IMPROVING THE BILL ANALYSIS PROCESS IN A MORE TIMELY FASHION
2. Overview of the problem
The bill analysis process allows each agency to predict what the
potential impact of possible legislation will have on the public and
private sectors, the state agency and the general public.
Legislative staff uses this analysis to formulate and reference in their bill analyses that
representatives and senators use when deciding whether to vote yay or nay on
potential legislation.
Currently, the bill analysis process has taken up to two to three
weeks to complete which is too long because the analysis is
generally requested from legislative staff a week before a
committee meeting.
The bill analysis goes through three internal step prior to being submitted; the
program office explains the current policy situation and the effected policy change;
the general counsel office explains any kind of legal concerns; and finally the
finance office explains any kind of cost or savings associated with the bill.
3. Data Gathering and Research
The first step will be to review the bill analysis tracking chart to
see if there is a specific step in which the bill analysis is taking
too long.
The bill analysis tracking chart contains data on the dates in
which the bill analysis was submitted for each step.
After identifying the problem, I will ask develop a series of
questions to ask and address why the problem is occurring.
Finally I will present my findings and my recommendations to
upper-management for consideration.
4. Audience Analysis
Upper-management at the Department of Education
will be the primary audience, along with program area
managers.
The problem of not being able to submit the bill analysis
to legislative staff in a timely manner results can
potentially result in laws having unintended
consequences on education.
Also, potential legislation may incur a cost that would
not have been identified before the General
Appropriations Act is negotiated between the House of
Representatives and the Senate.

There are two key stakeholders that will be
impacted:
Legislative staff will have ample time to review
our predicted impact
The Department of Education will be able to
state the positive and negative impact about
the legislation.
