The summary of the minutes from the April 5, 2013 CPH-SC meeting are: 1. Kyle Patrick Eugenio called the special meeting to order to discuss the council's year planning, programs for freshmen integration, and meetings with the dean. 2. Items discussed included setting house rules, year planning activities from April 27-28 or May 4-5, orienting freshmen students and building relationships with them, initiatives from the dean around safety, cleanliness and building improvements, and monitoring centralized programs and projects. 3. II. Mr. Kyle Patrick Y. Eugenio called for the special meeting of CPH-SC 2013-2014 to
order at 3:30 PM of April 5, 2013 in CPH Annex 2 Lobby.
III. Agenda Item 001: Setting Council House Rules
This was deferred to Year Planning.
IV. Agenda Item 002: Year Planning
Mr. Eugenio proposed a Year Planning to be held tentatively either on April 27-28 or May 4-
5, 2013. The venue is not yet final and projected contribution per officer is approximately
Php1,000 or more. The heads for this program are Mr. Eugenio, Ms. Cabaña and Ms. Larin.
V. Agenda Item 003: Freshmen Integration
Ms. Cabaña raised the concern on Freshmen Integration. She suggested that organizations
can take part in orienting the incoming freshmen about CPH and at the same time, in
introducing and explaining the nature of their respective organization. The Freshmen Block
Coordination Program has yet to be contacted for a more systematic scheme. It has also
been agreed upon to hold room-to-room campaign for freshmen students to build a good
relationship with them.

2. VI. Agenda Item 004: Meeting with Dean
Mr. Eugenio discussed some of the matters discussed in his conversation with Dean Nina
Gloriani as follow:
A. Good Neighbors’ Initiative
This is Dean’s unfinished business which she proposed since 2010. It aims to ensure
safety and cleanliness in the perimeter of UP Manila. One of the concerns in this
project is the removal of vendors along Padre Faura-Taft-Pedro Gil perimeter. The
target date for orientation regarding this program is on April 12 and clean-up date
was scheduled on April 13, 2013. Mr. Eugenio gave the first assignment of all officers
– to create a catchy yet non-offensive motto which will emphasize the importance of
safety and cleanliness in the absence of vendors along the perimeter of UPM.
B. PH Lounge
Dean expressed her intention of enclosure of the PH Lounge. An amount of Php150,
000 (c/o UP Administration) is allocated for the said project. Additional fund (exact
amount not yet discussed) will come from the outgoing council. The problem on
mosquitoes in the lounge was also the concern of the dean.
C. SOCA and Student Consultation Proceedings
Mr. Eugenio informed the council regarding the past State of the College by the
dean. He said some concerns raised were about the next dean who should also be
like the outgoing dean – student-oriented, open and development-oriented. Other
suggestions were inclusion of introductory course for first and second year PH
students, ladderized masteral course, fixing the fieldworks and more exposure for BS
PH students. Lastly, maximizing the use of the external links of CPH here and abroad
was also pointed out.
VII. Agenda Item 005: Start of Speak-up CPH!
On the day of induction, April 15th
, it was agreed upon that it will also be the day of
launching of Ms. Cabaña’s Speak-up CPH. This is an outlet for the students to deliver their
suggestions or recommendation regarding the programs and projects of the new council
before a finalized year-round plan is released.
VIII. Agenda Item 006: Year-long Centralized Programs
Mr. Eugenio proposed usage of checklist to monitor the updates of each project and the
consistency of the year-long programs. Ms. Cabaña added that it should also include the
USC-SC project updates.

3. IX. Agenda Item 007: Student Council Room
Mr. Eugenio mentioned that all the colleges except CPH have rooms for the student council.
In connection to this, Ms. Larin indicated that she made a preliminary talk with this matter.
A room located at the second floor of CPH Annex 2 was deemed to be available for the
council. Mr. Eugenio and Ms. Larin will talk to Ms. Lopido to discuss this concern further.
X. Agenda Item 008: Evaluation and Monthly Updates
The drawbacks on manual evaluation of the council were tackled. Thus, Ms. Larin suggested
an online evaluation for better feedbacking system of the council. Mr. Zuñiga was assigned
on the dissemination and publication of announcements while Ms. Mateo was in charge of
collecting feedback from the students. Ms. Cabaña recommended an internal evaluation
and was agreed by everyone present. Mr. Eugenio stressed that the officers should be open
enough to criticisms to make the council better.
XI. Agenda Item 009: Committees
The question whether committees should already be formed before induction or not was
embarked upon. The council settled on the action to work the structure of the programs
first before forming committees. With this matter, VolCorp shall be sustained and shall
serve as a mean to help the council. Ms. Cabaña also stressed that this is a way to make the
students feel that they are part of the council’s endeavors. Mr. Eugenio added that the
elected three VolCorp heads shall already be considered members of the council.
XII. Agenda Item 010: GASC
The General Assembly of Student Councils shall be held in UP Visayas on May 18-19, 2013.
The registration fee is Php1000/delegate inclusive only of food and accommodation. The
issue on transportation was discussed. Mr. Eugenio asked Ms. Cabaña if the Ms. Zubiri has
any plans of centralizing the scheme on transportation of UPM student but the USC Chair,
according to Ms. Cabaña has not yet expressed any intention doing such action.
XIII. Agenda Item 011: Dates to Remember
Before the meeting was adjourned, Mr. Zuñiga reiterated the set of dates to remember as
follows:
April 12 - Orientation on Dean's project: Good Neighbors' Initiative
April 13 - Proposed clean-up day
April 15 - Induction of Officers (ceremony will start at 11 AM at the 8th floor of PGH)
April 15 - Launching of "Speak up, CPH!"
April 16-18 - Second council meeting (Final date and venue TBA)
- Presentation of filled up proposal form (form c/o Ms. Lusica)

4. April 17 - Confirmation of participation in GASC (Kindly coordinate with Mr. Eugenio)
April 19 - Confirmation of participation in GASC by email
April 27-28 - Tentative date of Year Planning (Option 1, venue TBA)
May 4-5 - Tentative date of Year Planning (Option 2, venue TBA)
May 18-19 - GASC in UP Visayas
XIV. The Chairperson said that he was much pleased to have the first meeting of the
council.
XV. The next meeting will be held tentatively on any day of April 16-18, 2013.
