provision of this Ordinance shall be penalized in the following
           manner:

             a. 1st Offense – P300.00
             b. 2nd Offense – P 500.00
             c. 3rd and succeeding Offenses – P 1,000.00 and revocation of the Barangay Clearance for
                Business.

SECTION 7. REPEALING CLAUSE. All Ordinances, resolutions or local executive orders or parts thereof in
           conflict or inconsistent with this ordinance are hereby repealed and/or modified
           accordingly.

SECTION 8. SEPARABILITY CLASUE. If, for any reason or reasons, any part or provision of this ordinance
           shall be held to be unconstitutional or invalid, other parts or provisions hereof which are not
           affected thereby shall continue to be in full force and effect.

SECTION 9. EFFECTIVITY. This Ordinance shall take effect within ten (10) days after it is being posted in
           three (3) conspicuous places in the Barangay.

Done this 7th day of May 2012 during the Regular Session of the Sangguniang Pambarangay of San
Roque, Sta. Catalina City.
