Planned, researched, and implemented the technical aspects of energy management and conservation
under the New York State funded Weatherization Assistance Program (WAP) along with consulting on
LEED requirements and cool roof construction. Evaluated High Performance Housing (HPH)
specifications under the Department for Housing and Preservation Development (HPD/NYCHA) housing
stock in the TIL, NEP and NRP Programs. Provided the Department of Environmental Protection (DEP)

purchase orders, change orders for contractor/sub-contracts. While maintaining positive project forecasts;
schedules, cost estimates, quality assurance labor relations and client coordination.
Key highlights of tenure included managing all independent Engineering consultants contractors and other
entities to ensure quality assurance standards are maintained. Reporting plan value analysis to reflect
budgeted cost benefit analysis; and prepared high-level plans and policies for guidance to ensure
operational plans are aligned with business objectives and project developments/ life cycle, contractual
and financial performance. Coordinate project teams and partner resources for program execution.
Review industry best practices and possible lessons learned; introducing cost-saving concepts to foster
excellence in design with minimal costs considering Earned Value Management; accurately forecasting
project performance; determining time frames, funding limitations and staffing requirements by
interpreting data from several sources for inform decisions; and developing long-term building utilization
plans for site selection and construction.
