Welcome to our March 2015 newsletter, the
monthly electronic edition of PSD Guantanamo
Bay (GTMO). PSD GTMO is focused on customer
service satisfaction by providing the latest
concerning pay, personnel, and transportation
information. We have included in this electronic
issue links to vital websites that will enable our
customers to fully utilize the Navy and intra
agencies' support services. The focal points
illustrated in this issue are the latest Naval

NAVADMIN 043/15 directs the immediate use of Standard Operating Procedures (SOP) when performing pay and personnel
transactions. This will ensure all transactions conducted on behalf of our service members are completed accurately, on time,
and in accordance with current polices.

NAVADMIN 043/15 also reiterates the requirements of MILPERSMAN Article 1000-021, which requires all commands
supported by a PSD to designate a CPC in writing. An effective and proactive CPC (and secondary CPC) is as critical as
other command collateral duties. Lack of support for and from the CPC is likely to result in inconsistent customer service
and Sailor support that can have a direct impact on accurate pay and personnel records.

NAVADMIN 043/15 also mandates PSDs to conduct monthly CPC training, provides a link to CPC Resources, and
highlights the importance of the partnership between service members, commands, and PSD
3. CPC training will be held at the Fleet and Family
Service Center on 26 February 2015 at 1300.
During our last meeting we discussed the following:
* NAVADMIN 043/15
* Emphasized the importance of adhering to the
POAM for the Navy-wide Advancement Exam
* The importance of timely submission of
personnel gains and travel claims
Reminder: CPC Meetings are Mandatory
* IAW OPNAVINST 1000.23C and
MILPERSMAN 1000-021, Commanding Officers
must:
"Ensure mandatory attendance of all designated
CPCs at PERSUPPDET- or CSD-sponsored
training events"
* PSD GTMO tracks all CPC attendance and will
report attendance via message at the conclusion of
each training event.
Upon completion of the Navy Wide Advancement
Exam, PSD will be accepting requests for the
Substitute exams (commonly referred to as the Late
Exam). Personnel that require a Substitute exam
must submit a Special Request signed by their
Commanding Officer or Officer in Charge. The
deadline for submission to PSD is 1 April 2015.
Personnel requesting a Substitute exam must have a
valid reason IAW BUPERSINST 1430.16F, chapter
4, paragraph 401e. Substitute exam requests citing
"administrative error" as justification are not
considered valid reasons and will be denied. The
reason for requesting a substitute exam must be
explained in detail. Following are examples of valid
reasons:
* Emergency leave as defined in MILPERSLMAN.
* Sick in Quarters or hospitalization.
* Operational commitments (clarified).
NOTE: Exams for PCS transients will not be
honored without explanation of justifiable
circumstances.
TOPS is used to initiate pay and personnel
transactions and securely transfer personnel
documents between commands and personnel
support organizations. The majority of pay and
personnel transactions, business between PSDs and
commands should be conducted using electronic
document transmission technology, encrypted e-
mail, and web applications.

NOTE: All emails sent to PSD Clerks are required
to be sent via PSD-GTMO@gtmo.navy.mil. This
will ensure 100% accountability, visibility, and
expeditious action concerning your request.
Many Sailors have noticed that their personal
address is not up to date in many Navy systems.
This is usually caused by not having an updated
address on their page 2. It's easy to fix!
1. Log into the Self-Service Electronic Service
Record (ESR) in NSIPS.
2. After logging in, click the "UPDATE
PERSONAL INFORMATION" link.
3. From there, click the "ADDRESS & PHONE"
link. This should bring up your most recent data in
the system.
4. If the home address is not up-to-date, you must
click the (+) button in the right corner of the screen
where the current address is located. This will allow
the "EDIT ADDRESS" link to become operational.
5. Click that hyperlink and update the information
as required. Do not change the EFFECTIVE DATE;
this field will default to the current date.

4. It is Department of the Navy policy that each
employee is responsible for reviewing their
biweekly Defense Finance and Accounting Service
(DFAS) Leave and Earnings Statement (LES) to
ensure the benefit deductions match the benefits
election they have made. It is important to identify
incorrect deductions to avoid future indebtedness. It
is especially important to review the LES you
receive on 30 January 2015 since it will reflect any
change you made during the Federal Benefits Open
Season.
If you have questions about your benefits, call the
Benefits Line at 888-320-2917, Monday through
Friday, 7:30 a.m. until 7:30 p.m. Eastern Time,
except on federal holidays. The TTY number is
866-328-9889.
You may also email your questions to
navybenefits@navy.mil. You must include your full
name, pay plan, grade, contact telephone number
and the best time to call you but please do not
include Privacy Act Information such as date of
birth or social security number.
