essential programs like parks, libraries and community colleges becoming severely
underfunded or defunct, despite strong objections by citizens. County and city

districts are separate government entities, which typically administer a single
service within a defined geographical boundary. Some districts provide a new

like fire protection, highways, and hospitals, to more obscure tasks of mosquito
