RCS Global Director Harrison Mitchell presents on due diligence at British Parliament in London
On 20th October, RCS Global director Harrison Mitchell presented to a packed session of the All Party Parliamentary Committee on Extractives on conducting human rights due diligence in raw materials supply chains.
The presentation provides a background for why human rights due diligence is increasingly important for all companies in the supply chain, from miners, to traders, manufacturers and investors.
Human rights issues will continue to be of significant importance to the APPC, as well as the extractive sector generally, particularly in light of new legislation currently under discussion by the European Union on conflict minerals.

1. Consider business management approaches such as Deming's Quality Circles or TQM in government, some of which is discussed in the text. Why did it gain such favor and then fade from popularity over time, and how does this relate to other management approaches taken from business?
2. Performance measurement is critical in assessing productivity in government, but it has been a challenging effort. What are the barriers to effective performance management in government?
3. Performance measurement tends to focus on output and outcome measures. Explain each, and discuss why we frequently resort to output measures to gauge performance. What techniques should be used measure and manage performance?
4. Considering that governmental entities are having to compete for the provision of services, who should be held responsible for the performance of private entities taking on government services? Should there be a limit to which services can be privatized, and if so why?
5. What is the purpose of program evaluation, what does it rely on?
6. Discuss the different program evaluations and when they should be conducted?
7. What are the key ethical considerations in conducting program evaluations?

Response 1(150 words)1) Walt Disney Corporation owns the follow.docxwilfredoa1
Response 1(150 words):
1) Walt Disney Corporation owns the following companies: ESPN, ABC News, and Pixar.
Based on the materials in chapter 7, what is the management tool that Walt Disney can use to assess and determine the financial performance of each firm including market growth to assist with its funding decision for these firms?
One of the most popular tools in developing a corporate strategy for multiple business corporations is a portfolio analysis. A portfolio analysis requires top management to view its product lines and business management as a type of investment because of its expects a profitable return. The information gathered from the product line and business makes it possible to create a portfolio of investments that top management must constantly handle to confirm the best return on the corporations invested money. According to Wheelen, the advantages of portfolio analysis include: (1) encouraging top management to evaluate each of the corporation’s business individually, (2) stimulating the use of externally oriented data to supplement management’s judgement, (3) raising the issue of cash flow availability for use in expansion and growth, and finally, (4) a graphic description which facilitates communication.
2) Which section in the table of contents for the capstone report would require the use of the information in chapter 7 of the class text, based on the stated instructions?
The recommended directional corporate strategy section would require the use of the information in chapter 7 as we need to state and discuss in detail, the strategy for the firm. A firm’s directional strategy is composed of three general orientations which include : (1) growth strategies, (2) stability strategies, and (3) retrenchment strategies. These strategies are useful both to corporations operating in only one industry with one product line and to those operating in many industries with many product lines.
3) Name and discuss the concept that describes the action of company management when an industry is unattractive and the company too weak to be sold as a going concern giving management the choice to convert as many saleable assets as possible to cash, which is then distributed to the shareholders after all obligations are paid.
Liquidation is typically used in the termination of a firm. Liquidation occurs when the industry is unattractive and the company is too weak to be sold as a going concern, management may choose to convert as many saleable assets as possible to cash, which is then distributed to the shareholders after all obligations are paid. Liquidation is an advisable strategy for struggling firms with a small number of possible outcomes, all of which are problematic. Although, liquidation may be the best strategy for a firm, the manager(s) may be unwilling to ‘liquidate’ their company in order to avoid being personally blamed for the company’s faults. To avoid the negative stigma that comes with a failing business, ma.

Russian anarchist and anti-war movement in the third year of full-scale warAntti Rautiainen
Anarchist group ANA Regensburg hosted my online-presentation on 16th of May 2024, in which I discussed tactics of anti-war activism in Russia, and reasons why the anti-war movement has not been able to make an impact to change the course of events yet. Cases of anarchists repressed for anti-war activities are presented, as well as strategies of support for political prisoners, and modest successes in supporting their struggles.

Developing Guidance for Governments on
Managing ASM – Scoping Workshop
1
2. Introduction
The Concept Note is an important point in the
development of the Guidance
It is supposed to:
1. Offer a conception of what the Guidance could
be, and
2. Identify what materials should be worked on with
ASM stakeholders before the Guidance is written
It provides a point that the workshop can start from
and move beyond
It compares governments’ needs to existing ASM
publications and spots gaps the Guidance could fill
2
3. Assessment
The Concept Note concludes that there are many recurring obstacles
that impede ASM management
These are challenges ‘on the ground’, but they can be addressed when
management strategy is decided ‘in the ministry’
Governments could use advice and materials that help them to
overcome those impediments
To do that, the Guidance should focus on strategy, and advise
governments on the timing and nature of their interventions
3
4. Strategic
Questions
and
the
Workshop
The Concept Note identifies five strategic questions that governments
inevitably confront when they manage ASM
These questions will not be the only subjects in the Guidance, but they
are the elements that require the earliest input
These questions are unresolved. In this workshop, we wish to tap into
your experience and insights
These topics are controversial. We wish to asks for your opinions about
what advices the Guidance should offer
By working on these questions during this workshop, we hope to add to
the stock of public knowledge about ASM management
4
5. Strategic
Question
1:
Strategy
Differentiation
ASM: an umbrella category
Strategy differentiation is about treating different sorts of ASM
operations differently
Strategic Question:
How can ASM be most usefully subcategorized and how can ASM
strategies be effectively differentiated between these subcategories?
ASM could be subcategorized:
This is an strategic exercise, not an academic one
• By scale of operation
• By mineral
• By accessibility to state officials
• By proximity to organized crime
• By links to minority communities
• Etc…
5
6. Strategic
Question
2:
The
Role
of
Legalization
An ASM operation is legalized once it becomes
a legal entity with permits or licenses
A licensing system is normally conceived as the
central tool in ASM management.
However, sometimes it is infeasible or ineffective
Strategic Question:
Under what conditions should the Guidance
advise governments to adopt legalization as a
corner-stone of ASM management, and under
what conditions should it not?
What second-best strategies should be
employed instead?
6
7. Strategic
Question
3:
Land-‐use
Planning
and
Finite
Deposits
ASM operations often take place on deposits under land that has been
licensed to others or dedicated to other purposes
This includes protected areas, agriculture, other mining companies, but
also urban planning and other land-use purposes
Strategic Question:
When there is informal ASM but no workable deposits available that can
be licensed:
1. When should governments resettle ASM operations;
2. When should they manage and mitigate the ill-effects of ASM outside
the legal framework of licenses; and alternatively
3. When should they free up deposits for ASM to work legally?
7
8. Strategic
Question
4:
ASM
Actors
Incentives
to
Comply
with
Regulators
ASM challenges are often about compliance. Non-compliance is about
incentives or the lack thereof
Strategic Question:
How can governments incentivize ASM operators best to comply with
regulations and take up better practices?
Which carrots and sticks work best when, and in which combinations?
How can governments make sure that they are offering sufficient incentives to
ASM operators? How can the Guidance encourage them to check?
8
9. Strategic
Question
5:
Points
of
Leverage
in
Monitoring
and
Enforcement
Strategic Question:
Under which conditions do input markets, processing,
domestic trading and international trading become
effective points of leverage from which governments can
monitor and enforce ASM laws and regulations, and
under which conditions should governments use or not
use them?
This question concerns the effectiveness of enforcement
and monitoring
It might also concern levels of state capacity and the
evasiveness of the mineral trade at different pointsExport
Trading
Processing
Mining
Input markets
9
10. Conclusion
We know that these are not the only strategic questions that
governments must answer as they decide how to manage ASM
The Guidance will not only address strategic questions
We need expert opinions on what works and what advice we should give
To address these controversial questions, we need to openly exchange
views and share ideas
We hope that the Guidance will expand the stock of publicly available
knowledge about ASM issues
10
