Master plan or Development plan may be
defined as a general plan for the future layout of
a city showing both the existing & proposed
roads/streets, open spaces, public buildings, etc.
A Master plan is prepared either for
improvement of an old city or for a new town to
be developed on virgin soil.

framework incorporating various town
improvement schemes & programmes.
A well conceived Master plan also takes
care of the meaningful planning & development

future growth of town. It’s preparation demands
high skill, training, imagination & experience
on the part of person who frames it. He has to
fulfill these three fundamental requirements,
amenity, convenience & health.
At times, it may happen that the proposal for
satisfying one of the requirements may come
into conflict with those of other requirements.

plan for a town is quite lengthy & takes
considerable time as many factors & legal
formalities are to be observed.

19. 8. METHOD OF EXECUTION
The execution of the development plan is
carried out by the corporation authorities. Every
new public improvement proposed should fit in
Master plan.
The 1st thing to be determined is the layout
of road system. Once that is finalized, the
regulation may be made for preventing any
building to be built which will upset the street
pattern. The improvement work in a Master

plan can be carried out without affecting the
continuity of the project & the progress from
part to the whole becomes natural &
satisfactory.
It thus becomes easy to divide the proposals
of development plan in various stages & the

The Master plan is nothing more than a
skeleton prepared on various assumptions &
approximations. If properly prepared, it ensures
that the development & growth of the various
part of the town will be in harmony & proper
