This document discusses the establishment of a statutory minimum wage in Hong Kong. It provides background on the economic conditions in the late 1990s that led to calls for a minimum wage policy. It then outlines the history of efforts to establish a minimum wage, including the failed Wage Protection Movement from 2006-2008. In response, the government established the Provisional Minimum Wage Commission in 2008 to consult on a statutory minimum wage. The commission conducted three public consultations from 2009-2010.
