II. Mr. Kyle Patrick Y. Eugenio called for the special council meeting of CPH-SC 2013-
2014 to order at 2:09 PM of July 17, 2013 in Annex 2 Lobby, Pedro Gil St., Ermita,
Manila.
III. Agenda Item 001: Tugon Proposals (Academics and Research Committee)
A. Trip to the PHuture After-Event
Target Date: July 18, 2013
Nature: This is an online brochure material available online for the
students who were not able to attend the said event.
Remark/s: Approved; Brochure already released online.
B. Scholarships
Target Date: Start of information dissemination – late October/early November
(before enrolment)
2. Nature: This is to open networks on scholarships to provide the students
more opportunities in their academic endeavors.
Remark/s: Approved
C. Exchange Student Program
Target Date: As soon as information is relayed to Tugon from the Dean’s office
Nature: This will be an avenue to students to be more informed of the
exchange student programs offered to the college. Moreover, the
committee will ask the schools offering the said opportunities to
base their criteria for choosing exchange students not solely on
grades.

D. Blackbook
Target Date: November 2013
Nature: This aims to provide Chemistry series sample exams for the
students. Two copies of the said blackbook shall be available for
borrowing in the CPH Library. A fine shall be charged for late
return of blackbook. Ms. Javier explained that this will not be in
conflict with Centralized Buddy StuPH as Blackbooks will solely be
samplex for Chemistry series with solutions provided.

E. Peer Tutoring
Target Date: November 2013
Nature: This is tutorial service for chemistry subjects similar to LRC’s
service offered. A list of time slots (based on the availability of the
tutors) will be provided. A maximum of five students could book
for every slot offered.

F. Research Contest
Target Date: September 2013
Nature: This aims to conduct a research contest in the college in
partnership with USC Academics and Research Committee. The
winning team will compete in university-wide research contest.
Possible problems seen here are the following:
- Choosing a team to represent the college might deprive the
other groups from joining the university-wide undergraduate
3. research contest. The council would like to give equal
opportunities for all students.
- Organizing such event needs thorough planning and logistics
(e.g. panel selection).
- Prizes for the said contest could be costly.
However, the council suggested repackaging this event into a
seminar on research technical writing or any related to such. Also,
the council is willing to enforce and motivate the research groups
of CPH in representing the college to the university-wide research
contest.

G. Video-making Contest
Target Date: November 2013
Nature: A contest for videos (maximum of 5 minutes) that best describe
BS Public Health. This may be in conflict with the planned Inter-
level Film Festival prior to PH Month. Nevertheless, this will still
carry on but instead of a contest, Tugon will create a video with
the aforementioned content. The video will be shown during the
High School Quiz Bee this November 2013.
Remark/s: Repackaged; directive: get a pool of video creators.
H. Career Orientation
Target Date: February/March 2013
Nature: The aim of this program to showcase Public Health in a form of a
video to 3rd year high school students by visiting schools and
offering an open forum after. Instead of this, career orientation
will be incorporated in the video to be created by the said pool of
movie makers.
Remark/s: Repackaged; this will be fused in the PH Month’s High School
Quiz Bee.
I. Medical Mission Training
Target Date: September 2013
Nature: In partnership with TUGON Health Committee and UP
Pahinungod, this activity intends to train students on first-aid
protocols and on proper ways to get blood pressure, pulse and
other procedures done in physical exam.
4. Remark/s: Approved; spearhead/transfer to the Health and Environment
Committee and coordinate with Checkmates Head
J. Library Hours Extension
Target Date: Upon approval of the Dean
Nature: Hours will be extended until 7:30pm. Signature campaign was
released already to request for library hours extension and this
was discussed thoroughly last meeting.

K. Message Board/Freedom Wall in Library
Target Date: August 2013
Nature: Students can post comments, suggestions, or anything under the
sun in a board of a colorful and creative design provided by
Tugon.

L. Infographic on Online Journals and Proxy Network
Target Date: August 2013
Nature: Posters with information regarding VPN, list of journal websites
and password will be provided to the students for maximum and
efficient use of the library sources.

IV. Agenda Item 002: Tugon Proposals (Health and Environment Committee)
A. Food Safety Awareness Week
Target Date: N/A
Nature: This is a food handling training for workers at the Gab cafeteria
and the stalls during the food fair. Ms. Cabaña clarified that USC
Health and environment Committee isn’t included. Nevertheless,
a group of microbiology and parasitology alumni students from
PMAA will volunteer to sample the food being sold to students
inside UPM. The sampling costs and the materials to be used will
be shouldered by the said group. The council agreed to make this
a requirement for the food stalls during food fair – arrangements
will be made.
Remark/s: Pending; Coordinate with Ms. Mikay or Ms. Ellen of Microbology
Department.
5. B. Donation Boxes for Typhoon Victims (ADRES)
Target Date: N/A
Nature: Donation boxes in preparation for typhoon relief operations will
be provided.

C. UP Med’s PAGSAMA/Come and Go Program with USC and Adopt8 with SIBOL-
PH
Target Date: N/A
Nature: This intends to adopt a community to take care for a period of
time. Some possible problems seen here are the following:
- The adoption of the community should be sustained and not
for a period of time only.
- This was seen as a possible dole out only.
- This, including that in Cavite immersion, must be
institutionalized.
Some suggestions were tapping Tugon for this matter (this does
not necessarily mean partnership) and retrieving the directory for
contacts in Cavite.

D. Mangrove Tree Planting Project
Target Date: late October/early November (after enrolment, before class
resumes)
Nature: A tree planting nearby Metro Manila will be held before classes
for the second semester resume. Ms. Cabaña suggested assessing
internal concerns first and addressing these before reaching out
to the external environment of UPM. She pointed out some of
these like issues on waste management in our college, sufficiency
of soap and sanitizers being provided in the comforted rooms and
the recurring problem caused by the vendors along the sidewalks
of Taft/Pedro Gil or along the perimeter of UPM.
Remark/s: Pending; other suggestions include checking of all CPH students
whether they are immunized or not and once surveyed, address
this to Dr. Lota from the Health Service as she offers affordable
vaccinations. Ms. Larin added that a margin on the number of
6. students who will avail of the said service must be determined
beforehand.
V. Agenda Item 003: Tugon Proposals (Sports and Culture Committee)
A. Sportsfest 2.0
Target Date: August 10, 2013 (Badminton); September 3, 2013 (Table Tennis)
Nature: This consists of Badminton and Table Tennis Inter-batch
Tournaments. The activities are agreeable however, holding such
events on the said dates will only encourage less people to attend
given that the dates fall on Saturday.

B. Alternative Cross-fit Activity Series (Yoga and Body Combat)
Target Date: September 24, 2013 (Yoga); November 19, 2013 (Body Combat)
Nature: These are crash courses for yoga (by UPM Yoga Science Club) and
body combat for free. Ms. Larin suggested making these activities
into series if possible.

C. Photography Class
Target Date: November 28, 2013
Nature: This is a workshop on photography and editing by Shoot UPM.
Another photography workshop for her batch is being planned by
Ms. Guiñez but the council saw no conflict as the topics to be
embarked upon are different. Thus, both photography workshops
will be pushed through.

D. College-wide Fun Run
Target Date: Yearend
Nature: This is a college-wide fun run in partnership with the council to
provide a chosen community to be benefited with proper
footwear. In connection to this, Ms. Cabaña suggested to push a
partnership with those in media industry such as Rated K.
Moreover, it was suggested to hold such event this August.

7. E. Provision of Facilities and Equipment (Parts 1-3)
Target Date: Before September 6 (PHACoustics)
Nature: This aims to provide the students a conducive place to hold
practices (e.g. PHAC Dance and PHAC Choir) or improvement of
Fitness Center. However, Dean Quizon, according to Mr. Eugenio,
ordered to address such concerns to the administration. He (Dean
Quizon) clarified that concerns like these should not be
shouldered by the students. Meanwhile, the council decided to
provide drinking water station for the students.

F. ALAB Leadership Training Sessions: How to Market Your Organization
Target Date: September 13/14, 2013
Nature: This seminar will primarily tackle on how to expand and market
one’s organization.

VI. Agenda Item 004: Tugon Proposals (I-STRAWBS Committee)
A. UP Naming Mahal: CPH Voice out!
Target Date: August 2013 (upon approval of media)
Nature: This aims to empower students in making them realize that their
voice can be heard in terms of social issues.
Remark/s: Coordinate with Speak up, CPH!
B. Makibahagi sa Tugon
Target Date: Year round
Nature: This program gives avenue to students in addressing their
opinions and suggestions.
Remark/s: Same directives with UP Naming Mahal: CPH Voice out!
C. Peer Counseling
Target Date: August 2013
Nature: This project plans to reach out to students and helping them in
terms of emotional needs through a drop-off letter station –
either pigeon hole or hotline. Ms. Javier added that this can be in
a form of inbox-outbox: a student drops his/her letter and after
some time, he/she can claim a letter of response on the station.

8. D. Gender Awareness and Campaign
Target Date: 2nd
week of September 2013
Nature: This project intends to raise awareness in the CPH community on
gender sensitivity. This involves talks, seminars and campaigns.
Ms. Cabaña said that the committee can make use of celebrities
such as Vice Ganda to entice people to be more engaging in this
campaign. Ms. Lusica added that this can address other topics,
not necessarily issues, such as personality development with Ms.
Dawn Zulueta as a speaker, for example.

E. Facilities Upgrade/Addition
Target Date: August/September 2013
Nature: This is in a form of fund-raising events for the upgrade of facilities
in CPH.

VII. Agenda Item 005: LCSC Final Updates
The LCSC General Assembly was postponed this July 20, 2013. Instead, it was moved
to August 21, Ninoy Aquino Day. Further details shall be posted by Mr. Eugenio.

VIII. Agenda Item 006: PH Month Committee Assignments and Specifics
Listed below are the respective committee assignments to council members. The
natures of work provided here were lifted from Ms. Cabaña’s PH Month Committee
Tasks.
A. Steering Committee (Mr. Eugenio and Ms. Cabaña)
Nature of Work:
1. Oversee all logistical, financial, publicity, documentation, and other concerns
for the whole PH month
2. Coordinate with the other six committees
3. Ensure that the whole CPHSC will be updated on the progress of each project
every week starting on July 17 until the implementation of the project
