2.  CHAPTER 4: THE ORDER OF NATIONAL ARTISTS
 This Order of National Artists is the highest national honor and recognition
conferred to a selected artist who has contributed much to the development and
promotion of Philippines Arts whether in the fields Music, Dance, Theater, Visual
Arts, Literature, Film and Broadcast Arts, Architecture or Allied Arts. This is the
one of the highest Honors of the country which implicates the ideals in humanism
and artistic expression in the Philippines.
 Learning Objectives:
 At the end of the chapter the learner is expected to:
 Identify and understand the works of each National Artist;
 Determine the characteristics of National Artists; Explain the significance and
impact of their artistry to the Philippine Society; and Create a write-up about the
greatness of these National Artists.

3.  The National Artist
This is the distinguished Filipino artists who have made significant contributions
to the cultural heritage of the country, an individual whose artistic accomplishment is at
its highest level promoting creative expression and national cultural identity, an artist
who has dedicated his life and works to forge new paths and directions for future
generations of Filipino artist (National Center for Culture and the Arts, 2015)
 On Becoming a National Artist
The Order of National Artists also known as Orden ng mga Pambansang Alagad
ng Sining was created by virtue of a Presidential Proclamation No. 1001 dated April 27,
1972 to give appropriate recognition and prestige to Filipinos who have distinguished
themselves and made outstanding contributions to Philippine arts and letters. The first
award was conferred posthumously later that year on Fernando Amorsolo.

4.  The deserving individual should be recommended by the Cultural Center of the
Philippines (CCP) as well as by the National Center for Culture and the Arts
(NCCA). Acting as the Order of the National Artist Award Secretariat (ONAA)
shall plan, organize and implement the Order of National Artists Award. It shall
enlist the support and cooperation of private sector experts from the various field
of art to ensure that the awards are implemented in a succesful and impartial
manner.
 The award is given during a ceremony at the Malacañang Palace and awarded by
the Philippine President who provides the insignia of the order as this recognition
is based on the creativity, imagination, technical proficiency with the highest
degree uniquely expressing Filipino culture traditions as well as their aspirations.

5. The proclaimed National Artists are awarded a Grand Collar as a symbol of their title.
The Insignia of the Order of the National Artists is comprised of a Grand Collar made of
silver gilt bronze showing circular links representing the arts, and an eight pointed
conventionalized sunburst suspended from a sampaguita wreath in green and white
enamel. A medallion in the center is colored red, white, and blue, similar to the Philippine
flag. Found in it as well is the “KKK” which reveals the CCP’s motto: “Katotohanan,
Kabutihan, at Kagandahan”.

6.  As reiterated by the Commission, the Order of the National Artists aims to
recognize the following:
 1. Filipino artists who have made significant contributions to the cultural heritage
of the country.
 2. Filipino artistic accomplishment at its highest level and to promote creative
expression as significant to the development of a national cultural identity.
 3. Filipino artists who have dedicated their lives to their works to forge new paths
and directions for future generations of Filipino artists.
 4. A place of honor in state functions, national commemoration ceremonies and all
other presentations.

7.  The rewards of being conferred as a National Artist:
 1. The rank and title of National Artist, as proclaimed by the President of the
Philippines;
 2. The National Artist gold-plated medallion minted by the Bangko Sentral ng
Pilipinas (BSP) citation;
 3. Lifetime emolument, material and physical benefits such as a minimum cash
award of Two Hundred Thousand Pesos (₱200,000.00) for living awardees;
minimum cash award of One Hundred Fifty Thousand Pesos (₱150,000.00), for
posthumous awardees; Life Insurance coverage for Awardees who are still
insurable; A State Funeral benefit not exceeding ₱500,000.00.
 4. A place of honor in state of functions, national commemoration ceremonies and
all other cultural presentations.

8.  The Criteria for the Selection of National Artist
 The Order of National Artists shall be given to artists who have met the following
criteria:
 1. Living artists who are natural-born Filipino citizens at the time of nomination,
as well as those who died after the establisment of the award in 1972 but were
Filipino citizens at the time of their death. Filipinos who have lost and re-acquired
Filipino citizenship, through dual citizenship status for atleast at the minimum
period of five years shall be eligible of nomination.
 2. Artist who through the content and form of their works have contributed in
building a Filipino sense of nationhood.
 3. Artist who have pioneered in a mode of creative expression or style, thus,
earning distinction and making an impact on succeeding generations of artists.

9.  4. Artists who have created a substantial and significant body of works and/or
consistently displayed excellence in the practice of their art form thus enriching
artistic expression or style.
 5. Artists who enjoy broad acceptance through prestigious national and/or
international recognition; critical acclaim and/or reviews of their works and finally
respect and esteem from peers.

10.  The Procedure in being nominated as a Candidate for National Artist
 1. Candidates may be nominated under one or more of the following categories:
 A. Dance – choreography, direction and/or performance.
 B. Music – composition, direction and/or performance.
 C. Theater – direction, performance and/or production design.
 D. Visual Arts – painting, sculpture, printmaking, photography, installation art, mixed
media works, illustration, graphic arts, performance art and/or imaging.
 E. Literature – poetry, fiction, essay, playwriting, journalism and/or literary criticism.
 F. Film and Broadcast Arts – direction, writing, production design , cinematography,
editing, camera work, and/or performance.
 G. Architecture, Design and Allied Arts – architecture design, interior design,
industrial arts design, landscape architecture and fashion design.

11.  2. Nominations for the Order of National Artists may be submitted by government
non-government cultural organizations, and educational institution, as well as
private foundations and councils.
 3. Members of the Special Research Group, as well as agencies attached to the
NCCA and CCP shall not submit nominations.
 4. NCCA and CCP board members and consultants and NCCA and CCP officers
and staff, and NCCA Committee members are automatically disqualified from
being nominated.
 5. Nominations shall be accepted only when these are submitted in writing and
with supporting documentation which includes a cover letter; a duly accepted
nomination form; a detailed curriculum vitae of the nominee; a list of the
nominee’s significant work portfolio of the nominee’s art works and copies of
published reviews.
