6. What is Vulnerability?
Indication of people’s exposure to external
risks, shocks and stresses and their ability to
cope with, and recover from the resulting
impacts (DFID, 2004; ISDR, 2004)
Formulation of Risk, Hazard & Vulnerability :
PHYSICAL
SOCIAL
ECONOMIC
ENVIRONMENT
7. Result of Vulnerability Index
• Fragility curve of
building.
• Social
vulnerability
curve of potential
injuries or death
• Economic
vulnerability
curve of potential
losses in
particular sector
8. Why Vulnerability Analysis Important?
• To quantify risk index
• Observe two dimension, “what people cannot
do?, and what people can do to minimize
impact of disaster?”
• Government concern too much on HAZARD
Analysis, neglect socio-economic overview on
disaster
• Integrate socio-economic overview into
DISASTER MANAGEMENT POLICY
10. Summary
• Research in disaster not merely focus on physical
aspects, but also important to take a closer look to the
socio-economic aspect, in order to produce effective &
efficient policy.
• Hazard information including risk index is sensitive,
thus, to convey the information there should be an
alternative approach. Approaching community from
their initial socio-economic condition is quite
representative.
• Previously NGOs have more roles in such domain,
there should be more activity in the subjects carried
out by government and academics.
