Dank voor deze gelegenheid voor presentatie. Ook wij gaan ten onder in de dagelijkse hektiek en ruimen veel te weinig tijd in voor bezinning.
Spencer en spencer: competenties worden voorgesteld als een ijsberg. Metafoor is niet willekeurig. Delen zijn slechts zichtbaar. Het grootste gedeelte bevindt zich onder de waterlijn en daar is maar moeilijk grip op te krijgen. Top van de ijsberg: vakkennis en vakvaardigheden, managementvaardigheden in een concrete handelingscontext.
Doel : individueel selectievraagstuk, professionalisering P-functie, strategisch besturingsinstrument Accent : het gebruik van de competentietaal (definities achter vaardigheden, e.d.) als hulpmiddel bij het ontwerp van functies. Maar ook: signaleren van onduidelijkheden in de organisatie. Het gebruik van de competenties in gespreksvoering komt dan – veelal in 1e aanleg – minder aan de orde. Vraagt een adviesvaardige P&O-discipline met een duidelijke O-affiniteit. Anderzijds organisaties die wellicht in een snel tempo enkele cruciale competenties definiëren, de gedragsindicatoren formuleren en deze direct in evaluatief instrumentarium gaan gebruiken. Invalshoek : bijvoorbeeld de juiste man op de juiste plek op het juiste moment (projectleider satelliet – matchingsvragen of speciale opdrachten of functies met een relatief groot afbreukrisico, welslagen van een reorganisatie) versus het functiegericht of loopbaangericht ontwikkelen van mensen of nog verder, het ontdekken en inzetten van talenten van mensen.
Benadrukken dat alleen het gesprek tussen twee mensen telt. Instrumenten zijn ondersteunend. De goede manager heeft zich in veel gevallen zelfs helemaal niet nodig. De goede manager gebruikt al sinds jaar en dag het gedachtegoed van CM en ziet de definities en sommige instrumenten als een dankbare aanvulling. Invoering van CM bij mensen mensen is een fluitje van een cent. Voorbeelden van de in de relatie: Waarom is er een zo’n verschil tussen rpaat- en doelcultuur? Doe je het voor de baas of omdat je het zelf wilt? Wat is klantgerichtheid? Waardoor krijg je ziekteverzuim? Hoe krijg je frustraties? Waar komen die vandaan?
Ik wil niet de suggestie wekken dat ik geheel en al tegen formulieren, e.d. bent. Echter, de instrumenten dienen een doel en dat doel moet centraal blijven staan.
Waarom stelling nul: omdat ik eigenlijk vind dat wij hier niet onze energie aan moeten besteden.
Op basis van onderzoek! Deze vijf kenmerken zijn voor executive bureaus nog steeds van belang.
