when our founder Mr. T Balasubramaniam saw a void in IR expertise in Malaysia. This prompted him to set up a
boutique firm.
Having spent many years holding a Senior position in MEF, he fully understood the needs of the Malaysian market for
quality advice in the field of Industrial Relations.
Fueled by his desire to provide this Industrial Relations service, MECA was conceived, the brainchild from this
progressive professional.
MECA started as a small organisation and have since grown from strength to strength now consisting of 6 legal
consultants and a marketing & client support team. True to its motto, only the best is good enough for our clients,
MECA has emphasised the high quality of legal advisory and training services throughout its more than 16 year history.
Industrial Relations is an ever changing world and our consultants work systematically to equip themselves with the

ORGANISATION
Mr. Dharmen Sivalingam
Executive Director
Mr. Dharmen Sivalingam is the current
Executive Director of MECA Employers
Consulting Agency Sdn Bhd. He was no
stranger to Industrial Relations when he
joined MECA as a Senior Legal Adviser in
2005. He obtained his LL.B (Hons) in
1994 and joined the Malayan Current Law
Journal in the same year as a Legal Editor.
During his time there, he was the Editor-
in-charge of the Industrial Law Reports.
In 1999, shortly after he obtained the
Certificate in Legal
Practice (CLP), he commenced his legal
practice in one of the law firms in Kuala
Lumpur, namely Zul Rafique & Partners.
He ceased practice in July 2002 to become
the Head of Commercial Affairs of a
premium automotive dealer group where
he was responsible for all Industrial
Relations and legal matters involving
companies within the group. He left to
join Shell Malaysia as the Industrial
Relations and Employee Relations
Manager where he was solely in charge of
all IR issues for Shell Malaysia's
downstream business.
Mr. T Balasubramaniam

With over 30 years in the field of Industrial Relations,
Mr. T. Balasubramaniam possesses expansive skills and
valuable knowledge. He holds a B.Soc Sc.(Hons)
Econs, LLB (Hons) and a Certificate in Education.
Prior to his retirement, Mr. Bala was the Senior
Industrial Relations Adviser for the Malaysian
Employers Federation. Mr Bala's experience includes
representing employers at the Industrial Court, Labour
Court, conciliation meetings, and collective bargaining
as well as conducting numerous training courses in the
field of Industrial Relations. He is the author of the
book A Guide to the 1998 Amendments to the
Employment Act 1955 and A Practical Guide to the
Employment Act 1955, incorporating the 2012
Amendments.

Director, Ms. Anna
Balasubramaniam epitomises the
finer points of the expertise and
energy that MECA stands for. She
began her stint as a Research and
Training Officer in 1996. Soon
after achieving her LL.B (Hons),
she was promoted to Consultant.
In 1999, shortly after she obtained
the Certificate in Legal Practice
(CLP), she took a short hiatus
from MECA in order to practice
at Shook, Lin & Bok. Her practice
was in the area of Employment
Law where she further honed her
skills before returning to MECA
as Senior Consultant. She assumed
the post of Managing Director in
2008.
