National service training programs aim to prepare citizens for both internal and external threats to security. Historically, militaries were used to conquer other groups and protect territories. Today they still protect people from internal divisions and rebellions as well as threats from other states. The National Service Training Program evolved from the Reserve Officers' Training Corps to reform military training and involve more citizens. It provides citizens with skills to address security challenges within a country from political, religious, or economic conflicts.

CHAPTER 1: INTRODUCTION TO NSTP
INTRODUCTION
Historically, many human civilizations emerged from wars
between clans or tribes. The most common cause of these wars was
competition for territories and natural resources. The military was only
used to conquer other clans or states but became an instrument to
preserve territories and to protect the people. Even today, these remain
the functions of the military.
Internal and External Threats
Threats to the security of the people that came from internal
forces. Political, religious or economic cleavages, schisms or divisions
resulted to rebellion, secession or revolution. In 1988, Indonesians are
military to quell the rebels in East Timor. The rebels wanted to
separate East Timor from Indonesia. Indonesia’s act is an example of
preserving its territory or to stop the threat to integrality of the
Indonesian territory. East Timor, however, succeeded in seceding from
Indonesia.
HISTORICO-LEGAL BACKGROUND
In this section, we shall trace the origin of the establishment of
the National Service Training Program (NSTP). We will identify
different laws and circumstances that led to the enactment of Republic
Act No. 9163, otherwise known as the NSTP Law.
Evolution of the NSTP from the ROTC
2. The NSTP is a result of the government’s intention to reform
the ROTC. Therefore, in tracing the development of the NSTP, we
may find ourselves exploring into the origin of the ROTC and even the
Armed Forces of the Philippines (AFP) form the Spanish colonization.
