King Mahendra Malla of Kathmandu convened an assembly of local leaders to address issues of famine and hailstorms. During the assembly, rules were revealed to the King in a dream given by the Goddess Taleju. The four rules established were: [1] prohibit gambling and prioritize serving the people, [2] ensure tools like rice mills and looms are always in use to increase productivity, [3] send artisans abroad to learn new skills and bring them back without revealing state secrets, and [4] mandate all citizens eat before noon and establish meal times between 9-10 hours after sunrise and 8-10 hours after sunset.
