Extract from the speech of the President of General confederation of businesses of
Morocco during the annual meeting of the CNEA 24 February the 24th 2015 :
"Another site not least , dematerialization . The ambitious PORTNET project has made
considerable progress. We must maintain our efforts and resolve obstacles raised to achieve
the goal of " Zero Paper " in import and export processes. We seek the continuation and
acceleration of these efforts in paperless procedures. "
PortNet, a successful model for the national strategic partnership
between public and the private sectors
 Partnership agreement with the Port Training Institute to
professionalize and industrialize trainings of PortNet community.
 Partnership agreement with ASMEX ( Moroccan exporters
association) and BCP(Popular Bank) to strengthen the
competitiveness of companies and to accompany the
dematerialization of foreign trade procedures
“Nearly 800 people attended the ASMEX- BCP PORTNET-Seminar on the role of
PortNet as an accelerator of international trade operations."
 Partnership with the CGEM (General Confederation of
Moroccan Businessess) to publish a guide around PortNet,
that has been sent to all CGEM members and distributed
during both organizations events.

Learnings from Moroccan experience
1. Align the governance to the interests of the real customers of the single
window (importers and exporters) and not only to the interests of some
stakeholders. A direct and continuous link with importers and exporters is
mandatory;
2. Quick Wins are very importants for each of the stakeholders to sustain their
commitment and support to the project;
3. A single window project is firstly a strategic alliance between the foreign
trade stakeholders. They should learn to trust each others and give
concessions if needed for the interest of their final clients;
4. During the projet, KPIs of all the processes should be always available and
updated for all the stakeholders to be able to identify constraints and good
solutions for continuous improvement process;
5. The regional integration and interoperability should be a goal and taken into
