This document summarizes an 8-hour orientation seminar for managing heads of pollution control organizations that covered environmental regulations and the roles and responsibilities of pollution control officers. The seminar aimed to help participants comply with training requirements, understand key regulations, and delineate the roles of managing heads and pollution control officers in ensuring compliance. It included sessions on sustainable development, solid waste management, water quality, hazardous wastes, air pollution, and environmental impact assessments. The roles of pollution control officers in monitoring compliance and submitting reports were also outlined.

1. REPORT ON THE 8 HOURS ORIENTATION SEMINAR FOR MANAGING HEADS OF PCOs
Title: Eight-Hour Orientation on Environmental Management and Environmental Regulations for Managing Heads of PCos

This training aims to impart to participating managing heads to:
- Comply with the training requirement of DENR-DAO 2014-02 for Managing Heads.
- Understand the highlights and salient points of relevant environmental regulations.
- Delineate the role of a company’s Managing Head in their compliance to various environmental regulations.
- Develop full understand on the joint responsibilities of the Managing Heads and the Pollution Control Officer.

Water and Air.
o Sustainable Development: A shared Imperative – Environmental conservation, Environmental protection,
Addressing Climate Change (Mitigating emissions: options for a transition to a low-carbon economy and
Adapting to climate change.
o Tragedy of Global Commons
 Global Commons – common-property resources which are owned by no one, but are available to
all users – free of charge. Most are potentially renewable – Clean Air, Ozone, Greenhouse Gases,
Open Ocean, Fisheries and Migratory birds.
 According Garrett Hardin (1968) that the main difficult in solving environmental problems is the
conflict between the short-term interests of the individual versus the long-term welfare of the
society. Examples are Air Pollution, Depletion of Ozone, Global warming, deforestation,
Overfishing, Depletion of Non-renewable resources and Population Growth.
o Causal connection between Individual Actions to Collective Results and Individual Gains and Shared Costs.
- Ecological Solid Waste Management (RA 9003)
o Speaker: Ms. Corazon Gasapos, Coordiantor, Solid Waste Management Division, DENR-EMB R4A
o Signed by Her Excellency Prsident Gloria Macapagal Arroyo. Approved on January 26, 2001 and took effect
on February 16, 2001.
o Establishment of The National Solid Waste Management Commission (NSWMC) that oversees the
implementation of SWM plans. Prescribe policies to achieve the objectives of the Act. Composed of 17
members (14 members from teh government sector and 3 members from the private sector.
o Mandatory Solid Waste Diversion: Within 5 years upon the effectivity of the Act (by year 2006), the LGU
should diverts at least 25% of the waste from disposal facilities through re-use, recycling, composting and
other resource recovery activities. Waste diversion goals should be increased every 3 years thereafter (year
2009).
- Philippine Clean Water Act (RA 8749)

o Water is the most vital resources for life
o Availability and quality of water determines where people can live and their quality of life.
o Is a finite resource that has limits and boundaries to its availability and sustainability.
o Major issues: over-extraction/over consumption, pollution and climate change.

2. o State Policy: Art. 1 Chapter 1 (CWA) “The State shall pursue a policy of economic growth in a manner
consistent with the protection, preservation and revival of the quality of our fresh, brackish and marine
waters, using the framework of sustainable development.”
 The right to clean, adequate water sources
o Strategies: Water Quality Management Area, National Septage and Sewerage Management Program,
Wastewater Charge System, Incentives and Prohibitions and Sanctions
o Water Quality Criteria
 Minimum conditions necessary to assure the suitability of the water for its designation use or
classification
 A water body that sustains its beneficial use has a good water quality.
- Toxic Substance and Hazardous Waste and Nuclear Waste Control Act and Related Regulations (RA6969)
o Speaker: Engr. Marissa Malabana, Chief, Hazardous Waste Management Section, DENR-EMB R4A
o The main objective of the RA 6969 is to protect the public and the environment from the risk or potential
dangers in the use or exposure to chemicals from long term damage brought about by careless handling or
disposal of hazardous wastes and to regulate the use, movement and disposal of chemicals, hazardous and
nuclear wastes in the Philippines.
- Philippine Clean Air Act
o Speaker: Jerick Pecaso, Ex-Officio, PCAPI R4A
o “An Act for a Comprehensive Air Pollution Control Policy and for other Purposes”
o DENR Administrative Order No. 2000-81 (Implementing Rules and Regulations of the Act”
o DENR Administrative Order No. 2000-82 (National Air Quality Improvement Framework and national Air
Quality Control Action Plan).
o The main goal is to achieve and maintain clean air that meets the National Air Quality Guidelines for Criteria
Pollutants, throughout the Philippines, while minimizing the possible associated impacts on the economy of
the Philippines.
o Basic AQMS Concept
 All sources of air pollutant emissions will require a permit to operate / registration.
 All sources shall comply with the Air Quality Standars before it can be issued a PTO or can be
registered.
- Philippine Environmental Impact Statement System (EISS) (PD 1586) And Revised DAO 96-37 Compliance
Permits/Reports.

o The basic policy and operating principles of the PEISS is to ensure a rational balance between socio-
economic development and environmental protection for the benefit of present and future generation.
o EMB Mandate
 A line bureau by virtue of section 34 of the Philippine Clean Air Act of 1999 (or RA 8749) and
mandated to implement on a nationwide scale the said Act and other environmental laws to wit
 RA 8749 (Clean Air Act of 1999)
 RA 9275 (Philippine Clean Water Act)
 PD 1586 (Environmental Impact Statement System)
 RA 6969 (Toxic Substances and Hazardous Waste Control Act)
 RA 9003 (Ecological Solid Waste Management Act)
 RA 9512 (Environmelta Awareness and Education Act of 2008)
 RA 9729 (Climate Change Act)
- Roles and Responsibilities of the Pollution Control Officer (DAO 2014-02)

o All accredited PCOs shall submit SMR to the EMB regional Offices on a quarterly basis.
o ISO 14001 Certified companies may opt to apply for a semi-annual report submission of SMRs, subject to
the approval of the EMB Central Office. Further, establishments may avail of the incentives given under the
industrial Eco Watch Program and the Philippines Environmental partnership Program as regards to
reportorial requirements.
o For establishments with interim PCO, the managing Head shall submit the requiremesd reports.
o The accredited PCO shall perform following duties and responsibilities.

o The PCO and the Managing Head shall be held jointly and severally liable for any violation of PD 1586. RA
6969, RA 8749, RA 9003, RA 9275, their respective IRRs, and other pertinent rules and regulations,
committed by the establishment.
