The NFIP provides flood insurance and encourages flood mitigation. This study develops a model to assess the NFIP's net social benefits by estimating changes in consumer surplus, producer surplus, government surplus, and external effects. Key findings are that the overall net social benefit is positive, driven by consumer surplus for insurance. The program saves the government money compared to providing disaster relief without the NFIP. However, benefits may flow more to wealthier households.
