Overview of the C-TPAT
Scope: The custom Trade partnership against terrorism
(C-TPAT) is a comparative endeavor of the trade community
and US customs service. To enhance the security and
maintain co-operation relationship that strengthen overall
supply chain, Nipa Group has taken maximum attempt for
safety of life, assets and our valuable buyers.
History of Company : Nipa Fashion Wear Inds, Ltd is
a 100 % export oriented world class ready made garment
factory, Established in 2000 . It is eight storied building and
1,18,600 square feet production area. Present employee
1800. Main customers are Wal-Mart, K-Mart, Oshkosh
Caters, Amerex Group LLC, Tesco etc. Nipa obtained Fully
compliant certificate from Wal-Mart, Fire & Building safety,
C-TPAT, BSCI, WRAP etc.
2. Compliance with C-TPAT
Container Security
Pre-Load Security Inspection: When receiving
an empty container, a designated security inspect and
assure that container is intact and without damage.
Our procedure to inspection are:
• Front wall
• Left side
• Right side
• Floor
• Ceiling / Roof
• Inside / Outside doors
• Outside / Undercarriage
•The container number etc.
If any unusual circumstances were found, our security
inform the management immediately.
3. Container Loading & Seals: We assign a
special designated area for loading and unloading
purposes. Only authorized employees are allowed to
enter this area. We appoint one supervisor to
coordinate, record and monitor the whole loading
process.
As the container seal is a very important object, we use
high security bolt seal ISO 17712 standard. We keep and
monitor the seal properly and make sure that ..
a. The seal is intact.
b. The seal is properly affixed to the container.
c. The affixed seal cannot be open under hand pressure.
Container & Shipment Tracking : We closely
monitor the covered van and communicate with the
respective people until it arrives to the nominated
forwarder, to its final destination.
4. Container & cargo seal discrepancies :The
Shipment cargo has locked and sealed in proper
manner in front of the respective people. If the seal is
broken, forwarder immediately inform us and related
people.
Container & Cargo Storage: Nipa Focus on the
physical integrity of the incoming and outgoing covered
van according to the procedure and also recorded in
CCTV. Security guards and shipping officers prior to
monitor storage area.
Physical Access Controls
Employee Identification System : Our
security guard has checked all the employees’ ID to
verify their identification in-out to the factory.
Visitor Controls : All visitors have to entry their
details in visitor register and verified by the reception
employee before entering the factory. Security Guard
issue a visitor card and escort them to the office.
5. Security Guard: In order to assure the effectiveness of
the factory’s security, our recruitment board maintain the
following requirements:
1. Screening the background and previous history of the
security candidates.
2. Ensure they had no criminal record.
3. Good physique and well verged.
4. Sincere, honest and polite behavior.
5. Passed the professional training for security guard.
6. Employed by professional security troops.
7. Periodical on job training to strengthen the security
awareness.
Shipping and Deliveries: Any shipment is to be
exported, it checked and confirmed with commercial invoice.
Shipments are counted, at cover van while loading and it
recorded as required.
After completing lording, delivery challan is made for
respective person ,department and record keeping.
If any shortages/ overages found in shipment, store team
must be inform to executive director and Commercial Dept
immediately.
6. Mail : We check and screen all the incoming mail and
packages before distribute to related party and record the
sender’s name, company name, date and time etc of the
Parcels . Our reception are always be alert. In case of any
unidentified & illegal findings, they
report to the management immediately.
Challenging & Removing Unauthorized
Person or Illegal object inspection :Our security
guard responsibly check incoming/outgoing parcels and all
the worker’s belonging carrying in/out the factory whether
they carry any unidentified or illegal objects (such as arms,
explosives, chemicals, drugs, cigarettes etc) in/out the
factory. If they find any suspected or restricted objects or
unauthorized person, they report immediately to the
management. If office considers it as a serious matter they
inform police also.
7. Personal Security
Pre-Employment Screening and verification:
After primary security screening all the new workers
send to the selection board, then selected person go for
medical check, finally they sent to work place along with
concern department person.
Background Checks/Periodic Investigation :
Nipa always conduct background checks and
investigations of perspective employees prior to
employment. For sensitive department employees, we
periodically check and reinvestigate. such as packing,
loading & unloading employee.
3 copies photo, educational certificate, national ID,
Chairman certificate, birth certificate all together or 2/3
documents photo copy collect and keep in personal file.
8. Personnel Termination : Employees who possess a
security clearance are required to check out and debrief with
the security officer no later than their last day of employment.
Administration dept. collect the employee identification badge,
facility and other system access.
When a employee is terminated a picture will post near the
entry gate with notification to protect unauthorized access.
Physical Security
Fencing & Perimeter Security: Factory perimeter is
so strong and high, that it can protect all kinds of unauthorized
access. It’s on average 11 feet high & broken glass attached top
of wall. Perimeter checked by security on daily basis and if
irrelevant anything found they immediately report higher
management.
Gate and Gate House : Our main gate is made of heavy
steel. Gate house located near the main gate. CCTV monitoring
, communication equipment, security tools, metal detector,
security alarm, documentation are controlled here.
9. Parking :Factory has specified parking area for visitors &
employee car parking as well as cargo-receiving, loading &
unloading.
Building Structure: The management of Nipa took clever
initiative to constructed it’s building as per Bangladesh building
code as an industrial building.
Locking Devices and Key Control : Nipa use
commercial graded locks for closing factory. The locks are
inspected by security before use. Keys issued and returned
and key inventory are recorded in a register.
Loss of any key must be informed immediately to higher
management. Alternative keys are used to open the existing lock
and be replaced with a new lock.
10. Lighting: Security lighting is frequently used as a preventive
and corrective measure against intrusion or other criminal
activity. Nipa use high powerful adequate floodlight. In the same
time Nipa installed IPS supported security light in case of power
failure at night, also rechargeable and battery operated torch
light provided to security for nonstop lighting.
Alarm Systems & Video Surveillance Camera :
We installed security alarm in every security post. Security
camera also installed & it’s cover most of areas including
sensitive area. CCTV monitored by especial trained security
personal in every shift .
Facility Integrity : In order to meet customer requirement
we enhance the effectiveness of our facility integrity. In
accordance with the criteria that we set as the applicable local
law and factory policy, all employees of our factory are
responsible to uphold and maintain it.
11. Information Technology Security
IT Policy : We have active security policies to deploy
information security. Such as :
1. Every user has different password and password periodically
change.
2. Virus, Spam or Mail ware Guard.
3. Removal data media like pen drive, flash drive & internet etc
are limited.
4. Periodically training provided to computer user.
5. System violators are subjected to appropriate disciplinary
actions for abuse.
Security Training and Threat Awareness
Security Breach Reporting Protocols & Policies: If
any security breach ,defender and unauthorized person are
found, the security guard or employee report to the
administration or security . If the situation is serious
admin report to the police immediately.
Security breach reporting instruction, key contact person cell
number are posted factory premise in native language.
12. Threat Awareness Program & Security
Training: Nipa ensure security awareness training to it’s
employee and security in a regular manner. That includes
operation procedures, awareness, identity and reporting of
crime, and determining and addressing unauthorized
access. The training program encourages active employee’s
participation in security controls. Security training are:
