This document discusses the need for a new library model in Flanders, Belgium. It outlines the current library system and some of its challenges, including declining book lending and growing influence of the internet. The proposed new model shifts the focus from the collection to the user and their information needs. It involves mapping information needs, using the collection as a tool rather than the goal, creating a library community, and utilizing internet tools. The model changes both the front and back office operations of the library. It has been implemented in 38 libraries in one Belgian province and generated interest from other areas.
