4. • Pan City Projects -City Command and Control Centre
Common service platform for all Government facilities
All the services of the public authorities like VMSS,
VUDA, MGVCL, etc. shall be online for bill payment. Bill
collection kiosk in each Ward office. GPRS enabled
Hand Held Terminal(HHT) for payment collection for
municipal services such as Pay & Park, Entry fee for
parks, auditorium, etc.
Utility Survey & GIS
Ground Penetrating Radar (GPR) is an
electromagnetic method that detects interfaces
between subsurface materials with differing
dielectric constants such as Pipes, Electrical and
Telecom cables, pipelines and utilities. Identifying the
underground utility positions and GIS mapping of
these utility will provide central database for
operation and maintenance of all utilities.
Total Sewerage Solution
• All treatment plants and pumping stations will be
provided with SCADA system, using various types
of sensors and centralized control room.
• This will help the corporation to monitor the
sewage flows, leakages and increase the
efficiency of operations.
• Power Source from Roof top solar Panels at Each
STP location
E Medical
Medicine and medical facilities will be available all
over the city round the clock using a common web-
based/mobile platform.
Under e-medical system, all micro and macro level
medical data are to be uploaded in common
platform for information to the public authorities
and the citizens.
CCTV Monitoring
City wide CCTV monitoring with the help of optical
fiber network, aiming towards safety and security of
the citizens, and laso towards efficient traffic
management and municipal administration.
Centralized City Command and Control Centre
Development of a centralized city command centre on
an advanced ICT platform to monitor administrative
functions and addressing any issues related to it at the
earliest through real time monitoring and complain
mechanism. It will integrate all administrative functions
under one umbrella.

6. Area Based Development – The Locality
Justification of the Locality for taking as Smart Area
Parameters The Locality
The size of the area must be equal to or
more than 500 acres.
The locality is approximately 700 acres.
The size should represent the
characteristics of the city, including the
culture and the heritage.
The locality contains Alakapuri Area, which is the CBD of the
city. Apart from it, the educational and cultural hub of the
city is also present here in the form of MSU. Also, important
landmarks like Sayaji Baug, Bus Terminal and Railway Station
are also present in the locality
The issues/ problems identified for the
city should be present within the area,
which will be addressed through the
area specific projects.
The locality faces several issues like presence of polluting
vehicles, on street parking, encroachment of footpath,
absence of pedestrian facilities, over head cables, lack of
interpretation facilities for pedestrians and tourists, absence
of tourism despite presence of heritages etc.
The area should be manageable, as it
will be depicted as a smart area of the
city, and the same will be replicated in
other areas of the city in the later stage.
The area is not too large, and it has a well defined boundary.
Also, the locality is more or less planned in nature, which
will definitely help in implementation of the projects.

By removing private vehicular parking from the public space as
much as possible, the public space can be retrofitted, shifting the
focus to Pedestrians and Public Transportation.
Limiting parking only possible in combination with: limiting
vehicular access and creation a network of footpaths, MSCPs,
Smart Bus + E Rickshaws System.
Smart Metering System (Electricity)
All conventional meters will be replaced with Bi-directional digital
net meter (useful for households opting for rooftop solar
installation in near future), the consumption data will go to Central
location. Web application will display the data to respective
consumer.
Net metering which can record Both import and Export of power
so that individual Consumer who install Roof Top solar panels
needs to pay only for net power consumed..
No Overhead Cable Zone
All the overhead cables to be converted to underground in ward 6
& 7 on priority with proper planning and ducts for Electric,
Telecom and other overhead cables. Manholes to be provided for
Consumer connection at regular interval
