- Types of records that Sailors and Career counselors, must be familiar with. OMPF : Required by ________. NPC PERS-3 responsible for policy and maintenance. Maintained on the EMPRS database at NPC. All Sailors service since 1997 have a digital OMPF on EMPRS at NPC. Consist of documents that reflect a member’s fitness for service, performance of duties, and entitlements and affects or influences a member’s career and benefits. Documents include information about the accession, training, education, performance, discipline, decoration and awards, assignments, duties, casualty status, and separation/retirement of the Navy member. Compensation, physical condition, medical treatment, personal documents, and non-service related documents might be maintained as part of the OMPF record if deemed necessary and appropriate by the Navy. ESR: Established t o comply with the Government Paperwork Elimination Act (GPEA) of 1998 -Implemented in 2006, made mandatory for use in 2009 - NAVADMIN 043/09. -ESR is now producing the majority of documents that sent to NPC to be scanned into the Sailor’s OMPF. -ESR is rapidly replacing FSRs throughout the Navy. Commands and Sailors must become knowledgeable with ESR. -The single field level data entry point for service record maintenance. -Secure worldwide internet access to personnel, training and awards data. -NPC PERS-3 in conjunction with N16 Fleet Introduction Team and NSIPS is updating he ESR Desk Guide, Quick reference Guide for Personnel Specialist, and QuickStarts for the Sailor. -Contains data and information under various electronic links – NOT ‘Pages” as we are used to seeing in g the ‘old’ FSR. - Closed out at career points by printing documents and submitting to NPC to update OMPF. FSR: Paper based field record organized by “Pages” on right & left side of record. PSR : Updated by _____________
- EFSR Close Out Project Training via teleconference for all FSR holders Onsite visit for FSR holders responsible for more than 1,000 FSRs. CNIC: All 70 commands have received training. Commands in Rota, Sigonella, Naples, and Bahrain will receive onsite visit in July. CNRFC: All 143 FSR holders (NOSCs) have received training. CNAF: 2 of 11 carriers have been trained. USFF: Training to commence as soon as a schedule is provided to us. For the close out project documents are submitted to NPC electronically instead of the mail system. The electronic submission will continue after the project is completed. We will expand the list of documents that can be submitted electronically to include all documents retained in the OMPF.
- ESR: Ashore: web based Afloat: Server based via NSIPS Afloat Self-Service accounts: Sailor responsible for updating personal info such as religion, race, ethnicity, emergency contact, address, etc. 14 JUN: AD 326,924 + SelRes 65,493 = 392,417 = 87% with self-Service accounts.
- ESR: We are familiar with the paper based FSR. We know what “Page” to look for certain types of info. ESR has most of the info we/you need in the course of your duties. The info in ESR is in various electronic links in data format NOT ‘Page” format.
