The document discusses a NASA OIG report on the proposed $32 million re-siding of Hangar One at Moffett Field. The OIG report questions if re-siding is the best use of funds and recommends NASA analyze alternative options, including demolition. NASA will develop a plan by November 30, 2011 to evaluate alternatives such as re-siding with or without intended use, transferring the structure, or demolition. A House committee also directs NASA to submit the evaluation once complete. The Moffett RAB may authorize a response to the OIG report supporting re-siding and updating stakeholders.
Modeling the Effects of Land Use Change on FloodingAdam Nayak
Due to population growth, urban areas in Oregon have been expanding, leading to increases in impervious surfaces and net losses in wetlands, riparian vegetation, and forestation in the Northwest. Utilizing ArcGIS and NOAA’s C-CAP imagery, this study classifies and analyzes urban land use changes between 1996 and 2010. These findings shed light on the importance of land use management in urban settings and are being used by local watershed councils to advocate for changes within their stream basins.

Large landholders are volunteering for long-term planning due to growth pressure from urban centers or generational changes in ownership. Tools are available under Florida law to address
conservation, development, and agricultural planning on these tracts. Planning issues differ based on the location of the landholding,
its characteristics, and other uses in the vicinity. This session imparts lessons learned from experiences with these type plans, including best practices, where they work, and where their use is more challenging. Emphasis is placed on sector planning as authorized under Florida law, and hybrids of sector plans prepared and submitted as large-scale amendments.

Yakima River Basin Agriculture Stats
· Produces more than $1.8 billion/yr in crops.
· $1.4 billion/yr in food processing sales.
· Supports more than 5,700 jobs.
· Most crops are irrigated.
· Demand for irrigation water by existing users significantly exceeds supply in dry and drought years.
· Water rights in the basin are fully appropriated.
· In a typical year, five reservoirs and stream runoff provide agriculture with 2.7 million acre-feet of water.
· In a typical year at mid-21st century, the amount is forecast to fall an average of 20 to 40 percent.
· The expected losses to agriculture along in the Yakima Valley over the next several decades will be “between $92 million at 2° C warming and $163 million a year at 4° C,” or up to nearly a quarter of total current crop value. (http://ybsa.org/climate-change/ )

YRBIWRMP Role Play Part 2 – Gauging Support for Specific Plan Proposals
We’ll take them on one by one. Follow the steps below as you work through each decision:
· Articulate your stakeholder perspective on each plan to your group. Be persuasive and give everyone a chance to speak their piece. The Government Representative should serve as the moderator to keep everyone on task and ensure that all stakeholders provide input. (10min)
· Respond to the prompts on the submission sheet (page 5). Everyone will turn in their own submission sheet, so fill out the blanks as you go. (10min)
· If your group is done wrestling with the decision/plan on the table, consider the difficulties in coming to consensus. If your group came to a decision to support or not support, but there were dissenters to that decision, why did their perspective not win out? Can you think of some alternative to the plan that could get all stakeholders on board?
1. Bumping Lake Reservoir Enlargement
· Current storage capacity is 33,700 acre-feet (13% of basin’s supply)
· The new dam would expand it to 190,000 acre-feet and inundate 2,700 acres of land
2. Black Rock Reservoir Diversion Project
· The Bureau of Reclamation could divert water ...

"Impact of front-end architecture on development cost", Viktor TurskyiFwdays
I have heard many times that architecture is not important for the front-end. Also, many times I have seen how developers implement features on the front-end just following the standard rules for a framework and think that this is enough to successfully launch the project, and then the project fails. How to prevent this and what approach to choose? I have launched dozens of complex projects and during the talk we will analyze which approaches have worked for me and which have not.

Moffett Restoration Advisory Board Hangar One Re-Siding Project NASA OIG Report Response
1. Moffett Restoration Advisory Board
Hangar One Re-Siding Project
NASA OIG Report Response
July 14, 2011
Circa 1932
2. NASA’S HANGAR ONE RE-SIDING PROJECT
NASA OFFICE OF INSPECTOR GENERAL
JUNE 22, 2011
Conclusion
• While we do not dispute that historic preservation is a worthy
consideration, we question whether expending more than $32
million to re-side a hangar that has no prospects for reuse for the
foreseeable future and would require substantial additional
investment to make it habitable is the best use of NASA’s limited
construction resources.
• Moreover, dedicating funds to Hangar One means that other critical
renovation and repair projects will be delayed, which could result in
unsafe working conditions, higher annual maintenance costs, and
damage to Agency equipment.
• Given these risks, we believe NASA should analyze the full range of
options before taking further action regarding Hangar One.
3. NASA’S HANGAR ONE RE-SIDING PROJECT
NASA OFFICE OF INSPECTOR GENERAL
JUNE 22, 2011
Recommendations:
The Associate Administrator for Mission Support should include the
following alternatives in the Condition Assessment and Rehabilitation
Plan for Hangar One:
– Re-side Hangar One as described in the Budget Request and determine the
annual maintenance cost assuming no intended use;
– Re-side Hangar One and make the necessary upgrades and repairs to enable
use as a hangar;
– Re-side Hangar One and make the necessary upgrades and repairs to enable
public assemblies;
– Demolish Hangar One and carry out historic preservation mitigation actions;
and
– Transfer Hangar One to another government entity under the Historic
Surplus Property Program.
4. NASA’S HANGAR ONE RE-SIDING PROJECT
NASA OFFICE OF INSPECTOR GENERAL
JUNE 22, 2011
NASA Management’s Response:
• The Associate Administrator for Mission Support concurred and stated
that NASA is in the process of contracting for developing a Condition
Assessment and Rehabilitation Plan to identify structural or other
improvements to Hangar One that may be required to meet the needs of
potential users.
• Based on our draft report, NASA has modified the statement of work to
include alternatives equivalent to the first three items listed in the OIG
Recommendation.
• According to the Associate Administrator, the fourth and fifth alternates
will be evaluated by NASA staff.
• The final Condition Assessment and Rehabilitation Plan will include the
first three alternatives, plus the government evaluations of the fourth and
fifth as addenda.
• The final plan will be completed no later than November 30, 2011.
5. HOUSE OF REPRESENTATIVES
COMMERCE, JUSTICE, SCIENCE, AND RELATED AGENCIES
APPROPRIATIONS BILL, 2012
REPORT
July 12, 2011
• Hangar 1, Moffett Field.—The budget request included $32,800,000 for
the re-siding of Hangar 1 at Moffett Field.
• The Committee understands, however, that NASA is currently considering
additional options for the renovation and use of the hangar, including
some options that would not require re-siding the facility.
• NASA has committed to its OIG that this evaluation of alternatives will be
complete by November 30, 2011.
• The Committee urges NASA to complete this evaluation as soon as
possible and directs NASA to submit a copy of that evaluation to the
Committee when it becomes available.
• No funds are included for the re-siding project in fiscal year 2012.
6. Proposed Moffett RAB Action
Authorize Hangar One Subcommittee Chair and RAB
Community Co-Chair to prepare a formal response to
the NASA OIG report
– Response will be similar to draft letter of July 5th circulated
to RAB on July 8, 2011
– Present the view of the RAB to political leaders the local
communities and other stakeholders
– Provide update to RAB on activities and responses
