Empowerment of farmers through
ICT and Mobile apps
INTRODUCTION
 The occupational structure of India
is dominated by the “agricultural
sector” and the“manufacturing
sector” and the “service sector” is
lagging far behind in this context.
 This shows that India is
predominantly an agricultural
economy and hence it requires
strongest protection and
development of its “agricultural
resources”.
Major challenges to “Agriculture Sector” in India
India is facing certain “Agricultural Challenges” that must be resolved as
soon as possible,such as:
• Insufficient agricultural infrastructure and support facilities,
• Lack of awareness regarding suitable agricultural methods among the
farmers,
• Agricultural content development and its upgradations,
• Ownership issues of the public and government generated data
• Inadequate use of Public-Private Partnerships in India,
• Lack of “Common Platforms” for the farmers in India,
• Insufficient use of ICT for agricultural purposes, etc.
1950s–1970s: Community Development, National Extension Services,
Multipurpose Agriculture Development Programmes;
1970s-1990s: Specialized Extension Systems: Training & Visit System –
Fortnightly Workshops, Subject Matter Specialists at district, Sub-District
levels;
1998-2002: Broad basing of Extension – Bottom-up Planning, Participatory
Mode, Integrated delivery of Extension Services;
2003 -2010: Extension Reforms extended to whole country, Public Private
Partnerships, increased role of NGOs, Farmers’ Organizations; Introduction
of KCC; and
2010 onwards: Strengthening of ATMA (at District and below)- BTMs, ABTMs,
Farmers’ Friends; Strengthening of SAMETI; KCC, increased focus on ICTs

For improving the life of the farmer, a single isolated change would not be helpful,
and the entire ecosystem of all stakeholders has to be invested in the idea. The most
important stakeholders are shown below:
FARMING CYCLE
• To understand where technology can play an empowering role,
let us analyze the farming cycle and the needs at the various
stages.
