Achieving Open Government Transparency, Participation and Collaboration through Business Process Management
In order to operate efficiently and participatively, ICT platforms for smart cities must support Open Government Data publishing. We are surrounded by data and information which often is only accessible to the administrations and institutions that collected and stored them, although they belong to everybody.
A key step in the path to enable Open Government Data publishing is the proper reengineering of processes where Government Data is created, modified and shared among administrations and institutions. Government Data should not just be shared across multiple systems: it should also be possible for everybody to process and analyze it. The availability of such Government Data access services, in addition to increasing Government transparency by increasing accountability to citizens, it helps businesses and civil society innovate and grow, (e.g. by building new applications based on Open Government Data), and engages citizens in improving public services.
In the first part of this session we will show how Open Government Transparency, Participation and Collaboration can be achieved through Business Process Management, and we will present the Smart Urbs e-Government Platform, built as part of PRISMA project (funded by the Italian Ministry of Education and Research through the “PON Smart Cities and Social Innovation” call) and currently being tested in the city of Catania for services related to mobility, social services and public spaces issues reporting.
In the second part of this session, we will give a practical demonstration of the Smart Urbs e-Government Platform through a business game where the course participants will have the opportunity to try the different tools of the Smart Urbs e-Government Platform.

This report summarises research on barriers to investment in innovation and whether opportunities are currently feasible or not in the collaborative economy, and in the area of green growth. For this purpose, multiple roundtable meetings have been organised and interviews have been held with entrepreneurs, academics, legal experts, representatives of companies and government, who are active in the field of the collaborative economy. This summary sets outs the priority aspects of the collaborative economy which require action.
The collaborative economy contributes to green growth, but its potential can be utilised better. This can be achieved by looking at the opportunities and barriers, which now exist because the difference between producers and consumers has become more blurred, as well as changing trends of consumers renting or sharing products rather than owning products. As a result new risks and questions arise concerning liability, taxation, and competition. This report suggests a role for the government in four areas: (1) to ensure that current legislation is clear in how it applies to the collaborative economy; (2) to provide regulatory flexibility for experiments; (3) to monitor relevant developments and safeguard the public interest; and (4) to address the barriers that have been identified in this research.
A look at how innovative procurement can help Thailand 4.0 achieve its objectives. We travel through Estonia, Israel, India, Singapore, the USA, Brazil, Taiwan and China to learn from their innovations. The presentation presents a vast number of procurement ideas, in a light way that enables Chief Innovation Officers to learn about their counterparts and form some ideas that they can explore further with procurement experts.

Smart Republic 2018 is envisaged as a Multi Partner global forum to deliberate on the collaboration framework between government and multiple agencies like the World Bank, UN Habitat, UN Global Compact, Asian Development Bank, Industry and academia for achieving shared goal of making India a Smart Republic by 2022. OpenForum Europe et Fraunhofer ISI ont mené une étude ambitieuse pour la Commission européenne portant sur l’impact des logiciels et matériels open source sur l’indépendance technologique, la compétitivité et l’innovation dans l’UE. Cette étude permettra d’orienter les politiques européennes en matière d’open source pour les prochaines années, mais elle a aussi un intérêt pour les instances gouvernementales à l’échelle mondiale.
Notre étude indique que l’impact de l’open source sur l’économie européenne était de l’ordre de 65 à 95 milliards € en 2018 alors que pour cette même année, les pays et les société de l’UE ont réalisé des investissements conséquents dans l’open source, à hauteur de plus d’un milliard d’euros. Les produits de ces investissements sont disponibles pour être réutilisés dans les secteurs public et privé, ainsi que pour faire progresser le développement et l’innovation.
Lorsque l’on regarde les chiffres historiques, on voit clairement que l’open source a très fortement contribué à la croissance économique, mais s’il était soutenu par des politiques et des actions adaptées, il pourrait dynamiser bien plus encore l’économie. À titre d’exemple, si les contributions au code open source augmentaient de 10 % chaque année, l’Union européenne verrait son PIB croître de 70 milliards € et pourrait compter 1000 start-ups de plus dans le secteur des TIC.

Russian anarchist and anti-war movement in the third year of full-scale warAntti Rautiainen
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

a real-life setting.

Italy outstanding
issues
● According to the World Bank Doing Business
2020 and Doing Business in the EU 2020, since
2012, Italy has introduced several measures to
improve its performance
● The digitalization of public administration has
also shown sivgnificant progress
● Yet, the Italian business environment remains
challenging and still performs below the EU
average in terms of the ease of doing business
● In civil law regimes such as ours, excessive
regulation limits technological development:
regulation excluded the circulation of electric
kick-scooters in the cities; a norm was recently
introduced putting them in the same category
as bikes
● We need Technology Neutral Regulation

AT LOCAL LEVEL

● My experience as a Deputy Mayor and Council Member
with the Innovation portfolio, in the City Council of Turin
is inspiring my strategy as Minister
● “Torino City Lab”, a platform aimed at creating specific
regulatory arrangements for companies testing
innovative solutions at pre-commercial stage, in the real-
world environment
● Torino has become an open laboratory of frontier
innovation able to attract companies and skills for the
development of the "City of the future": autonomously
driven and connected vehicles, drones, IOT and 5G, AI
and robotics

● Entrepreneurship and innovation are means, not
ultimate policy goals.
● Public policy should encourage innovative
entrepreneurship that address grand societal
challenges: youth unemployment, aging, climate
change, food security, immigration.
● Create policy spaces for testing new business
models and services that can benefit society at
large, without lowering protection.

● The bill provides a form of regulatory waiver or
flexibility for firms to test new products or business
models with less regulatory requirements, while
preserving some protection.
● Startups and innovative companies that find a
regulatory obstacle, will thus be able to pursue their
project.
● The bill requires that applicants demonstrate the need
for the regulatory exemption and identify the
regulatory requirement constraining their activity
● It is mandatory for applicants to provide an ex-ante
impact assessment on positive societal impacts.
● If the experimentation proves to have a positive social
impact, the specific norms that prevent the innovative
product or service will be modified

● We’re working on the establishment of the “Ethics Lab”
focused on the rules of developing AI fair, accountable,
and transparent way algorithms
○ We wish to introduce a labeling system to certify
that all AI public sector applications are compliant
with ethical values and laws
○ We wish to apply the principle of Incorporating -
wherever possible - the rules in coding and
algorithms to ensure regulatory efficacy
● We’re experimenting with an obligation for ethical-legal
impact assessment before introducing AI applications
to the market

We are continuing our effort to eliminate useless and
redundant red tape, by making more public services
available digitally for the benefit of citizens and
enterprises, to increase transparency and reduce
corruption:

● Identify stakeholders who are strategic for the
development of innovation and engage them in the
process
● Discuss with them through structured mechanisms
and include their suggestions to improve
countries' regulatory frameworks
● More cooperative mechanisms between public and
private players as there is a pressing need for a
deep and constructive synergy between public and
private players in shaping and implementing legal
rules
