Case Analysis
A carrier bided for setting up a new radio network. Our company received
the bidding on Sep.24, and asked to on Oct.2. The market personnel sent the
to a network planning pre-sales engineer on Sep.29 and required them to
complete the pre-planning and post-planning of the network based on the
bidding. The pre-sales engineer found out that the traffic model condition and
network quality requirements are not clear. Besides, the on-site market
personnel cannot provide the correct information about the local geographical
environment, economy, population, mobile market, customer and market
strategy. The pre-sales engineer finished the base station estimation and
network planning construction suggestions on Oct.2. The engineer made the
estimation of 45 base stations in the first period and 80 base stations in the
second period for the market to quote. The market personnel denied the
estimation and thought that the estimations do not accord with the actual
situation because the number of the base stations are too many, the pressure
of the service is heavy and the customers do not accept the estimation.
Besides, the estimation does not adapt to the economy development of the
country and the actual situation of the customers is not taken into account.
The technical suggestions had not embody the network planning scheme.

Attention:
Before the project is started, get acquainted with related information form the marketing personnel, including pre-market, scale of the project and human resource needs.
The collected information need to be confirmed by the customer for several times, especially destination are information, network construction objective, network scale limit and construction phase planning in case the planning result cannot meet the requirements of the customers.
For VIPs, for example, the governments, offices of the president, and places where import person lives, the market personnel must specialize them or the use the information provided by customers. These places must be marked on the map and you need to pay attention to them in planning.

From the pre-planning proportion, through the network estimation, you can get the cell semidiameter and scale of the base station. Thus, to guide later site reconnaissance and emulation work.
For the WCDMA system, a complete radio network consists the following: estimations of NodeB, RNC and transmitting link needs. For the engineers of the radio network planning, they perform the NodeB estimation and provide the result. Then, other related departments perform estimations of RNC and transmitting link needs.

Network Evaluation Report
Attention:
Parameter input is the basis for the network estimation and planning. When the carrier does not provide the parameter input, refer to the planning principle for WCDMA radio network planning of carriers of Huawei. Analyze the network and work out proper values. Finally, give the result to the carriers for confirmation.
For improper input parameters that cause improper estimation result, on site engineers must communicate with the carriers and guide the carriers. At the same time, the engineers ask for help from the technical support team. The estimation result must be reviewed by the technical support team.

Attention:
When a theoretical site has several sites to be selected, you need to select proper sites. Besides, dome sites cannot meet the requirements of Search Ring or the sites (For example, the equipment room and the transmission), you need to determine whether to select a new site.
If the emulation of the correct site cannot meet the needs of the customer. You need to adjust the site if necessary. After the adjusting, you need to reconnoiter and emulate the site again to achieve the meet the requirements of the customer and export the Network Emulation Report.
Attention:
The Radio Pre-Planning Report after reviewed by the technical support team needs to be confirmed by the market personnel in the regional office. Then, it can be submitted to the customer.
The Report Template of Radio Pre-Planning Report must be embodied in the ending of each phase of the pre-planning. When the emulation result is exported, the initial report of the pre-planning must be finished to submit for review by the technical support team and promote the progress of the project.
After the previous part, the scale of the local network construction, including number and configuration of the base stations is settled. Then, the Network Pre-Planning Report needs to be written. So far, the network pre-planning phase is complete. But for the commercial network, to-be used in commercial network and the experimental network cannot be used after the previous part. They need be designed based on the parameters of each cell to form the office data can be cut over and loaded. Then the Network Planning Report can be written and a complete network planning is finished.
The needs of different carriers are different or some other causes, as a result, the pre-sales, pre-planning and pre-commercial (or commercial and experimental) phases are not coherent. After the pre-planning phase, a local network may have a complete planning needs after a long time. So the result of the pre-planning and whether the needs of the carrier is changed need to be confirmed by the carrier. If necessary, emulate the sites in pre-planning again. If the result of the pre-planning is proper and proved to be available, you can design the parameters of the cells and process the office data to form a complete planning of a local network.

Negotiate with the users or the designing institute about the following items: cell naming rule and coding rule, available frequency range, frequency multiplexing mode小 (for the GSM network) and code planning rule (for both the CDMA and GSM networks), frequency planning of local network boundaries and code planning.
For the GSM network, pay attention to the cooperation of the dual band network data.
For the network supports both 2G and 3G, focus on the cooperation of mutual operation of different system parameters.
Based on the integrated network planning report and the cell parameter design, write the Network Planning Report. Submit the report to the project team and technical support team for reviewing. After the review, communicate with the market personnel of the regional office or the area department. Then, the report can be submitted to the users.
When the network planning is complete, communicate with the users and report the planning result to make sure that the users know the planning scheme of the planning. Thus, the users can cooperate with us in later project construction phase.
