"This workshop will centre on how current discourse around Open Science has tended to focus on the creation of new technological platforms and tools to facilitate sharing and reuse of a wide range of research outputs, but has largely avoided tackling many important issues related to inclusion of a diversity of perspectives in science. We believe a feminist perspective can help to surface these issues, particularly with regard to the need for inclusive infrastructure, which are especially important as Open Science increasingly becomes part of government agendas and policies. We expect that researchers, practitioners and policy makers interested in Open Science will benefit from this workshop to think about issues of inclusivity in Open Science that are not receiving sufficient attention. We expect participants who attend this workshop will gain awareness about relevant resources and work that has been done by feminist technoscience scholars to expand the perspectives of Open Science. We hope that participants will take away new possibilities for their work that they may not have considered before. For policy makers, this workshop will be particularly relevant to help think about how evidence for Open Science should be assessed from a more feminist inclusive standpoint. The workshop will also present results from a two-day workshop on Feminist Open Science that will take place prior to the ELPUB workshop, with the intent of soliciting feedback and collaboration."

We hope our discussion on the future of digital libraries is inspiring and helpful to institutions just starting to investigate digital libraries, as well as those already embarked on projects of their own. It then discusses how adoption is increasing through funder requirements, the role of FAIR within EOSC, and related projects. However, it notes that most data is still not managed or shared according to FAIR principles due to barriers like time and effort required as well as lack of incentives and rewards. The document argues that both cultural and technical aspects must be addressed to fully implement FAIR.

Implementation of the FAIR Data Principles is a crucial step for all organizations pursuing a (biomedical) data-driven strategy, both to improve the effectiveness of scientists and doctors as well as computerized aides and autonomous programs. This talk will provide a number of concrete examples of how various customers of The Hyve, including large pharma companies, biobanks and registries and national health data sharing initiatives, have employed data FAIRification strategies to improve the (re)usability of their healthcare and biology data, and of the open source software tools and standards that are used and being further developed for that purpose.

Trends and Strategic Issues for Libraries in Global Information Society

Turning FAIR into Reality: Briefing on the EC’s report on FAIR data
DRI Director Natalie Harrower, a member of the European Commission's Expert Group on FAIR (Findable, Accessible, Interoperable and Re-usable) data, delivered a lunchtime briefing on the recently published 'Turning FAIR into Reality' report on Tuesday 26 February in the Royal Irish Academy, Dublin.
In 2016 the FAIR Data Principles were developed to support the position that effective research data management is ‘not a goal in itself but rather is the key conduit leading to knowledge discovery and innovation’. The new publication is both a report and an action plan for turning FAIR into reality. It offers a survey and analysis of what is needed to implement FAIR and it provides a set of concrete recommendations and actions for stakeholders in Europe and beyond.
The briefing provided an overview of the contents of the report, which include the principles of FAIR, as well as the elements required to implement FAIR data.

Net Neutrality: Will Library Resources be stuck in the Slow Lane?
About the Webinar
Net Neutrality is an issue that has been increasingly in the news, but it is something that has affected libraries for a lot longer. Many public libraries are in underserved communities where patrons may not have personal access to the internet, so the use of the public libraries' resources is critical for them. Without net neutrality, those public libraries may not be able to cost-effectively provide such Internet service. For the scholarly and academic communities, scholarly resources could be resigned to the slow lane of the net, if content providers and libraries don't have the resources to pay for the "fast lane." As resources increasingly go multimedia, requiring greater bandwidth, will libraries and content platform providers be saddled with taking on added costs to ensure reliable access?
Net neutrality begins with the basic idea that the Internet is a fair and democratic platform for all. Organizations such as the American Library Association, the Association of Research Libraries, EDUCAUSE, and Internet2, among others, have spoken out about the critical need for retaining net neutrality in the library, higher education, and research communities.
In this webinar, presenters will help define Net Neutrality, what could happen without it, and how it can impact public and academic libraries, and the wider information community.

Fair data vs 5 star open data final
Access to biomedical data is increasingly important to enable data driven science in the research community.
The Linked Open Data (LOD) principles (by Tim Berner-Lee) have been suggested to judge the quality of data by its accessibility (open data access), by its format and structures, and by its interoperability with other data sources.
The objective is to use interoperable data sources across the Web with ease.
The FAIR (findable, accessible, interoperable, reusable) data principles have been introduced for similar reasons with a stronger emphasis on achieving reusability.
In this presentation we assess the FAIR principles against the LOD principles to determine, to which degree, the FAIR principles reuse LOD principles, and to which degree they extend the LOD principles.
This assessment helps to clarify the relationship between both schemes and gives a better understanding, what extension FAIR represents in comparison to LOD.
We conclude, that LOD gives a clear mandate to the openness of data, whereas FAIR asks for a stated license for access and thus includes the concept of reusability under consideration of the license agreement.
Furthermore, FAIR makes strong reference to the contextual information required to improve reuse of the data, e.g., provenance information.
According to the LOD principles, such meta-data would be considered interoperable data as well, however, the requirement of extending of data with meta-data does indicate that FAIR is an extension of the LOD (in contrast to the inverse).
Democratizing Open Data
The document discusses the challenges of making open data accessible and usable for non-technical citizens and small communities. While large amounts of data are available from governments, it is often inconsistent, boring, or unusable for most people. Better tools are needed to empower citizens to use open data, similar to how tools like blogs and wikis simplified publishing on the web. Stronger together: community initiatives in journal management
There has been a recent growth of initiatives to address common problems regarding current and long-term access to e-journal content. Jisc is at the forefront of many of these with the close participation and active input of educational institutions.
This session aims to summarise the current state of key themes with pointers to future directions of areas such as sustainability, the move towards e-only environments, and shared consortia approaches. It will provide an overview and panel discussion on developing the supporting infrastructure to meet the needs of users. The discussion will focus on how institutions, community bodies and service providers can best work together to ensure sustainable, long-term initiatives by seeking to introduce uniformity, standardisation and collaboration to an even greater extent.
The session will introduce two new Jisc-supported projects in this area, the Keepers Registry Extra and SafeNet initiatives, and discuss how these fit alongside existing Jisc services such as Knowledge Base+, UK LOCKSS Alliance, Journal Archives and JUSP (Journal Usage Statistics Portal). The panel will address how this catalogue of services contributes towards a coherent strategy in the management of e-journal content.

Access to biomedical data is increasingly important to enable data driven science in the research community.
The Linked Open Data (LOD) principles (by Tim Berner-Lee) have been suggested to judge the quality of data by its accessibility (open data access), by its format and structures, and by its interoperability with other data sources.
The objective is to use interoperable data sources across the Web with ease.
The FAIR (findable, accessible, interoperable, reusable) data principles have been introduced for similar reasons with a stronger emphasis on achieving reusability.
In this presentation we assess the FAIR principles against the LOD principles to determine, to which degree, the FAIR principles reuse LOD principles, and to which degree they extend the LOD principles.
This assessment helps to clarify the relationship between both schemes and gives a better understanding, what extension FAIR represents in comparison to LOD.
We conclude, that LOD gives a clear mandate to the openness of data, whereas FAIR asks for a stated license for access and thus includes the concept of reusability under consideration of the license agreement.
Furthermore, FAIR makes strong reference to the contextual information required to improve reuse of the data, e.g., provenance information.
According to the LOD principles, such meta-data would be considered interoperable data as well, however, the requirement of extending of data with meta-data does indicate that FAIR is an extension of the LOD (in contrast to the inverse).
Democratizing Open Data

Better tools are needed to empower citizens to use open data, similar to how tools like blogs and wikis simplified publishing on the web. There has been a recent growth of initiatives to address common problems regarding current and long-term access to e-journal content. Jisc is at the forefront of many of these with the close participation and active input of educational institutions.
This session aims to summarise the current state of key themes with pointers to future directions of areas such as sustainability, the move towards e-only environments, and shared consortia approaches. It will provide an overview and panel discussion on developing the supporting infrastructure to meet the needs of users. The discussion will focus on how institutions, community bodies and service providers can best work together to ensure sustainable, long-term initiatives by seeking to introduce uniformity, standardisation and collaboration to an even greater extent.
The session will introduce two new Jisc-supported projects in this area, the Keepers Registry Extra and SafeNet initiatives, and discuss how these fit alongside existing Jisc services such as Knowledge Base+, UK LOCKSS Alliance, Journal Archives and JUSP (Journal Usage Statistics Portal). The panel will address how this catalogue of services contributes towards a coherent strategy in the management of e-journal content.
