2. CONCEPT DEVELOPMENT
The Advanced Training and Research Centre (ATRC) infrastructure and facilities
are to be wholly owned subsidary of Eastern Bulk Carrier .
The ATRC is to be managed and operated by Maritime Research and
Development Society (MRDS) .
MOU is to be signed between the MRDS and the Eastern Bulk carrier for
managing the affairs of the ATRC , smooth coordination and functioning .
ATRC to provide standard Quality Skills Augmenting Courses (QSAC) for the
seafarers in the East Coast .
The ATRC to provide training to the fresh as well as experienced marine personnel
. Eastern Bulk Carrier employees to be given preference over others .
ATRC to provide on board training for the candidates on the ships which will be
calling on the east coast ports along with the necessary technical support for
maintenance of the electrical and critical machineries to the ship staffs.
ATRC to conduct research and develop in house solutions such as the motor
performance monitoring, engine performance monitoring, customised set of
automation panel boards, starter panels to be refurbished etc.
3. CONCEPT DEVELOPMENT
ATRC to design and develop Computer Based Training (CBT) programs . These
are to be used for in-house training and also to be marketed .
ATRC to design Customized training programs tailor made to suit the requirements
of various shipping companies and organizations .
ATRC to provide consultancy to Eastern Bulk Carrier for placing orders for new
shipbuildings , making ship designs , finding suitable yards and deliver finished
product customized as per their requirements within the budgeted costs .
ATRC to provide consultancy to Eastern Bulk Carrier for procuring second hand
tonnage .
ATRC to provide consultancy to Eastern Bulk Carrier for vessel retrofitting ,
installation of new machineries onboard existing field , planning and fixing dry-
docks for the vessels .
ATRC to design and develop a computerized Planned Maintenance System (PMS)
to be used onboard the company fleet . This PMS can also be marketed to other
shipping companies as a finished or customized product .
4. CONCEPT DEVELOPMENT
ATRC to design and develop various electrical , electronics , control and
automation products for specific purposes as required by the company . The
products can be marketed to other companies also .(e.g. Complete Maneuvering
system can be custom designed with equivalence to NABCO control)
ATRC to help in designing and implementing a world class Safety Management
System (ISM) for the company fleet . The internal audits for the same to be
conducted by ATRC itself .
ATRC to help in designing and implementing a world class Ship Security Plan
(ISPS) for the Company fleet . Some additional system to counter with terrorist and
piracy attacks will be developed and installed onboard the fleet vessels . This will
make the fleet self-sufficient in tackling such dangerous situations without any
external aid .
ATRC is to provide consultancy to Eastern Bulk Carrier in order reduce the
downtime and maximize profits . Tele-guidance and on spot guidance and support
will be provided in special cases and major breakdowns . (e.g. cases of ship
stoppages , cargo handling equipment breakdown , MARPOL equipment
breakdown and so forth)
5. GUIDING PRINCIPLES
ATRC to offer the value added and
specialist courses not easily available in the
east coast. At first we don’t intend to target
the regular courses and STCW courses
which are already being conducted
elsewhere .
ATRC to support the ship operation of the
owners by forming a workshop team of
specialists who will attend to the shipboard
repairs when the vessel visit near by ports
and also emergencies for the vessel.
ATRC to engage in occasional research
depending on the operational requirement .
ATRC to have the initial thrust for the
training the junior electrical officers for the
company fleet and also other companies
based on request.
ATRC will be having the facilities for
the automation, instrumentation &
control ,hydraulics ,pneumatics
electronic & electrical training.
ATRC will have the facilities for the
Printed Circuit Board (PCB),
electronic trouble shooting repairs . It
will develop manpower and skills for
the servicing of the navigational
equipments such as gyros etc and
get makers authorizations.
ATRC to install FRAMO repair ,
demonstration and training facilities.
ATRC to install calibration equipments
& get class approval . All sorts of
mechanical ,electrical , electronic
,hydraulic , pneumatic and
automation equipments can be
calibrated and certificate issued .
6. RISK ASSESMENT AND SWOT ANALYSIS

CAPITALS INVESTED.-The capital invested can be made in phase wise manners and land can be
sought in cheaper locations such as Rajarhat to reduce establishment costs
ATRC-MRDS will help Eastern Bulk Carrier in getting finance e.g. Loans at cheaper rates or grants
from Govt. Bodies in order to develop ATRC .
Risks Covered:- The diverse nature of the institute distributes the risks of employing idle manpower
and infrastructure. Out of Six core activities i.e. training, repair facilities, workshop services, research ,
Designing 7 product development there will demand for at least 3 to 4 core activities in the financial
cycle at any given time .
ACQUIRING THE KNOW-HOW AND SKILLED MANPOWER:- The founding members are skilled and
experienced in the marine field. This provides a buffer against skilled manpower shortage and in the
initial stages we will go for the tie up with the leaders and good service providers and then develop our
own skills.
COMPETITION:- At present on the Indian scenario THERE IS NO set up with such diverse
application and specialist training program. The demand is also high hence we can outsmart the
competition by a large margin.
MULTI-TASKING :- We can give a good working environment and higher payment since the staff will
be used for multi-tasking. The technical staff some times feels overburdened while training staff feels
stagnated. By this combination we can address and satisfy both and also maintain a lean staff and
also give them a profile no competing firm can offer. The quality of teaching improves as the staff is
not limited to the books and notes but is involved in practical repair and training.
7. Why team up with MRDS
MRDS (Maritime Research and Development
Society) is a registered society under the 1960
society ACT which is a charitable non-profit
organization.
We in the process of getting the 35 AC, 80 G and
10 C income tax registration which will have
significant tax benefits for the Parent company
which can still keep complete control of the
institute by way shareholding or mutually agreed
means as per the MUI.
All funds for establishing the training institute can
be shown as grants to the society so that the
company doesn’t pay establishment tax rather
get exemptions from the tax which it is supposed
to pay.
