Rural banks in the Philippines were approved to provide money-in and money-out services for depositors and borrowers using Smart Money cards. Major expansions of these branchless banking services were planned for 2010, including developing a Java application and negotiating support from various organizations. The goal was to increase rural bank client outreach by utilizing mobile phone banking services through merchant partners acting as a virtual teller network for cash-in and cash-out.
