Summary of the project
The project, in this case, is the automation of the cement manufacturing process. Cement manufacturing is a long process that utilizes many steps, many resources are used and this implies that the manufacturing companies have to spend a lot. ABC Limited manufactures cement but utilizes a manual process. The project involves automation and computerization of the process to make sure the use efficiency and effectiveness. The project involves the use of state-of-the-art equipment and computers to boost the manufacturing process.
1. Goals and objectives
The first goal of the project is to increase the production volume of the cement. The project intends to enable the company to triple its production volume. The second goal is to improve the quality of the products or the cement that the company manufactures. The product should be able to meet and surpass the expectations of the market. The third goal is to boost environmental friendliness. Currently, the company pollutes the environment through its manufacturing process and the project looks forward to eliminating this problem.
The first project objective is to install high capacity machinery that will enable the company to triple its production volume. For a company to increase its production volume it is necessary to modify its manufacturing process (Walker, 2015). The second objective is to utilize state-of-the-art quality control equipment and computers which will make sure the final product is of the desired quality. The third project objective is to utilize green energy so that the impact on the environment is reduced or eliminated. The project intends to utilize solar and wind energy in the manufacturing process.
2. The key customer and the stakeholders
The key customer is ABC Limited. This is a client whom the project will be delivered to. Whenever a project is being executed, there is a customer or a client that will use the completed project for their own benefits (Rose, 2003). In this case, ABC Limited is the customer who saw the need for improving its manufacturing processes and contracted the project to specialists to enable them to deliver it. The customer is responsible for providing details that should be addressed by the project. They provide information about what is currently available as well as what they would expect. This enables the project team to understand what they need to do to meet the needs of the customer so that they can design appropriately.
Apart from the customer who the project is being delivered to, there are also other stakeholders involved in the project. About the Authors
Amrita Puntambekar is a designer with “The Planning and Design Lab”. She has detailed many of
the concepts as regards the social equity dimensions of the Mumbai Megaproject. She leads the
Nataraja Foundations initiatives on women’s issues and particularly children’s education. She is also
an associate fellow at the Nataraja Foundation and a consultant for its various projects. Amrita is a
freelance artist and specializes in watercolour. She is a post graduate in commerce and lives in
Mumbai.
Ashish Puntambekar is a Mumbai based , corporate planner and infrastructure project designer. He has
20 years of experience in designing some of India’s largest infrastructure projects, the most notable and
recent of which is the Indian Education Megaproject. The Education Megaproject is a plan to provide
high quality education , totally free of cost to 126 Million children, 80 % of who live in rural areas and

As a designer , Ashish believes in Gandhiji’s vision of “ Sarvodaya “( i.e the rise of all ) and his project
designs therefore focus on including the excluded among the masses . All his projects also have huge
environmental dividends in that they are designed for sustainability while also deploying
environmentally friendly building materials on a massive scale. Each project’s financial design also
frees up large capital resources for afforestation schemes and for wildlife preservation.
The Mumbai Megaproject for instance provides US $ 300 Million for Mangroves and another US $ 1.5
Billion for the planting of dense forests in Maharashtra. Employment generation is also high on the
design agenda. This is witnessed by the fact that the above mentioned two projects , alone will add 10
Million new jobs in India.
Besides designing large infrastructure and clean energy projects, the designer is also keenly interested
in the geopolitics of petroleum ( several published articles ) and has expert level knowledge in the
energy business and especially the price of crude oil which he has traded as a derivative trader on all
the worlds major exchanges and OTC markets for over 5 years. He currently works as a project
designer and also runs a private foundation, named the Nataraja Foundation, with a mandate to
innovate on an unprecedented level in the areas of Social Infrastructure, Urban Planning and Clean
Energy.
Ashish holds an MBA in international business and a bachelors degree in Mechanical Engineering.

Acknowledgments
The Mumbai Megaproject is a scheme in the interest of the Millions of citizens of Mumbai City and the
112 million inhabitants of Maharashtra. It is also a landmark project to safeguard the ecology and
sustain a vast marine ecosystem around Mumbai. The project proposal itself is an exercise in the public
interest and for the consideration of the State and Union Governments.
In a project proposal as wide-ranging as this with its 22 different themes, the project designers have
received much help from others, starting with FICCI-FLO and Deutsche Bank who organized and
sponsored the seminar in Sept ’ 2011 at the YB Chavan Center at Nariman Point in Mumbai.
While the Marco concepts and large project ideas are our own, several Individuals have contributed by
providing comments on draft chapters. A few senior specialists with vast experience in project planning
and execution have reviewed the whole report consisting of 22 different themes + 2 project control
specifications and have provided their inputs. Some contributed in terms of ideas while others provided
critical cost estimates for the various schemes within the Megaproject. It is not possible to thank
everyone by naming them as one cannot rank their ideas on the basis of relative criticality or
importance.
We have also borrowed ideas and concepts from other projects implemented around the world such as
the palm islands in Dubai, The Semakau offshore landfill in Singapore, The Chunnel tunnel that
connects the UK with France, The Cheonggyechon river re-development (Seoul, South Korea), Besos
river ( Spain ), The Sabarmati river re-development project in Ahmedabad, The Coral Reef Alliance’s
Bio Rock technology implementations around the world etc. In including these projects we acknowledge
their thought leadership and would like to learn from their implementation experience. Each borrowed
concept is acknowledged by source and at no point do we claim these fundamental concepts as our
own. In fact we hope that the people and organizations involved in these earlier, path-breaking projects
around the world see the opportunities in Mumbai and come here. The city will greatly benefit from their
experience.
Several friends have provided helpful guidance as we edited the final text for publication. We have also
taken a number of generic pictures from the internet and have used graphics and material for tables
from various published sources and while doing so, we have taken care to quote our sources for
numbers and opinions expressed by various parties in the public domain.
It is important to state here that the cost estimates within the Megaproject’s reports have been arrived
at after seeking relevant advice from experts. These are however indicative costs based on current
industry practices and projects commissioned within the last 3 – 5 years in India and around the world.
Based on all these inputs, we have modified the concepts in a manner that fits Mumbai’s unique
requirements. This cross fertilization of ideas across industries has been our own and it is this that
makes the Mumbai Megaproject unique. The estimates are critically linked to project execution
structures specified in each case to achieve the most efficient project schedule and least possible cost.
The project configurations and the scope of work considered in each sub-project also have had a major
impact on cost and these costs could vary if project scope is changed significantly.
Finally, the authors take sole responsibility for any errors or omissions regarding opinions expressed
and conclusions drawn from the various studies within the Megaproject proposals.

1. Executive Summary
The Mumbai Megaproject has a large and holistic heritage conservation programme that
seeks to considerably enhance the scale of operations of the Mumbai Heritage Conservation
Committee (MHCC).
Mumbai Heritage Conservation … Macro Issues
The Mumbai city area ( especially south and west Mumbai ) has a history spanning four
centuries. If however the magnificent Elephanta caves ( located on an island in the eastern
bay ) are included then the regions heritage dates back to the 4th
Century AD.
1. Need for clear thinking
For the purpose of planning, strategy formulation and fund allocation, the Megaproject
divides the city’s built heritage into three categories :
1. Pre colonial period … The Elephanta caves
2. Colonial period … initial gothic architecture & blend of gothic and oriental styles
3. Late colonial & industrial period … represented by the old mills and chawls
The above classification is important as it helps to focus restoration efforts on the important
heritage sites, buildings and precincts that need to be protected.
2. The Coming Funds Crunch
The government of Maharashtra has a debt of Rs. 2.53 lakh crores ( US $ 48 billion ). Given
this huge debt and the growing funding needs of other sectors, it is unlikely that the current
budgetary allocation of Rs 25 Crores each year for heritage conservation work can be
maintained.
Given this situation, the Megaproject has ventured to think differently about raising funds for
heritage conservation work and indeed to expand it multifold. We have designed a
comprehensive conservation and restoration financing plan after taking due note of the Aug
2012 move by the Mumbai Heritage Conservation Committee ( MHCC ) to add another 868
structures to the original list of 633 heritage structures.

In the creation of the plan we have also factored in the interests of people living in thousands
of dilapidated structures ( approx. 16,000 in all ) some of which have been classified as
heritage structures.
The following are the salient features of the Megaproject’s heritage conservation plan :
1. Budget Size : US $ 500 Million ( Rs 2635 crores ) to be spent over 7 years
( This represents a 1500 % increase over MCGM’s current budget of Rs 25 Crores / year )
2. Restoration projects under phase I
- Elephanta cave complex to be fully restored ( major project )
- Worli fort restoration … overlooking Mahim bay
- Three large new museums to be built from scratch
- 50 % of Mumbai’s heritage structures to be restored
3. Capacity creation : World class restorative capacities and skills to be developed
through collaboration with leading institutions from around the world
4. New contract structure development : A big hurdle to heritage conservation efforts in
Mumbai currently is the fact that different government and other agencies own
different heritage properties. These agencies lack conservation skills and funds.
The Mumbai Megaproject will work with these agencies to develop a special type of
contract and associated commercial terms including preferential tax clauses. This
document is going to have some innovative legal and commercial structures within an
umbrella framework to drastically reduce the time to get projects off the ground so that
restoration architects can concentrate on technical challenges instead of worrying
about regulatory coordination and paperwork.
5. Phase II : Beginning in 2018, a second round of restoration will be taken up to protect
the balance 50 % of heritage structures.
The Megaproject’s out of the box approach to heritage structure conservation and especially
chawls in Mumbai characterizes the completely different kind of thinking and scale which the
Megaproject represents. Details of this new strategic thinking will be shared at the
Megaproject conference later this year.

A city’s past glory is captured in its buildings and in the works of its master-builders and
architects. We believe that while skyscrapers in Mumbai are fast becoming the new reality, it
is vital that we do not lose the beautiful buildings that are the only standing reminders of the
original Mumbai.
Undoubtedly , the restoration of the Elephanta Caves Complex is a very important part of the
Mumbai Megaproject’s agenda. This high profile project has been conceptualized in an
innovative manner and we expect the totally restored Elephanta cave complex ( With the
original Chalukya / Rashtrakuta architecture ) to be opened to the public in the spring of
2020.
Project details will be shared with interested parties and local government after going through
a legally recognized and properly documented process.
Note :
The Mumbai Megaproject sees itself as a contributor of ideas and concepts that will greatly
accelerate the excellent heritage conservation work being undertaken by the Mumbai
Heritage Conservation Committee. The Megaproject is an non - political citizens initiative
focusing on achieving a pragmatic balance between the need for heritage conservation and
the future development of the city skyline.
