DESCRIPTION OF THE METHODOLOGY
FOR PREPARATION OF DPRs
Consultancy organization, intends to submit the Expression of Interest (EOI) for
“Preparation of Detailed Project Report (DPR) for Construction and
Upgradation of Rural Roads & Bridges”. consultancy has rich experience in related
field and will make every effort to fulfill all the consulting services which are defined
in Expression of Interest (EOI). The Consultant will work out Program Management
and Technical Management of the Project to meet the requirements for successful
execution. The Consultants propose to perform the Service through the following
approaches and methodology.
1. Kick-start meeting
It is proposed to kick-start the assignment with a formal meeting with the the
Department and other concerned agencies/stakeholders.
2. Team mobilization
In parallel with the above activities, it is proposed to mobilize the Consultant’s
team for close interaction with the concerned authorities. The Consultant’s
team shall operate from the fully equipped office accommodation to carry out
assignment. The team shall start their work in accordance with the Work
Schedule finalized in consultation with the concerned authorities.
3. Interacting with the Chief Engineer and the other officials of the
Department
The consultant shall ensure proper communication management strategy
prepared to ensure interaction with the Chief Engineer and the other officials
of the Department and all stakeholders of the project to ensure proper, timely,
effective and efficient communication in the interest of the project. The
consultant shall study the project from DEPARTMENT perspective. Past
experience of similar project equips the consultant to deal all jobs related to
guidance monitoring, and controlling effectively.
4. Coordinate with all other experts
The consultant shall prepare Communication management strategy with all
stakeholders including relevant experts outside of the consultancy. The
consultant shall use various management tools and techniques to do these
works.
5. Topographic Survey
Topographic survey true to ground realties have been done using the in-house
standards, work procedures and quality plan prepared with reference to IRC:
SP 19-2001, IRC: SP 20, IRC: SP 13 (in respect of surveys for rivers/streams)
and current international practices have been followed during the above
survey.
6. Soil and Materials Survey
The soil and material investigations were done following the guidelines of IRC:
SP: 20-2002 and IRC: SP: 72-2007 and other relevant IS codes. The potential
sources of borrow areas for soil and quarry sites will be identified.
7. Traffic Survey
The surveys have been carried out by trained enumerators manually under
the monitoring of Engineering Supervisor. Description of traffic count
locations. Explain why nearby road is similar to expected post construction
situation of the project road. Insert map showing project road and similar
road and locations of traffic counts.
8. Checking of the levels and survey measurements in all items of works
executed in different stages and calculations required for DPR
preparation.
The consultant has past experience of relevant projects to check levels and
survey of all sites as provided. The consultant shall continuously check and
verify levels, alignments, and profiles as mandated. Hence the consultant will
ensure that the work is as per levels and measurements.
9. Checking survey data required in the preparation of DPR.
The consultant shall check and verify survey data as per approved norms and
as per approvals of DEPARTMENT. If any modification is required, the
consultant shall prepare a report on possible effect on the scope and time
schedule of the project as needed.
10. Studying various standards/specifications relevant to the project.
The consultant shall study various standards/specifications etc. relevant to
the project to safeguard delivery of the DPR within time, cost and scope and
quality parameters. If the consultant observes any difficulties/ risks in
delivering these objectives the consultant shall discuss issues with the
DEPARTMENT. Since there is readily available labour in most rural areas of
the country, and Rural Road construction and maintenance can be efficiently
implemented by labour-oriented or appropriate technology, the DPR should be
prepared keeping this important consideration in view. Simple agricultural
tractor-based equipment is very easily manufactured and serviced in the rural
areas, and can produce roads of acceptable quality for the PMGSY.
11. SPECIFICATIONS
The MoRTH Specifications for Road and Bridge Works are a separate book of
Rural Road Specifications has been drawn up by the IRC. The specifications
in the DPR for PMGSY road works will be based on the specifications
contained in the above document brought out by IRC as ‘Specifications for
Rural Roads’ for MoRD in 2004 for adoption to all Rural Roads.
12. STANDARD NOMENCLATURE OF ITEMS OF WORK
The items of work involved in Rural Road works are not large in number and
therefore, it would be advantageous if the nomenclature of these items is
standardised. Adoption of information data analysis for the standardised
times and rate analysis will also facilitate comparison of rates in PWD SORs of
State. Accordingly the estimates and BOQ should be based on the standard
items, and the Standard Rate analysis.
13. ANALYSIS OF RATES.
While preparing schedule of Rates using MoRD, Standard Data Book (SDB) for
Analysis of Rates for Rural Roads the following principles should be kept in
view:
The Schedule of Rates (SOR) shall be prepared by the competent authority of
the State Government as per the prevalent practice of the State either at State
level, Revenue Division or Circle level or District level as the case may be.
States may, at their option switch over to district-wise Schedule of Rates with
the help of the software made available.
Complete items of work include cost of labour, material, machinery and
transportation/ carriage. General Conditions in the Standard Data Book
provide that complete item of work includes the rate of material at source and
also the carriage to site of work including loading, unloading and stacking.
Various States have different practices. In some States the component of
loading, carriage, unloading and stacking are added separately to the basic
rate at source, while others follow the all inclusive rate particularly for items
like select soil, coarse and fine aggregates, bricks, stone etc. In order that the
cost of each component is easily distinguishable and verifiable that each
element has been properly accounted for, it is recommended that cost of
material at source and the carriage element using analysis are shown
separately in the analysis of rates.
The Schedule of Rates may be updated annually and updated Schedule used
at the time of estimation/ technical sanction for the annual proposals under
Rural Roads.
The consultant shall prepare schedule as per contract document. The
consultant shall prepare various manuals for Preparation of DPR. The
manuals can be used as check-lists for execution of the project at various
stages of the project.
14. Understanding the design provisions of bridges/ROBs and culverts.
The consultant shall study & design both bridges/ROBs and culverts as
provided with tender documents and related specification. The consultant
shall visit the sites and assess any possible changes as per site conditions
and execution point of view. After finalizing all the issues the consultant shall
prepare work programme for the works with consent and approval of the
DEPARTMENT.
15. Controlling any minor modifications in design of bridges/culverts,
whenever required during execution.
The consultant has accumulated knowledge of projects of similar nature.
Hence the consultant may ensure that any minor modification in design of
bridges/culverts, whenever required during execution can be done without
any compromise in design objectives and functionality of the structure and
without any loss of quality.
16. ENVIRONMENTAL MANAGEMENT
It is very important that the impact of road schemes on the environment be
considered at the planning and design stage itself. It is also necessary that
adequate safeguards are taken to prevent environmental degradation during
the construction phase.
17. Ensuring that the DPR preparation process is well controlled as per
established specification controls to avoid later quality control stage
problems.
During study of tender documents the consultant will enlist all items and
related specification and codes to ensure specification as per terms and
condition of the contract / tender. The consultant shall get approval from the
DEPARTMENT of the proposed.
18. Coordinating and regulating activities to ensure smooth functioning of
the DPR preparation concerned.
The consultant shall prepare communication management strategy and
communication protocol for meetings, telephonic communication, written
communication to ensure proper frequency and efficiency in communication.
The communication strategy ensures efficiency to deliver the project. The
consultant shall ensure acceptance of the communication management
strategy the contractor and approval by the DEPARTMENT.
19. Ensuring road safety during preparation of the DPR
The consultant shall study jointly with the contractor and DEPARTMENT to
address road safety issues and prepare a road safety implementation plan to
be implemented as per terms and conditions of the contact / tender and
traffic rules, traffic volumes, and local issues of the project area.
20. Examination of the variation orders
The consultant shall check variation order as per provisions / formulas
provided in the contract. For this purpose the consultant shall prepare data of
indices and check-list for provisions for the purpose for smooth examination
and verification of variation orders.
21. Providing advice on contractual complications arising during the
implementation as per the request of the client.
The consultant has rich knowledge of smooth project implementation of
similar nature. The consultant shall follow schedule of work and assess
applicable clauses, terms and conditions of the contract/ tender at the point
of time and periodically as per the schedule to find any complications and
contradictions. Hence, the consultant shall identify complication earlier and
capable to advice the DEPARTMENT well in well in advance or in earlier stage.
22. Control the project cost and time over-runs.
The consultant shall ensure that a proper schedule of the project prepared
with the provision of management tools and techniques. The consultant shall
ensure that the schedule is accepted and approved by the DEPARTMENT.
This schedule shall be used as tool for time and cost control. If any cost or/
and time overrun occurs, this tool shall provide early warning to be used to
control and solve the problem.

Interacting with the Chief Engineer and the other officials of the Department The consultant shall ensure proper communication management strategy prepared to ensure interaction with the Chief Engineer and the other officials of the Department and all stakeholders of the project to ensure proper, timely, effective and efficient communication in the interest of the project. The consultant shall study the project from DEPARTMENT perspective. Past experience of similar project equips the consultant to deal all jobs related to guidance monitoring, and controlling effectively. 4. Coordinate with all other experts The consultant shall prepare Communication management strategy with all stakeholders including relevant experts outside of the consultancy. The consultant shall use various management tools and techniques to do these works. 5. Topographic Survey Topographic survey true to ground realties have been done using the in-house standards, work procedures and quality plan prepared with reference to IRC: SP 19-2001, IRC: SP 20, IRC: SP 13 (in respect of surveys for rivers/streams) and current international practices have been followed during the above survey.
  • 2. 6. Soil and Materials Survey The soil and material investigations were done following the guidelines of IRC: SP: 20-2002 and IRC: SP: 72-2007 and other relevant IS codes. The potential sources of borrow areas for soil and quarry sites will be identified. 7. Traffic Survey The surveys have been carried out by trained enumerators manually under the monitoring of Engineering Supervisor. Description of traffic count locations. Explain why nearby road is similar to expected post construction situation of the project road. Insert map showing project road and similar road and locations of traffic counts. 8. Checking of the levels and survey measurements in all items of works executed in different stages and calculations required for DPR preparation. The consultant has past experience of relevant projects to check levels and survey of all sites as provided. The consultant shall continuously check and verify levels, alignments, and profiles as mandated. Hence the consultant will ensure that the work is as per levels and measurements. 9. Checking survey data required in the preparation of DPR. The consultant shall check and verify survey data as per approved norms and as per approvals of DEPARTMENT. If any modification is required, the consultant shall prepare a report on possible effect on the scope and time schedule of the project as needed. 10. Studying various standards/specifications relevant to the project. The consultant shall study various standards/specifications etc. relevant to the project to safeguard delivery of the DPR within time, cost and scope and quality parameters. If the consultant observes any difficulties/ risks in delivering these objectives the consultant shall discuss issues with the DEPARTMENT. Since there is readily available labour in most rural areas of the country, and Rural Road construction and maintenance can be efficiently implemented by labour-oriented or appropriate technology, the DPR should be prepared keeping this important consideration in view. Simple agricultural tractor-based equipment is very easily manufactured and serviced in the rural areas, and can produce roads of acceptable quality for the PMGSY. 11. SPECIFICATIONS The MoRTH Specifications for Road and Bridge Works are a separate book of Rural Road Specifications has been drawn up by the IRC. The specifications in the DPR for PMGSY road works will be based on the specifications contained in the above document brought out by IRC as ‘Specifications for Rural Roads’ for MoRD in 2004 for adoption to all Rural Roads. 12. STANDARD NOMENCLATURE OF ITEMS OF WORK The items of work involved in Rural Road works are not large in number and therefore, it would be advantageous if the nomenclature of these items is
  • 3. standardised. Adoption of information data analysis for the standardised times and rate analysis will also facilitate comparison of rates in PWD SORs of State. Accordingly the estimates and BOQ should be based on the standard items, and the Standard Rate analysis. 13. ANALYSIS OF RATES. While preparing schedule of Rates using MoRD, Standard Data Book (SDB) for Analysis of Rates for Rural Roads the following principles should be kept in view: The Schedule of Rates (SOR) shall be prepared by the competent authority of the State Government as per the prevalent practice of the State either at State level, Revenue Division or Circle level or District level as the case may be. States may, at their option switch over to district-wise Schedule of Rates with the help of the software made available. Complete items of work include cost of labour, material, machinery and transportation/ carriage. General Conditions in the Standard Data Book provide that complete item of work includes the rate of material at source and also the carriage to site of work including loading, unloading and stacking. Various States have different practices. In some States the component of loading, carriage, unloading and stacking are added separately to the basic rate at source, while others follow the all inclusive rate particularly for items like select soil, coarse and fine aggregates, bricks, stone etc. In order that the cost of each component is easily distinguishable and verifiable that each element has been properly accounted for, it is recommended that cost of material at source and the carriage element using analysis are shown separately in the analysis of rates. The Schedule of Rates may be updated annually and updated Schedule used at the time of estimation/ technical sanction for the annual proposals under Rural Roads. The consultant shall prepare schedule as per contract document. The consultant shall prepare various manuals for Preparation of DPR. The manuals can be used as check-lists for execution of the project at various stages of the project. 14. Understanding the design provisions of bridges/ROBs and culverts. The consultant shall study & design both bridges/ROBs and culverts as provided with tender documents and related specification. The consultant shall visit the sites and assess any possible changes as per site conditions and execution point of view. After finalizing all the issues the consultant shall prepare work programme for the works with consent and approval of the DEPARTMENT. 15. Controlling any minor modifications in design of bridges/culverts, whenever required during execution. The consultant has accumulated knowledge of projects of similar nature. Hence the consultant may ensure that any minor modification in design of bridges/culverts, whenever required during execution can be done without
  • 4. any compromise in design objectives and functionality of the structure and without any loss of quality. 16. ENVIRONMENTAL MANAGEMENT It is very important that the impact of road schemes on the environment be considered at the planning and design stage itself. It is also necessary that adequate safeguards are taken to prevent environmental degradation during the construction phase. 17. Ensuring that the DPR preparation process is well controlled as per established specification controls to avoid later quality control stage problems. During study of tender documents the consultant will enlist all items and related specification and codes to ensure specification as per terms and condition of the contract / tender. The consultant shall get approval from the DEPARTMENT of the proposed. 18. Coordinating and regulating activities to ensure smooth functioning of the DPR preparation concerned. The consultant shall prepare communication management strategy and communication protocol for meetings, telephonic communication, written communication to ensure proper frequency and efficiency in communication. The communication strategy ensures efficiency to deliver the project. The consultant shall ensure acceptance of the communication management strategy the contractor and approval by the DEPARTMENT. 19. Ensuring road safety during preparation of the DPR The consultant shall study jointly with the contractor and DEPARTMENT to address road safety issues and prepare a road safety implementation plan to be implemented as per terms and conditions of the contact / tender and traffic rules, traffic volumes, and local issues of the project area. 20. Examination of the variation orders The consultant shall check variation order as per provisions / formulas provided in the contract. For this purpose the consultant shall prepare data of indices and check-list for provisions for the purpose for smooth examination and verification of variation orders. 21. Providing advice on contractual complications arising during the implementation as per the request of the client. The consultant has rich knowledge of smooth project implementation of similar nature. The consultant shall follow schedule of work and assess applicable clauses, terms and conditions of the contract/ tender at the point of time and periodically as per the schedule to find any complications and contradictions. Hence, the consultant shall identify complication earlier and capable to advice the DEPARTMENT well in well in advance or in earlier stage.
  • 5. 22. Control the project cost and time over-runs. The consultant shall ensure that a proper schedule of the project prepared with the provision of management tools and techniques. The consultant shall ensure that the schedule is accepted and approved by the DEPARTMENT. This schedule shall be used as tool for time and cost control. If any cost or/ and time overrun occurs, this tool shall provide early warning to be used to control and solve the problem.
